(QNO) - This morning, May 26, concluding the second quarter thematic conference, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Phan Viet Cuong emphasized that after this conference, he requested agencies, units, and localities to continue to propagate to create deep awareness of the role, position, and importance of social supervision and criticism work; focus on propagating and mobilizing ethnic minorities to rise out of poverty.
Set goals to change "thinking" and "ways of doing"
Discussing at the second quarter conference, the sectors and localities analyzed and clarified the results and limitations and difficulties in implementing social supervision and criticism according to Decisions 217 and 218 of the Politburo and Regulation 124 of the Secretariat. This included the assessment of the results of resolving and handling issues proposed after supervision, and the reception of criticism and comments from competent agencies on the contents organized by the Vietnam Fatherland Front Committees at all levels and socio- political organizations.
Many comments also focused on discussing the implementation of Directive 29, dated July 6, 2018 of the Provincial Party Committee Standing Committee and the draft Project to improve the quality of mass mobilization work of the political system in socio -economic development of mountainous areas and ethnic minority areas in the province by 2030.
Accordingly, many opinions believe that supporting the people in mountainous areas to develop their socio-economy is correct, but if we only think about support without focusing on the fundamental issue of changing people's mindset and arousing their initiative, the investment resources will not bring the desired results. The socio-economy of mountainous areas, especially the lives of ethnic minorities, will continue to face difficulties and poverty.
Improving the quality of mass mobilization work of the political system in socio-economic development in mountainous areas and ethnic minority areas is extremely necessary at present. However, the project needs to clearly quantify the level of indicators, including the target of striving for at least 70% or more of people of working age to be aware of the "way of thinking and way of doing", promoting the sense of responsibility, the will to rise up, and proactive participation of ethnic minorities in actively responding to and implementing socio-economic development programs and sustainable poverty reduction.
In addition, in the task group, the solution needs to be supplemented (including in the viewpoint) and the solution needs to be emphasized on promoting the cultural identity of ethnic minorities, so that there is a basis for concretization in building support policy mechanisms. Preserving and promoting cultural identity, creating motivation to arouse the strength of great solidarity, striving to escape poverty of ethnic minorities in mountainous areas needs to be given utmost attention, only then will investment resources for developing mountainous areas truly be effective...
Consider issuing a resolution on mass mobilization work in mountainous areas
In his concluding remarks at the conference, Secretary of the Provincial Party Committee Phan Viet Cuong said that summarizing 10 years of implementing Decisions 217 and 218 of the Politburo, combined with the 5-year review of implementing Regulation 214 of the Secretariat, Quang Nam has done a lot of work. The Front and socio-political organizations have made great efforts. The province's development achievements today are due to the role of social supervision and criticism.
According to the Provincial Party Secretary, when many major topics and projects of the province were proposed by the Provincial Party Standing Committee and the Provincial People's Council, the Provincial Front and socio-political organizations organized very well the conferences to criticize and give very profound comments, on that basis, to fully absorb and complete before promulgation. Or also pointed out the limitations and weaknesses in state management, recommending the Provincial People's Committee to make timely adjustments.
To improve the effectiveness of social supervision and criticism in the coming time, in addition to closely following the new documents of the Central Committee, the subjects of social supervision and criticism need to choose key issues, issues of public concern and having a profound impact on the regulated subjects. In particular, at least once a year, Party committees and leaders must organize dialogues to listen to people's opinions, answer, respond, and receive instructions to resolve issues proposed by the people. Regarding the results of implementing Directive 29 and the project discussed and commented on at the conference, according to Secretary of the Provincial Party Committee Phan Viet Cuong, the socio-economic development of mountainous areas has received great attention from the Provincial Party Committee and the Standing Committee of the Provincial Party Committee, issuing many directive documents and currently there are 34 resolutions on contents related to mountainous development and caring for the lives of ethnic minorities.
However, in reality, although investment resources are large, the efforts and self-improvement of the ethnic minorities in the mountainous areas are still limited. It is necessary to continue to pay attention to many aspects associated with fundamental solutions, with good models and effective ways of economic development to change the way of thinking and working for ethnic minorities.
