On the afternoon of July 26, during his working program in Quang Tri province, Prime Minister Pham Minh Chinh inspected the progress of the Van Ninh - Cam Lo expressway project, the Quang Tri airport project, and the My Thuy deep-water port project, with a total investment of over 30,000 billion VND.

With the advantage of an important strategic geographical location, the intersection of the two strategic economic corridors North - South and East - West, possessing many international border gates, Quang Tri province has been approved by the Prime Minister to synchronously plan roads, railways, waterways and aviation, aiming to build Quang Tri into a logistics and goods transit center of the Southeast Asian region.

Van Ninh - Cam Lo expressway completed on August 19
The Prime Minister inspected the progress, presented gifts, and encouraged cadres, engineers, workers, and laborers at the construction site of the Van Ninh - Cam Lo expressway project at the intersection with Ho Chi Minh Road and Provincial Road 575 (Con Tien Commune, Quang Tri Province).
The Van Ninh - Cam Lo project belongs to the North - South Eastern Expressway project in the 2021 - 2025 period, invested in the form of public investment, with the Ministry of Construction as the managing agency; the Ho Chi Minh Road Project Management Board is the investor.
The project is 65.54km long (clearing land for a complete 06-lane scale; investing in the construction of 04 lanes); total investment of more than 9,919 billion VND; has 45.6km of service roads, 29 bridges, 4 interchanges, 1 rest stop. The project started on January 1, 2023; the completion date according to the contract is October 17, 2025.
This is one of the road projects scheduled to be completed in 2025, contributing to the goal of having at least 3,000km of expressway nationwide and opening the expressway from Cao Bang to Ca Mau; it has received great attention from Government leaders, who have directly inspected the site many times and given timely opinions to remove difficulties and obstacles.
Up to now, the project has completed the site clearance for the main route, but still needs to clear some additional service roads, U-turn points, toll stations, rest stops, etc.
Regarding construction, the main line will be basically completed by June 30, 2025. Construction output is high (about 98%). The contractor is arranging 102 construction teams with 450 pieces of equipment and nearly 1,300 engineers and workers, determined to complete the project according to the target assigned by the Prime Minister.

Praising the efforts of relevant agencies and localities, the Prime Minister requested investors and contractors to continue to "work day and night, work on extra days off", and localities to support the work that can be done so that by August 19, the project can be completed, opened to traffic, and put into operation.
The Prime Minister directed local contractors and enterprises to develop feeder roads to improve capacity and continue with other larger projects; at the same time, urgently build rest stops and a complete traffic monitoring and control system according to expressway standards.

Stating that Quang Tri has many types of transportation with important hubs, the Prime Minister emphasized that along with completing this project, Quang Tri needs to do a good job of clearing the land for the North-South high-speed railway project through the area, and at the same time, completely complete the coastal road project.
The Prime Minister requested the province to urgently plan and develop industrial parks, urban areas, services, etc. to exploit land funds along these routes, develop the socio-economy, create jobs and livelihoods for the people.

Construction of Quang Tri airport project phase 1 will start in July 2024, with a capacity of 500,000 passengers/year (when fully invested, it will reach 5 million passengers/year); implemented in the form of public-private partnership (PPP), with T&T Group as a joint venture with Cienco 4 as the investor.
The project consists of two component projects, of which the site clearance is carried out by the locality; the airport construction component project is carried out by private investors with a total investment of VND5,821 billion. To date, the aircraft parking area has been completed, and the remaining items are being implemented synchronously.

The investor aims to build a complete, interconnected aviation ecosystem including an airport, cargo transit center, aviation industrial complex and airport urban area, with a scale of 10,800 hectares.
Appreciating this orientation, the Prime Minister requested that localities and investors complete phase 1 of the Quang Tri airport project by July 2026 at the latest, striving to complete it earlier by April 30, 2026.

From there, promote the advantages of Quang Tri with all types of transportation including expressways, North-South railways, high-speed railways, deep-water seaports, airports..., connecting the two East-West and North-South corridors, connecting with countries in the region, and connecting internationally.
Based on this advantage, the Prime Minister directed Quang Tri province and research agencies to build Quang Tri airport with a higher level according to ICAO classification, taking this airport as the center for research, completing related planning, developing the area between the two major rivers in the province (Ben Hai river in the North and Thach Han river in the South) according to the "4 in 1" orientation including airport urban area, industrial park, science and technology park and service area.
Connecting railways and highways to My Thuy port

My Thuy Port is located in My Thuy commune, Quang Tri province, the nearest gateway to the East Sea and the starting point of the East-West economic corridor.
With My Thuy International Port Joint Stock Company (MTIP) as the investor, the project has a scale of 10 berths, an investment capital of more than 15,000 billion VND, and is expected to receive container ships up to 100,000 tons and LNG ships of 150,000 tons.

The project consists of 3 phases, of which phase 1 consists of 4 berths. The expected volume of goods passing through the port is 12 million tons/year when phase 1 is completed and 30 million tons/year when the entire project is completed.
Currently, phase 1 of the project is under rapid construction, with the goal of putting 2 wharves into operation in March 2026 and completing all 4 wharves in 2027, striving to complete in 2026.

Quang Tri Province, investors proposed investing in important connecting routes, such as expanding National Highway 15D (linking My Thuy Port with the North-South Expressway and La Lay international border gate) and Cam Lo Expressway - Lao Bao border gate; connecting existing railways, high-speed railways, and trans-Asian railways; supplementing the planning and implementing My Thuy 2 port in the direction of digital ports and green ports with a total of 25-30 berths; researching and implementing non-tariff zones and free trade zones associated with duty-free ports.
Appreciating the efforts and direction of Quang Tri province and investors, the Prime Minister emphasized that My Thuy port has a very strategic location and an important role in connecting Vietnam's economy with the economies of ASEAN countries.
Emphasizing the spirit of "looking far and wide, thinking deeply and doing big", the Prime Minister requested to focus on quickly implementing the My Thuy port project, which has been approved by the Prime Minister for investment; at the same time, studying the planning and development of a free trade zone and specialized port in My Thuy; studying the railway route from My Thuy port to Lao Bao border gate, connecting with Laos, Thailand, and the trans-Asian railway.

To connect the road between My Thuy port with the North-South expressway and the two Lao Bao and La Lay border gates, the Prime Minister requested Quang Tri province to urgently invest in the Cam Lo - Lao Bao expressway under the public-private partnership model; invest in the National Highway 15D connecting My Thuy port to La Lay border gate, 92km long, with a 4-lane expressway scale, using many forms of investment and capital sources, including increased revenue and cost savings.
