Mass mobilization work in the new period

"Our Party has no interests other than the legitimate interests of the people. All the Party's efforts, struggles, and sacrifices are for the well-being and happiness of the people. The Party's mass mobilization work is no exception to this goal, and above all, it must be implemented in the best possible way," General Secretary To Lam affirmed at a meeting with the Central Committee's Mass Mobilization Department on the situation of implementing mass mobilization tasks from the beginning of the 13th Party Congress term to the present.

Strengthening direct dialogue with the people.

In early October 2024, provincial leaders held a dialogue with the people of Ham Tan district on socio -economic, security, and defense issues. In a frank, open, and constructive atmosphere, the people of Ham Tan district raised 14 recommendations focusing on three main groups of issues: environmental protection, planning management, land, and mineral resources. The opinions and recommendations were directly addressed by leaders of relevant departments, agencies, and localities during the dialogue, largely meeting the people's concerns and aspirations.

Provincial Party Secretary Nguyen Hoai Anh stated that the constructive, heartfelt, and sincere opinions and sharing from the people during the dialogue helped the leaders better understand and grasp the local situation. The Provincial Party Secretary directed the Vietnam Fatherland Front Committee of the province to continue compiling proposals and recommendations to send to the Provincial People's Committee, instructing relevant agencies to promptly research and provide specific responses to meet the people's aspirations and expectations. In the coming time, the Provincial Party Secretary requested that the heads of Party committees and governments of Ham Tan district; and the heads of departments and agencies strengthen direct dialogue with the people to promptly understand their thoughts and aspirations and address their proposals and recommendations, creating high social consensus. At the same time, they should regularly pay attention to the people's lives and create conditions for the people to participate in the implementation of socio-economic development programs of the district and the province.

According to the Provincial Party Standing Committee, since the beginning of the 13th National Party Congress term, the mass mobilization work of the political system in Binh Thuan province has undergone significant changes. Notably, the Provincial Party Standing Committee has led all levels and sectors in implementing innovative solutions to improve the quality and efficiency of work in order to better serve the people, creating a clear shift in awareness in carrying out mass mobilization work. In particular, units and localities are encouraged to regularly organize meetings and dialogues with businesses and the people to listen to and promptly and effectively resolve the difficulties, concerns, and requests of citizens in accordance with the law.

Since the beginning of the 13th National Congress of the Communist Party of Vietnam, dialogues aimed at resolving difficulties and obstacles and supporting businesses in the province have been regularly conducted. As a result, many programs and projects in the province, especially key projects such as: upgrading and expanding National Highway 1A (the section passing through the province); Provincial Road DT.719B; and the North-South Expressway (the section passing through the province)... have been implemented. This has created consensus and support from the people in the project areas regarding compensation, land clearance, land acquisition, and resettlement.

Promoting the people's right to self-governance.

In order to promote the role and ownership of the people in participating in the socio-economic development of the locality in all fields, the Standing Committee of the Provincial Party Committee has promptly led, directed, and issued documents, proposing specific solutions and measures. In particular, the Standing Committee of the Provincial Party Committee has directed the Provincial Party Committee's Mass Mobilization Department to coordinate in monitoring the situation and complex cases, proposing them to the Standing Committee of the Provincial Party Committee for consideration and resolution. Specifically: the implementation of land acquisition, compensation, and resettlement for the people for the North-South Expressway project, the section passing through the province; the transfer and sale of land allocated to ethnic minorities; the relocation of Chi Cong Market (Tuy Phong district); monitoring the situation and proposing solutions to the problems and outstanding issues for households in the implementation of the Le Duan road project in Phan Thiet city; and the resolution of wage arrears and labor cuts in some enterprises in the province...

Besides the "Effective Mass Mobilization" movement and the patriotic emulation movement, various campaigns were launched widely, achieving many practical results and contributing to the successful implementation of the political goals and tasks of localities, agencies, and units. During the term, the entire province had 1,728 registered models, of which 1,065 were recognized at the district level and 33 at the provincial level; several excellent and effective models emerged, receiving high praise and having a widespread impact and effectiveness in some localities.

In mid-November 2024, during a working session with the Central Committee's Mass Mobilization Department on the implementation of mass mobilization work from the beginning of the 13th Party Congress term to the present, General Secretary To Lam emphasized: The highest goal of mass mobilization work in the new period is to serve the people; to bring practical results to the people; to address the legitimate needs and aspirations of the people; to place the legitimate interests of the people above all else; to truly respect and promote the people's right to self-governance; and to consolidate the close bond between the Party, the State, and the people.
