Once known as one of the most polluted craft villages in Bac Ninh province, the lives of the people in Man Xa, Van Mon, Yen Phong have changed significantly.
Illegal craft village, the most polluted in the province.
Around mid-2024, Man Xa craft village was still famous for its hundreds of households engaged in the craft of aluminum casting.
The problem of industrial solid waste and wastewater from production facilities being discharged directly into the environment is a serious concern.
Previously, the Mẫn Xá aluminum casting village suffered from serious environmental pollution.
Piles of ash and industrial waste, taller than a person's head, line both sides of the road, encroaching on people's agricultural land.
Meanwhile, hundreds of chimneys spewed thick, black smoke, emitting a pungent, acrid smell. At many times, the smoke and dust were so dense that they formed a hazy film, covering Van Mon commune.
According to the leaders of Van Mon commune People's Committee, at that time there were about 250 households in Man Xa village producing aluminum.
In addition, there are approximately 100 production facilities in the Man Xa craft village industrial cluster, invested in by Hanaka Group Joint Stock Company, headquartered in Tu Son City.
According to a representative from the Bac Ninh Provincial Department of Industry and Trade, the environmental pollution situation there is alarming.
Waste materials (aluminum slag, coal slag) generated from metal smelting processes and household waste are not collected thoroughly and are dumped indiscriminately along roadsides and in low-lying areas.
Meanwhile, the local drainage system is severely degraded and no longer capable of draining water.
Monitoring results of surface water at the wastewater receiving pond of Man Xa craft village over the years show that the analyzed organic matter and heavy metal indicators are 1.5-16 times higher than the permitted standards.
Take decisive action.
Speaking to the press, Colonel Pham Van Luong, Deputy Director of the Bac Ninh Provincial Police and Head of the inter-agency inspection team for environmental pollution control in Bac Ninh province, affirmed that the inspection team has divided into four groups, conducting intensive inspections for one month without days off, and is determined to completely resolve the environmental pollution situation in Van Mon before December 31, 2024.
Nowadays, the village roads and alleys in Van Mon are clean, and people can breathe fresh air when they go out.
The inter-agency inspection team's work process showed a high level of cooperation from both the investor's representatives and the facilities.
The industrial cluster's investor is committed to promptly addressing existing issues and operating the industrial cluster in accordance with the objective of relocating small-scale producers and businesses to a concentrated production area.
Along with the rigorous inspection by the provincial inter-agency inspection team, Yen Phong district also made efforts to get involved, forming an inspection team to go door-to-door.
At the same time, we will conduct propaganda, explanations, and persuasion campaigns to encourage businesses, households, and individuals to voluntarily dismantle incinerators and chimneys, and to develop plans for changing industries or relocating production to industrial clusters.
The Bac Ninh Provincial Police also established 6 inter-agency checkpoints, controlling vehicles entering and exiting the area 24/7 to ensure that no more raw materials are brought in to serve the craft village.
According to Mr. Man Van Truyen, Secretary of the Party Committee of Van Mon commune, the government and functional forces have so far dismantled 382 aluminum smelting furnaces and 327 chimneys at 207 households in the residential area.
100% of the facilities in the craft villages and industrial clusters have ceased operations. There is also no longer any clandestine waste discharge as before.
Continue to completely eliminate pollution.
Visiting Van Mon in the early days of 2025, our reporter observed that life had changed. People hardly needed to wear masks anymore, and the village roads and alleys were greener, cleaner, and more beautiful.
Police forces discovered and dealt with a case of illegal waste dumping in Van Mon.
Mr. Nguyen Trung Linh, from Phu Xa village, Van Mon commune, shared: "My house is near Man Xa village, so for the past 30 years, I've had to endure the smoke and dust that cover everything day and night like a morning mist."
"Family members always have to wear masks, except when eating or drinking. For about a month now, the aluminum casting business has stopped operating, and the clean air has returned, making the people of the whole commune very happy."
Secretary of the Party Committee of Van Mon commune, Man Van Truyen, affirmed: "Although we have achieved initial results, we will not be complacent or negligent."
Currently, the local authorities maintain six 24/7 checkpoints in Man Xa village to ensure that illegal aluminum casting activities cannot resume."
Local authorities have also been promoting and encouraging households to proactively change occupations, and some households have even developed projects to relocate their production facilities to locations that comply with current planning regulations.
The People's Committee of Yen Phong district has also completed land clearance and is preparing for investment and construction of a 3.8-hectare hazardous waste treatment site located next to the industrial cluster and craft village to collect and treat hazardous waste in the area.
Surveys conducted by authorities reveal that by 2022, the Mẫn Xá craft village had accumulated over 300,000 tons of aluminum slag dumped indiscriminately.
In this locality, there are as many as 7 large waste disposal sites scattered throughout Man Xa village, with a total area of 76,000 square meters.
In addition, there are many small dumps scattered around the craft village. Meanwhile, on average, the amount of solid waste generated daily from the craft village's activities ranges from 35-40 tons of coal slag and aluminum slag.
