On the afternoon of September 30th, information from the Ministry of Public Security indicated that the Investigation Police Department of the Ministry of Public Security had issued a decision to initiate a criminal case and prosecute Mr. Ngo Vo Ke Thanh (43 years old, residing in District 11, Ho Chi Minh City), Director of the Research and Development Center of the Ho Chi Minh City High-Tech Park; and Mr. Hoang Minh Ba (45 years old, residing in District 1, Ho Chi Minh City), Director of TST Technical Service Trading Company Limited (abbreviated as TST Company), for the crime of "violating regulations on bidding causing serious consequences," as stipulated in Clause 3, Article 222 of the Penal Code.
Under the same charges, the Investigation Police Department of the Ministry of Public Security also prosecuted Mr. Tran Duy Phuoc (45 years old, residing in District 12, Ho Chi Minh City), former Chief Accountant of TST Company; Mr. Nguyen Duc Quynh (43 years old, residing in Phu Nhuan District, Ho Chi Minh City), former employee of the Research and Development Center of the Ho Chi Minh City High-Tech Park; and Mr. Huynh Trong Nghia (48 years old, residing in District 10, Ho Chi Minh City), Director of Truong Thinh Company.

The Investigation Police Department of the Ministry of Public Security also initiated legal proceedings against Ms. Tran Thi Binh Minh (60 years old), former Deputy Director of the Department of Planning and Investment of Ho Chi Minh City (previously prosecuted and detained in the case at the Ho Chi Minh City Biotechnology Center); and Mr. Phan Tat Thang (55 years old, residing in District 3, Ho Chi Minh City), Deputy Head of the Economic Department (under the Department of Planning and Investment of Ho Chi Minh City), both for the crime of "abusing position and power while performing official duties," as stipulated in Clause 3, Article 356 of the Penal Code.

According to the Ministry of Public Security, the decisions and procedural orders against the defendants have all been implemented after approval by the Supreme People's Procuracy. Among the defendants, Mr. Thanh, Mr. Nghia, Mr. Thang, Mr. Ba, and Ms. Minh were taken into temporary custody; the remaining two defendants were released on bail and prohibited from leaving their place of residence.
The Ministry of Public Security stated that this is the initial result of the investigation and verification regarding the establishment, approval, and bidding process for the project "investment in upgrading and purchasing machinery and equipment for research and experimental production of micro-electromechanical products" at the Research and Development Center of the Ho Chi Minh City High-Tech Park.
Through investigation, the Investigation Department of the Ministry of Public Security has sufficient grounds to determine that there was collusion between state management agencies, the investor, the bidding consultancy contractor, and the equipment supplier, TST Company, to win the bid. This act seriously violates the regulations of the Bidding Law and causes exceptionally serious damage to state assets.
During the search of the suspects, the investigative police seized numerous files and documents related to the case.
The Investigation Department of the Ministry of Public Security is expanding the investigation into the case and applying measures in accordance with the law to recover assets for the state.
