At the press conference, Ms. Ha Thi My Dung, Deputy Auditor General and spokesperson for the State Audit Office, stated that in recent times, the audit activities of the State Audit Office have contributed to strengthening the effectiveness and efficiency of the management and use of public finances and public assets; making important contributions to the fight against corruption and waste, and promoting thrift.

In 2023, the State Audit Office of Vietnam (SAO) developed an audit plan closely aligned with the major orientations of the Party and State, pressing issues of public concern, and high-risk issues regarding the management and use of public finances and assets. Adhering to the SAO Development Strategy for the period 2021-2030, the SAO strengthened its audit of state budget final accounts reports to serve the National Assembly and People's Councils at all levels in approving state budget final accounts, and conducted thematic audits to support supreme oversight activities and implement resolutions of the National Assembly and the Standing Committee of the National Assembly.

Accordingly, in 2023, the State Audit Office of Vietnam (SAO) successfully conducted 135 audits with 174 audit teams and issued 248 audit reports; including audits of budget settlement reports at 25 ministries and central agencies and 52 localities; and carried out 33 thematic audits and performance audits, accounting for 26% of the total audit tasks in accordance with the roadmap for achieving the objectives of the SAO Development Strategy until 2030; with several key audits covering multiple ministries, sectors, and localities.

Responding to a question about how many audit cases are transferred to investigative agencies, Ms. Dung said that if the audit results reveal issues related to suspected criminal activity, recommendations will be made or the cases will be transferred to investigative agencies for investigation, consideration, and handling.

According to Ms. Dung, through auditing activities, hundreds of audit reports are provided annually to the National Assembly, the Inspection Committee, and investigative agencies for review and processing, serving the work of investigation, inspection, and supervision.

“Over the past period, the State Audit Office has transferred 40 cases with signs of legal violations to investigative agencies at all levels. In these 40 cases, the State Audit Office has received active cooperation from investigative agencies and competent authorities. As a result, in 40 cases, investigative agencies have completed the handling and resolution of 35 cases. Of those 35 cases, 14 have been prosecuted for investigation and handling, and 21 are currently under investigation or awaiting expert assessment results,” Ms. Dung said.

Ms. Dung also shared that the expert assessment process takes time, so they are currently awaiting the results, and there are also aspects that need further verification in the coming period. There are also some cases where no criminal charges have been filed because the violations have already been addressed.

Ms. Dung also affirmed that coordination between investigative agencies and the State Audit Office regarding cases with suspected violations is not difficult.

However, according to Ms. Dung, resolving these cases completely is difficult because some require time for investigation and verification. To protect the rights of all parties involved, it is not yet possible to definitively resolve these cases. In the future, there will be a document to ensure closer coordination.

According to Ms. Dung, in 2023, the State Audit Office of Vietnam issued a procedure for auditing cases with signs of corruption. This is a very important document, and during the audit process, if a case with signs of corruption or violations of the law is discovered, a separate audit procedure will be applied.
