Da Nang: Land registration documents will not be left stalled, preventing citizens from having to make multiple trips.

On May 28th, the Chairman of the Da Nang City People's Committee requested a strong overhaul of the land application processing process, holding accountable the units responsible for delays and repeated rejections of applications, which cause citizens to make multiple trips.

Hold the units accountable for the delay in processing applications.

On May 28th, the Chairman of the Da Nang City People's Committee, Nguyen Manh Hung, signed and issued a document on continuing to effectively implement administrative reform and adhere to administrative discipline and order in receiving and processing administrative procedures in the field of land.

Accordingly, the city's leaders requested relevant agencies and units to focus on addressing the issues of delayed processing, slow document circulation, and multiple document returns, which prolong the actual processing time and affect citizens and businesses.

Notably, the Chairman of the People's Committee of Ho Chi Minh City assigned the Department of Agriculture and Environment to take the lead in advising the People's Committee of Ho Chi Minh City to issue a new land application processing procedure before June 30, 2026; which clearly defines the required documents, processing time, and responsibilities of each agency, unit, and individual in each stage of the process.

This department is also tasked with upgrading and improving the VBDLIS land database system, separating the processing time of each agency to monitor the actual handling of dossiers, and preventing "pending dossiers" during the inter-agency communication process; to be completed before July 30, 2026.

The People's Committee of Ho Chi Minh City requested the City Land Registration Office to conduct a serious review at each regional branch; to examine the responsibility of the head of the office if there are delays in processing applications or if civil servants fail to meet job requirements. At the same time, they should study the rotation, replacement, or addition of personnel to ensure that applications are received and processed on time.

Regional Land Registration Office branches are required to immediately rectify the process of receiving, handling, and transferring documents; and to address the situation where citizens have to make multiple trips for a single procedure without receiving a definitive resolution.

The People's Committee of Ho Chi Minh City also requested that the situation of tax files being repeatedly returned between the tax authorities and the Department of Natural Resources and Environment, which prolongs the processing time of land-related documents for citizens, should not occur.

In addition, communes and wards must review all outstanding initial land certificate issuance files, report clearly the reasons for the unresolved issues, and propose solutions to the Chairman of the People's Committee of Ho Chi Minh City before June 26, 2026.

City leaders emphasized the importance of linking the results of administrative reform and adherence to administrative discipline and order with emulation and reward programs, and evaluating the level of task completion of each agency, unit, and individual involved.
