On the morning of June 17, the 7th Session of the 15th National Assembly discussed at Dien Hong Hall the adjustment of investment policy for the National Target Program on Socio -Economic Development of Ethnic Minorities and Mountainous Areas, 2021-2030 period. Delegate Nguyen Thi Lan Anh, National Assembly Delegation of the province, gave her opinion on this content.
According to delegate Nguyen Thi Lan Anh, the Party and State have recently paid attentionto the education and training of students and workers in ethnic minority areas, issuing and implementing many practical policies.
The National Target Program on Socio-Economic Development for Ethnic Minorities and Mountainous Areas has had a positive impact on the lives of the people, especially in the highland and border provinces. However, there are still some problems in its implementation.
Delegate Nguyen Thi Lan Anh gave an example that currently, intermediate schools, colleges, vocational training and continuing education centers, vocational education and continuing education centers in districts (training facilities) in provinces in ethnic minority and mountainous areas have the function of organizing training at college, intermediate, elementary levels, and continuing training according to regulations.
In Lao Cai, up to 80% of students are ethnic minorities studying at the province's educational institutions, making it easier to travel and reducing the economic burden on their families, especially those from poor and near-poor households. The effectiveness of the Program is also to reduce the rate of students dropping out of school, effectively stream students after secondary school while still ensuring the improvement of the quality of vocational education for workers in ethnic minority areas. Training in this form also supplements local human resources, especially in remote and mountainous areas.
The benefits of the policy are very clear, however, according to delegate Nguyen Thi Lan Anh, currently, vocational training facilities in ethnic minority and mountainous areas are lacking in facilities and training equipment. While local budgets, especially in mountainous areas, are still difficult, investment sources for education and training are limited, so they have not met actual needs.
While the above educational institutions are currently the subjects of Sub-project 3 under Project 5, the National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas, because the locations of the training institutions are not in the areas (communes, wards) of ethnic minority and mountainous areas, they are not beneficiaries of the Program's policies.
From that reality, delegate Nguyen Thi Lan Anh proposed that the Government add the above subjects to the list, creating conditions for localities to implement the goals and tasks of the National Target Program on socio-economic development in ethnic minority and mountainous areas.
Also related to this field, delegate Nguyen Thi Lan Anh said that currently, vocational training centers, continuing education centers, and public technical and vocational guidance centers at the district level have been merged and renamed "Vocational education - continuing education centers" according to the instructions in Joint Circular No. 39/2015/TTLT-BLDTBXH-BGDĐT-BNV dated October 19, 2015 of the Ministry of Labor - Invalids and Social Affairs, the Ministry of Education and Training, and the Ministry of Home Affairs. At the same time, in Decision No. 73/QD-TTg dated February 10, 2023 of the Prime Minister approving the planning of the vocational education network for the period 2021 - 2030, with a vision to 2045, the specific goal by 2025 is to "Complete the merger of continuing education centers, career guidance centers, and vocational training centers into one vocational education institution at the district level".
Decision No. 1719/QD-TTg dated October 14, 2021 of the Prime Minister stipulates the subjects of implementation of Sub-project 3 under Project 5, National Target Program on socio-economic development in ethnic minority and mountainous areas, period 2021 - 2030, clearly stating the vocational education institutions, vocational education management agencies at all levels in ethnic minority and mountainous areas.
According to Circular 01/2023/BGD & DT of the Ministry of Education and Training, the tasks and powers of the centers are regulated, including the task of training workers like vocational training institutions.
Thus, because the name is incorrect, the above cases are not beneficiaries of the project as stipulated in Decision 1719. Therefore, delegate Nguyen Thi Lan Anh proposed that the Government adjust the subjects implementing the Program according to function, not necessarily according to the correct name.
Delegate Nguyen Thi Lan Anh also said that resolving the problems will create conditions for localities to implement goals and tasks without creating capital needs in the National Target Program on Socio-Economic Development for Ethnic Minorities and Mountainous Areas, 2021-2030 period.
