Voice from the grassroots

At the beginning of the meeting, voter Truong Kim Dong (Binh Lanh commune) said that local people agreed with and thanked the unified policy of building and upgrading National Highway 14E. However, during the construction process of the entire route, people were concerned that the design was not guaranteed, so they wanted to change the design of the project to ensure quality.

Also related to National Highway 14E, voter Nguyen Van Tho (Nam Binh Son village, Binh Lanh commune) said that the progress of the road is currently too slow. Meanwhile, in some residential areas, the construction unit often "digs up the soil", causing the road to be messy, posing a potential danger to road users.

"Some sections, ditches and drainage systems have not been built yet, but the road surface has been dug up by the construction unit, creating deep, jagged holes that are dangerous for road users. This makes people angry," Mr. Tho shared.

According to Mr. Vo Trung Ngo (Quy Phuoc village, Binh Quy commune), in 2009, implementing the local government's land consolidation policy, 40 households in Quy Phuoc village enthusiastically carried out and completed the land consolidation work.

However, to date, the locality has only issued land use right certificates to 10 households. Although people have repeatedly petitioned, the issuance of land use right certificates to the remaining households has not yet been resolved.

Voters of Thang Binh district also contributed many opinions related to the policy of treatment and monthly allowances for the force performing village duties; difficulties in implementing the resettlement project for people in the Dong Tien reservoir area (Binh Tri commune); lack of support for production models for people to develop...

Early resolution for people

Responding to voters' petitions regarding the delay in granting land use right certificates to households following the land consolidation policy, Ms. Phan Thi Nhi - Vice Chairman of the People's Committee of Thang Binh district said that according to the procedural requirements, there should be a record and related contents.

However, during the settlement process, some households have moved out of the locality. Recently, the local government has flexibly handled the matter, but due to many objective factors, it has not yet been approved due to mechanisms related to the Land Law.

Regarding National Highway 14E, according to Ms. Nhi, the construction and implementation units follow the approved process. Therefore, people need to agree and comply with the handover of the site according to the general policy in order to soon complete this important traffic route, serving people's lives better.

"Currently, National Highway 14E continues to be implemented locally. As for the railway overpass project in Binh Quy commune, we continue to recommend that the Ministry of Transport adjust the design and invest in the construction of the access roads on both sides of the overpass in the direction of widening the roadway from 3.5m to 5.5m.

At the same time, invest in a synchronous system of sidewalks, trees, and lighting, creating a clean and beautiful landscape, contributing to facilitating the mobilization of people to agree and comply with the road investment plan" - Ms. Nhi suggested.

Taking in all the opinions of voters, the National Assembly will have directions for localities and units to promptly resolve the issue in the coming time. Comrade Nguyen Duc Hai also explained and clarified some concerns of voters related to energy security; future North-South expressway and high-speed railway projects...
