Continuing the program of meeting with constituents after the 8th Session of the 15th National Assembly, this afternoon, December 3rd, the Quang Nam Provincial National Assembly Delegation held a meeting with constituents in Thang Binh district.

Attending the meeting were delegates including: Nguyen Duc Hai - Member of the Central Committee of the Party, Vice Chairman of the National Assembly; Ta Van Ha - Vice Chairman of the National Assembly's Committee on Culture and Education ; Duong Van Phuoc - Deputy Head of the Provincial National Assembly Delegation; and Dang Thi Bao Trinh - Member of the National Assembly's Committee on Culture and Education.

Voice from the grassroots

At the beginning of the meeting, voter Truong Kim Dong (Binh Lanh commune) stated that local residents agree with and appreciate the unified plan to build and upgrade National Highway 14E. However, during the construction of the entire route, residents are concerned that the design is not up to standard, and therefore wish to change the design of the project to ensure quality.

Also related to National Highway 14E, voter Nguyen Van Tho (Nam Binh Son hamlet, Binh Lanh commune) said that the progress of the road project is currently too slow. Meanwhile, in some residential areas, the construction unit frequently "digs up the soil," making the road messy and posing a potential hazard to road users.

"Some sections of the road, ditches, and drainage systems haven't been completed yet, but the construction unit has already dug up the soil, creating deep, uneven potholes that are very dangerous for road users. This has caused resentment among the people," Mr. Tho shared.

According to Mr. Vo Trung Ngo (Quy Phuoc village, Binh Quy commune), in 2009, following the local government's policy of land consolidation and exchange, 40 households in Quy Phuoc village enthusiastically participated in and completed the land consolidation and exchange process.

However, to date, the local authorities have only issued land use right certificates to 10 households. Despite numerous petitions from the residents, the issuance of land use right certificates to the remaining households has yet to be resolved.

Voters in Thang Binh district also contributed many opinions related to policies on remuneration and monthly allowances for village militia members; difficulties in implementing the resettlement project for people in the Dong Tien reservoir area (Binh Tri commune); lack of support for production models to develop for the people...

Resolve the issue for the people as soon as possible.

Responding to voters' petitions regarding the delay in issuing land use right certificates to households under the land consolidation and exchange policy, Ms. Phan Thi Nhi, Vice Chairman of the Thang Binh District People's Committee, stated that the required documents include minutes and related information.

However, during the resolution process, some households moved out of the area. Over time, the local authorities have handled the situation flexibly, but due to various objective factors, approvals have yet to be granted because of obstacles related to the Land Law.

Regarding National Highway 14E, according to Ms. Nhi, the construction is being carried out by the units following the approved procedures. Therefore, the people need to agree and comply with the handover of land in accordance with the general policy in order to complete this important transportation route as soon as possible, serving the lives of the people better.

"Currently, the National Highway 14E project continues to be implemented locally. Regarding the railway overpass project in Binh Quy commune, we continue to propose to the Ministry of Transport that the design be adjusted and that the service roads on both sides of the overpass be constructed to widen the road width from 3.5m to 5.5m."

"At the same time, investing in a synchronized system of sidewalks, trees, and street lighting will create a clean and beautiful landscape, contributing to facilitating public consensus and compliance with the road investment plan," Ms. Nhi suggested.

Deputy Speaker of the National Assembly Nguyen Duc Hai emphasized that during the interactions, National Assembly deputies always listen to and receive valid suggestions from voters, in order to quickly find ways to resolve difficulties and ensure the legitimate rights of the people.

Taking into account all the voters' opinions, the National Assembly will direct localities and units to resolve these issues definitively in the near future. Comrade Nguyen Duc Hai also explained and clarified some concerns of voters related to energy security; future North-South expressway and high-speed railway projects...
