Ho Chi Minh City National University affirms its position domestically and internationally

To reflect on the achievements that Ho Chi Minh City National University (VNU-HCM) has achieved since the beginning of the term, as well as the tasks and solutions that the unit will focus on implementing in the coming time, reporters of the Communist Party of Vietnam Electronic Newspaper interviewed Associate Professor, Dr. Vu Hai Quan, Member of the Party Central Committee, Secretary of the Party Committee, Director of VNU-HCM.

Reporter: Looking back at half of the journey of implementing the Resolution of the Congress of Delegates of Ho Chi Minh City National University Party Committee , term 2020-2025, in your opinion, what are the outstanding results that the unit has achieved?

Assoc. Prof. Dr. Vu Hai Quan: Immediately after successfully organizing the Congress of the Party Committee of VNU-HCM for the 2020-2025 term, the Party Committee of VNU-HCM focused on developing action programs. Up to now, there have been 3 main action programs including: Action program to implement the Resolution of the 6th Congress of the Party Committee of VNU-HCM; Action program to implement the Resolution of the 11th Congress of the Party Committee of Ho Chi Minh City and Action program to implement the Resolution of the 13th National Party Congress.

In order for the resolutions to be put into practice soon, the Party Committee of VNU-HCM has organized the dissemination of the contents of the Congress Resolution and the Action Program to implement the Congress Resolution throughout the entire system with solutions close to the tasks and goals set forth in the Congress Resolution. At the same time, it has directed the government to develop and implement the strategic plan for the period 2021-2025. After half of the Congress term, the Party Committee of VNU-HCM has led and directed the Party committees, authorities and socio -political organizations to comprehensively implement the key tasks in the Congress Resolution, initially achieving positive results, contributing to enhancing the position and role of VNU-HCM in the country, region and internationally.

We have achieved many outstanding results in the past half term, including: VNU-HCM has promoted the autonomy model with 6/7 member universities having approved the Project to innovate the operating mechanism towards university autonomy and accountability; 7/7 member universities of VNU-HCM have established the University Council. This is a new organizational model in the university governance model towards autonomy and accountability.

In the fields of training, scientific research, technology transfer, and community service, VNU-HCM continues to affirm its position domestically and internationally with many outstanding results. The number of articles published in international scientific journals in the Scopus database (CSDL) list in the period 2020-2022 of VNU-HCM is 5,919, increasing continuously by an average of over 40%/year. In 2022 alone, the total number of international articles published in journals and conferences in the Scopus database list reached 2,345 articles. VNU-HCM is the unit with the largest number of international publications in the country. In particular, in the field of basic research, scientists of VNU-HCM have cooperated with domestic and foreign units to publish research works in the world's leading scientific journals such as Science, Nature... with an average annual revenue from science and technology transfer activities reaching more than 200 billion VND.

In university rankings, VNU-HCM continues to maintain the top 801-1000 in the world (QS World), is the only Vietnamese institution to be honored and maintain the top 301-350 in the Graduate Employability Rankings (QS GER), ranked 167 in Asia and in the top 22% of excellent universities in Asia (QS Asia), including 9 groups of subjects ranked highly in the world. VNU-HCM continues to lead the country in programs accredited for training quality according to regional and world standards with 118 programs. Of which, 6 programs meet the US ABET accreditation standards, 81 programs meet the AUN-QA standards and 29 programs meet other international standards.

In addition, cooperation activities with localities and enterprises in human resource training, innovation, and community service have achieved many remarkable results. With practical and valuable contributions to the socio-economic development of Ho Chi Minh City in particular and the Southeast provinces in general, VNU-HCM has been entrusted by the Prime Minister to preside over the Project "Developing Ho Chi Minh City National University into the group of leading higher education institutions in Asia". In 2023, we will develop and submit this Project to the Prime Minister. This is an important orientation for VNU-HCM to continue its mission of carrying out national strategic tasks and regional development tasks of the country.

Reporter: To achieve and exceed the targets set by the Resolution of the Party Congress of VNU-HCM for the 2020-2025 term, in the remaining half of the term, can you tell us the key tasks that the unit needs to carry out?

Assoc. Prof. Dr. Vu Hai Quan: Based on the assessment of the results of the implementation of tasks in the past time, in addition to the above achievements, we realize that there are still targets that have not been achieved. Therefore, in the coming time, in addition to continuing to implement the solutions set forth in the Action Program to implement the Resolution of the Congress, the Party Committee of VNU-HCM will supplement a number of solutions and directions to promptly overcome the limitations.

In particular, continue to review the functions, tasks, and organizational structures of units to have a legal basis to propose adjustments to the organizational and operational regulations in accordance with the practical situation of the units in the system. Promote training, focusing on innovating training forms, associated with effective implementation of scientific research and technology transfer, continue to develop advanced technology research, promote interdisciplinary applied research, and develop national products.

Along with that, we also determined that it is necessary to promote the role of the team of reporters and propagandists at VNU-HCM and the facilities, have a regular working regime, provide adequate information and timely propaganda materials. In particular, promote the application of information technology in grasping public opinion through social networking sites, promptly advise on solutions to handle and orient information.

Continue to direct party organizations to strictly implement Directive No. 01-CT/DU of the Party Committee Standing Committee on leading the work of admitting party members at the Party Committee of VNU-HCM, term 2020-2025, focusing on the work of creating sources of elite masses; regularly lead, direct, inspect and supervise party committees at all levels.

With mass mobilization work and union leadership, party committees at all levels continue to enhance the sense of responsibility of leaders at agencies and units in resolving problems of cadres, civil servants, workers, students and union members; promptly resolve the legitimate concerns and aspirations of cadres, civil servants, workers, students and union members; commend, honor and replicate advanced models to spread throughout the system.
