Solid foundation, affirm position
In the 2024-2025 school year, Ninh Binh province will have 1,582 kindergartens and primary schools with more than 953,000 students. The classroom system is strongly reinforced with 27,263 rooms, of which 98.73% are reinforced; the rate of public schools meeting national standards is 96%.
The quality of mass education continues to be maintained. At the primary level, the rate of students completing the classroom program is 99.49%, completing the primary program is 99.98%; the quality and capacity of students are both above 99.9%.

At the high school level, the 2025 graduation exam made its mark when Ninh Binh achieved an average score of 6.47, ranking 3rd nationwide; leading the country in Math, Informatics and Geography; the whole province had 1,045 exams with a score of 10, ranking 5th nationwide.
In key education, the province had 227/299 students participating in the national excellent student competition winning prizes (75.9%), including 1 first prize, 54 second prizes, 82 third prizes and 90 encouragement prizes. Notably, 7 students were selected to participate in the international Olympic team.
At science and technology competitions, 9/9 projects competing at the national level won prizes; Ninh Binh students also won Gold Medals at the International Chemistry Olympiad and Gold Medals at the International Science Olympiad in the US, contributing to affirming the province's leading educational position.
Mr. Pham Thanh Ngoc, Principal of Le Hong Phong High School for the Gifted (Nam Dinh, Ninh Binh), shared:
“The national and international achievements of students have affirmed the effectiveness of innovative teaching methods and training of key talents. The school continues to focus on STEM education, digital skills, and artificial intelligence to help students integrate internationally and develop their creativity.”
Teaching staff – the key factor
The entire sector currently has more than 46,000 teachers, with a high rate of qualified and above-standard teachers: 99.3% for preschool, 90.5% for primary school, 96.2% for secondary school, and 100% for high school. The team is regularly trained and fostered in expertise, digital skills, foreign languages, and modern pedagogical skills.
Ms. Nguyen Thi Thu, teacher at Tran Bich San Secondary School (Nam Dinh, Ninh Binh), expressed:
“We are given the opportunity to participate in training, professional development and apply technology in teaching. This is the motivation for each teacher to continue to be dedicated, creative and accompany students.”
From another perspective, Ms. Nguyen Thi Mui, teacher at Liem Phong Primary School (Liem Ha, Ninh Binh), analyzed:
“Resolution 71 has raised many big issues, from curriculum innovation, improving staff quality to digital transformation. For teachers directly teaching in the classroom, the biggest challenge now is how to meet the requirements of innovative teaching methods while balancing work and life pressures. We hope that the new preferential allowance policy will truly come into effect, helping teachers feel secure and wholeheartedly devoted to their profession.”
Synchronous policy, breakthrough expectation
In the 2024-2025 school year, Ninh Binh has issued many practical policies: supporting scholarships for specialized students, increasing allowances for teachers, expanding inclusive learning opportunities for children with disabilities. At the same time, the province focuses on digital transformation, piloting smart classrooms, and promoting international cooperation in education.
Ms. Ha Lan Anh, Vice Chairman of Ninh Binh Provincial People's Committee emphasized:
“Education is the top national policy and the foundation for Ninh Binh to develop sustainably. The province will focus resources on investing in infrastructure, improving teachers’ lives, expanding learning opportunities for all children, and leaving no one behind.”
Building on the achievements of the 2024-2025 school year and the spirit of Resolution 71, Ninh Binh aims to have over 85% of schools meeting national standards, 100% of teachers meeting professional standards, and no more students having to drop out of school due to difficult circumstances by 2030.
The provincial education sector expects these efforts to create a clear change, making Ninh Binh one of the leading localities in the country in terms of comprehensive and key education quality.
