Earlier on September 9th, the Hanoi Infrastructure and Agricultural Construction Investment Project Management Board, in coordination with relevant units, began diverting water from West Lake to the To Lich River. Water from West Lake is channeled through two separate pipelines, each with a diameter of D1,200 and a length of 1,500m, to the To Lich River. Workers opened two water pipelines leading from West Lake to the To Lich River. At the end of 2024, Hanoi city launched a program to revitalize the To Lich River, with the goal of completing the projects by August 2025.
The plan includes dredging the riverbed, improving both banks, building a dam, and diverting water from the Red River via West Lake to replenish the To Lich River. After eight months of implementing the plan, most of the items aimed at revitalizing the To Lich River have now been completed. In phase 1, Hanoi temporarily drew water from the West Lake Wastewater Treatment Plant via Dam Sen and West Lake to replenish the To Lich River. Pumping water from West Lake into the To Lich River is one of the solutions Hanoi is implementing with a strong commitment to quickly revive this river.
There were many fish in the section of the river near the water pipeline. The area where the water pipe from West Lake empties into the To Lich River is located at the beginning of Hoang Quoc Viet Street. Here, the To Lich River water is green, no longer black as before. People go to the To Lich River to fish.
Along with diverting water from West Lake to the To Lich River, starting from September 20th, the Hanoi Infrastructure and Agricultural Construction Investment Project Management Board will divert treated water from the Yen Xa Wastewater Treatment Plant to replenish the To Lich River. Combined with the water retention dam at Quang Bridge, this will help maintain the To Lich River at an elevation of +3.5m.
