On the morning of September 10th, a delegation from the Steering Committee on Breakthroughs in Science , Technology, Innovation, and Digital Transformation in the Military (Steering Committee 3488) inspected the implementation of Resolution No. 57 and Resolution No. 3488 at the General Department of Defense Industry.

Lieutenant General Le Huy Vinh, Deputy Minister of National Defense , Deputy Head of the Standing Committee of the 3488 Steering Committee, and Head of the inspection team, presided over the inspection.
According to the People's Army Newspaper , reporting on the results of the working session, Lieutenant General Ho Quang Tuan, Director of the General Department of Defense Industry, stated that in recent times, scientific and technological work has been promoted; actively developing and launching 8 large-scale, highly urgent scientific and technological programs and projects at all levels to research and manufacture strategically important weapons and technical equipment.
The organization effectively implemented 4 science and technology programs, projects, and independent science and technology research topics and tasks at all levels, meeting the set requirements in terms of progress and quality. In particular, it decisively directed and implemented research and manufacturing to promptly meet the needs of 3 types of products for parades and marches in the A80 mission, achieving good results.
The General Department of Defense Industry proposes that, in the coming period, the head of the Ministry of Defense direct relevant agencies to allow the procedures for opening and implementing a number of urgent science and technology programs, projects, and tasks in a streamlined manner to quickly bring products into service.
Strengthening decentralization and delegation of authority to agencies and units within the Ministry of National Defense to carry out scientific and technological research tasks; forming a scientific and technological ecosystem within the General Department of Defense Industry.
After listening to the opinions at the inspection, Lieutenant General Le Huy Vinh requested that the General Department of Defense Industry focus on improving and enhancing the capabilities of weapons, equipment, and military hardware; and research and manufacture new weapons of world- class standard.
The General Department of Defense Industry needs to create a complete product instead of researching individual technologies. That product must integrate multiple technologies; for example, if it integrates 10 technologies, at least 5 must be mastered. For technologies that are not yet mastered, collaborative research should be conducted to achieve mastery.
In particular, early preparation of human resources is necessary by identifying high-quality personnel at universities inside and outside the military to train them from their second or third year of study; it is also necessary to identify key areas and strengths to focus on developing.
