The 1st National Assembly Party Congress, term 2025-2030: Promoting administrative reform, applying digital transformation in Party work

On the afternoon of September 24, the Party delegation of the People's Aspirations and Supervision Committee held a discussion in the Group on the draft Political Report to be submitted to the 1st National Assembly Party Congress, term 2025 - 2030; the draft Political Report to be submitted to the 14th National Party Congress. Discussing in the Group, delegates basically agreed with the draft Political Report to be submitted to the 1st National Assembly Party Congress, term 2025 - 2030.

Delegates assessed that the content of the Political Report had been carefully and meticulously prepared, comprehensively mentioning the achieved results, seriously pointing out the limitations and shortcomings and providing directions for the coming time.

Many contents that the Party Committee of the People's Aspirations and Supervision Committee directly contributed comments on, including contents related to the fields of people's aspiration and supervision, were accepted and expressed in specific sections in the draft Political Report, the draft Resolution of the Congress, and the draft Action Program of the National Assembly Party Congress for the 2025-2030 term.

Through studying the specific directions and goals in the draft Political Report, some delegates said that, regarding the content of directions and goals on: " Continuing to innovate thinking, ensuring comprehensive and direct leadership of the Party Committee of the National Assembly in the work of constitution-making, legislation, supervision, deciding on important issues of the country, foreign affairs activities of the National Assembly... " it is necessary to supplement and emphasize more on supervision activities.

With the content of “ Ensuring democracy, rule of law, modernity, professionalism, science , publicity, transparency, effectiveness and efficiency in the organization and operation of the National Assembly… ”, some opinions suggested that it is necessary to emphasize and further promote the representativeness of the National Assembly agencies, especially the National Assembly deputies; continue to innovate the content and methods of leadership in a more effective and efficient direction.

Regarding the development breakthrough group, including the content of " making legal institutions a competitive advantage; continuing to promote international integration in the process of building and perfecting institutions and laws... ", some delegates suggested that there should be solutions to promote the role of National Assembly deputies in law-making, contributing to protecting the legitimate rights and interests of the people.

Commenting on the draft Political Report, Deputy Secretary of the Party Committee, Deputy Chairman of the People's Aspirations and Supervision Committee Hoang Anh Cong suggested that it is necessary to improve the quality and effectiveness of law-making. Specifically, in the direction and objectives of the draft Political Report, it is necessary to clarify and deepen the improvement of the quality of legislative work. This is one of the key factors in improving the quality, effectiveness and efficiency of the activities of the National Assembly.

Regarding supervision work, the draft Action Program of the Party Committee of the National Assembly for the new term needs to clearly state the requirement to strengthen the supervision activities of the Ethnic Council and the Committees of the National Assembly, including activities to explain emerging issues in social life.

In addition, in the work of people's petitions, it is also necessary to clarify the responsibilities of the Ethnic Council, the National Assembly Committees, the National Assembly delegations and the National Assembly deputies in listening to and resolving voters' opinions and petitions and supervising their implementation.

One of the supervision contents that many delegates are interested in today is the supervision of the promulgation of legal documents.

Deputy Secretary of the Party Committee, Deputy Chairman of the Committee Hoang Anh Cong suggested that the contents related to socio-economic development should only be regulated as a framework in the law, while the contents related to protecting the legitimate rights and interests of citizens must be regulated in detail and specifically. At the same time, it is necessary to strengthen the supervision of the drafting of documents guiding the implementation of laws and resolutions of the National Assembly. This is a very important content that needs to be clarified further in the draft Political Report submitted to the Congress.

Giving opinions on the innovation of the Party's leadership, delegate Hoang Anh Cong said that recently, the Nationalities Council and the National Assembly's Committees have had to undertake a lot of Party affairs work, wasting a lot of time and effort while there is a specialized advisory and support apparatus, which is the Party's committees.

Therefore, delegates suggested that it is necessary to further promote administrative reform in the Party, including reporting work, so that the Party apparatus must be truly streamlined, strong, fast and not take much time and effort; and promote the application of digital transformation. These contents need to be expressed more deeply in the draft Action Program so that the above limitations can be overcome in the next term.
