
On the morning of September 8th, the National Assembly 's Committee on Citizen Petitions and Supervision held its third plenary session to review the Government's report on citizen reception and the resolution of administrative complaints and denunciations in 2025.
The meeting was attended by Deputy Speaker of the National Assembly Tran Quang Phuong. The meeting was chaired by Duong Thanh Binh, Chairman of the National Assembly's Committee on Citizen Petitions and Supervision.
At the meeting, Deputy Inspector General of the Government Duong Quoc Huy presented a summary of the Government's report on the work of receiving citizens and resolving complaints and denunciations regarding administrative matters in 2025.

Accordingly, regarding the results of citizen reception, in 2025, there were 261,566 visits to state administrative agencies to file complaints, denunciations, petitions, and feedback (a decrease of 28% compared to 2024), with a total of 301,960 people received (a decrease of 25.1%) concerning 219,463 cases (a decrease of 24.5%), including 2,917 large groups (a decrease of 20.9%).
In the handling of complaints and denunciations, the number of received applications during the period decreased significantly compared to 2024. In particular, implementing the conclusions of General Secretary To Lam in Notice No. 142-TB/VPTW dated March 20, 2025, from the Central Party Office regarding the resolution of prolonged and escalated complaints and denunciations to the Central level, the Prime Minister issued an implementation plan and established a Task Force of the Prime Minister's Office to direct the resolution of 226 complaints and denunciations in 53 localities.
Under the close and decisive leadership and guidance of the General Secretary and the Prime Minister, and with the prompt, active, and responsible involvement of the Prime Minister's Task Force, the Government Inspectorate, relevant ministries and agencies, and local Party committees and authorities, 203 out of 226 (89.8%) cases have been basically resolved. The remaining 23 cases include 7 cases where citizens have filed lawsuits in court and 16 cases with difficulties and obstacles related to policies, laws, and implementation, requiring reporting to competent authorities for consideration and resolution.
According to Mr. Duong Quoc Huy, through the inspection and review of 226 complaint and denunciation cases, many complex and long-standing cases have been resolved definitively, ensuring the legitimate rights and interests of citizens, and contributing to ensuring the stability of social security and order.

Presenting the draft preliminary review report, Deputy Chairman of the National Assembly's Committee on Citizen Petitions and Supervision Hoang Anh Cong stated that the Committee highly appreciates the sense of responsibility of the Government, the Prime Minister, the Government's Task Force, the Government Inspectorate, relevant ministries and agencies, and local Party committees and authorities in seriously implementing the General Secretary's directive in reviewing and resolving 226 long-standing and escalated complaints and denunciations.
Following a review, the National Assembly's Committee on Citizen Petitions and Supervision recommended that the Government and the Prime Minister direct the Government Inspectorate to take the lead and coordinate with central agencies and local People's Committees to promptly and definitively resolve the cases that have been considered and resolved fairly and reasonably by the relevant agencies.
Mr. Hoang Anh Cong emphasized that 2026 is the year of focusing on organizing the 14th National Party Congress and the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, so complaints related to personnel matters may arise. Therefore, competent authorities need to focus on resolving all cases within their jurisdiction, especially those involving large numbers of complainants and petitioners.
During the session, many delegates argued that the recent reorganization of administrative units has, in practice, affected and influenced the handling of citizen complaints and denunciations. Currently, although there are no longer district-level units, the lack of clear regulations regarding the handling of complaints and denunciations, internal affairs, and inspection work has caused some confusion in the process.

In addition, delegates expressed concern about the large area of communes, wondering what solutions would be appropriate, effective, and close to the people for receiving citizens' feedback.
The delegates also suggested that there should be a classification and categorization of protracted and complex complaints and denunciations. Cases that have been resolved fairly and reasonably, but where citizens still deliberately prolong the litigation, must be dealt with strictly to prevent the procrastination of certain individuals who habitually pursue legal action.
At the end of the session, the Chairman of the Committee on Citizen Petitions and Supervision, Duong Thanh Binh, requested the Government Inspectorate to compile, supplement, and refine the Government's report on citizen reception and handling of administrative complaints and denunciations in 2025 to ensure its quality.
