This is an opportunity for the National Assembly to systematically summarize and re-evaluate the supervisory function, one of the three important constitutional functions of the National Assembly. At the same time, it inspires innovative thinking in approaching and organizing the implementation of supervision.

The theme of “ National Assembly Supervision for Development Creation” is not only theoretical but also very practical. We are facing the requirement to build a modern national governance. In which, supervision is no longer just about detecting limitations or violations but must become a tool to shape policies, detect bottlenecks, unblock resources and especially protect the legitimate rights and interests of the People.
From the practical supervision activities of the National Assembly Delegation of Tuyen Quang province, it can be seen that this Forum has accurately and accurately reflected the issues raised in the locality; affirming that many problems of life can only be resolved when there is close supervision, at the right address and specific accountability.
In fact, in recent times, the National Assembly Delegation of Tuyen Quang province has conducted many supervisions on the implementation of ethnic policies, public investment disbursement, education quality in mountainous areas, or implementation of policies on land, social housing... Through supervision, there have been recommendations to consider, adjust, and supplement legal regulations to be more practical.
However, it must also be recognized that some monitoring activities still depend on reports from the monitored agencies, do not go deep into the grassroots, and do not have enough independent data to criticize. Some monitoring contents have not been able to monitor the results of the implementation of recommendations afterwards, leading to the effectiveness not being as expected. Therefore, the contents presented at the Forum such as applying digital technology in monitoring, innovating methods, strengthening the monitoring mechanism after monitoring, etc. are all very practical and need to be institutionalized soon.

I also highly agree with the statement of National Assembly Chairman Tran Thanh Man that the supervision activities of the National Assembly, the National Assembly Standing Committee, and the National Assembly agencies must be substantive in order to supervise whether the promulgated laws, decrees, and circulars are issued in a timely manner, and whether they are in accordance with the provisions of the law. In the coming time, it is necessary to focus on regular supervision and unscheduled supervision to promptly detect and remove difficulties and obstacles.
Currently, in the context of the new 2-level local government model coming into operation, I think that there needs to be synchronous institutional reforms that are appropriate to the characteristics of each region and each level of government. First of all, it is necessary to review the legal system related to decentralization and delegation of power, ensuring clarity and non-overlapping in functions and tasks between the provincial and communal levels. In particular, it is necessary to clearly identify the address of responsibility so that supervision is effective, avoiding the situation of pushing and avoiding in performing tasks.
In addition, it is necessary to build an in-depth monitoring mechanism, aiming for quality rather than quantity. Each monitoring must truly be a process of analysis, criticism, and policy recommendations. At the same time, it is necessary to perfect the monitoring, urging, and feedback mechanism after monitoring, with specific regulations on the responsibility for reporting on the implementation of recommendations and sanctions for non-implementation.
On the other hand, it is necessary to improve the capacity of the delegation, especially at the local level, by increasing in-depth training in law, supervision skills and the use of digital tools, to adapt to the supervision requirements in the new period.
