The 20th Provincial Party Congress: Lively discussions and high consensus on the Personnel Plan

On the afternoon of September 16, 2025, the 20th Congress of Cao Bang Provincial Party Committee, term 2025 - 2030 continued its working program with the content of listening to presentations from delegations and reporting on the Personnel Project of the Provincial Party Executive Committee, term XX.

The Presidium of the Congress

Delegates listened to 8 presentations including: Solutions to continue improving the quality of leadership and management staff of agencies and organizations in the political system of Cao Bang province to meet the requirements of tasks in the new period; Continuing to innovate and improve the quality of activities of People's Councils at all levels, contributing to concretizing and effectively organizing the implementation of the Resolution of the 20th Provincial Party Congress; Promoting the direction and administration of Party committees and commune authorities in effectively exploiting tourism potential associated with maintaining national defense and border security; Focusing on advising and implementing priority solutions to create a foundation for sustainable development, towards double-digit growth; Promoting the role of the Fatherland Front at all levels in solidarity, propaganda, mobilization, gathering people of all walks of life, strengthening social consensus to contribute to emulation to successfully implement the Resolution of the Party Congress at all levels; Experience between local authorities, armed forces and people in managing and protecting border markers; Promote the application of science and technology in local economic development, especially in the fields of agriculture, tourism and digital transformation; Build a solid "people's heart position" associated with strengthening national defense and security, maintaining political stability and national border sovereignty in the new context.

Comrade Phuong Nam Ky, Political Commissar of the Provincial Military Command, delivered a speech.

At the working session, Comrade Quan Minh Cuong, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, briefly reported on the personnel plan for the Provincial Party Committee Executive Committee, term XX, 2025 - 2030. The Provincial Party Committee Secretary requested the delegates to properly implement the Party's election principles, noting that the selection of personnel must be based on criteria, moral qualities, working capacity, while ensuring a reasonable structure in terms of age, gender, and ethnicity. The election process must be carried out carefully, scientifically , and strictly following the Party's guiding principles, in order to select the Provincial Party Committee Executive Committee, term XX, with sufficient qualities, capacity, and prestige, to meet the requirements of the tasks in the new period.

Comrade Quan Minh Cuong, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, reported briefly on the personnel plan for the Provincial Party Executive Committee, term XX, 2025 - 2030.

Delegates agreed on a number of contents of the opening session; the delegation groups continued to discuss and contribute ideas to the draft documents to be submitted to the 20th Provincial Party Congress, term 2025 - 2030 and the Personnel Project of the Provincial Party Executive Committee, term 2025 - 2030.

Comrade Luong Van Thiem, Deputy Director of the Provincial Police Department, spoke at the discussion at the Working Group.

At the discussion session, in general, the opinions discussed in the Group were in high agreement with the report on the Personnel Project of the Provincial Party Executive Committee, term XX, 2025 - 2030, and at the same time added many practical proposals to the draft documents submitted to the 20th Provincial Party Congress, term 2025 - 2030. The atmosphere of democratic, frank and responsible discussion contributed to the completion of the Political Report, the Review Report of the Provincial Party Executive Committee and the Action Program to implement the Congress Resolution. This is a vivid demonstration of the collective intelligence, unity of will and determination of the entire Party Committee.
