The Ministry of Culture, Sports and Tourism has been proactive and active in implementing emulation movements launched by the Prime Minister such as the Movement "The whole country joins hands to build new rural areas"; Movement "For the poor - No one is left behind"; Special emulation movement "The whole country unites, joins hands, and unanimously competes to prevent, fight and defeat the Covid-19 pandemic"; Movement "Cadres, civil servants and public employees compete to practice office culture"...
For the emulation movements "Promoting the development of synchronous and modern infrastructure; practicing thrift, fighting waste", "The whole country competes to build a learning society, promoting lifelong learning in the period 2023-2030"; "The whole country joins hands to eliminate temporary and dilapidated houses in 2025... The Ministry of Culture, Sports and Tourism continues to promote the implementation of the contents of the emulation movement associated with promoting "Studying and following Ho Chi Minh's ideology, morality and style", regularly integrating and disseminating to civil servants, public employees and workers of the Industry in performing professional tasks. The dissemination of the contents of the movements is seriously implemented by the agencies and units under the Ministry, creating a strong change in the awareness of practicing thrift, fighting waste and the spirit of lifelong learning of the team of cadres, civil servants and public employees in performing assigned tasks.
With the emulation movement "The whole country competes in innovation and digital transformation", the movement "Digital popular education": Implement Decision No. 923/QD-TTg dated May 14, 2025 of the Prime Minister promulgating the Plan to implement the emulation movement "The whole country competes in innovation and digital transformation"; Instruction No. 3751/HD-BNV dated June 16, 2025 on rewarding collectives and individuals with many achievements in implementing the emulation movement "The whole country competes in innovation and digital transformation" and the movement "Digital popular education" and Official Dispatch No. 4735/BNV-BTDKTTW dated July 4, 2025 on developing a Plan to implement the emulation movement "The whole country competes in innovation and digital transformation" and the movement "Digital popular education". On August 11, 2025, the Ministry of Culture, Sports and Tourism issued Plan No. 4030/KH-BVHTTDL on implementing the emulation movement "The whole country competes in innovation and digital transformation" and the movement "Digital literacy" to be implemented at agencies and units under the Ministry.

The Ministry's consistent action motto in organizing and implementing work tasks for the 2021 - 2025 period is "Decisive action - Aspiration to contribute" , launching and implementing work themes for the years.
In particular, 2025 is the final year to accelerate, break through, and successfully complete the implementation of the Resolution of the 13th National Party Congress and the Resolutions of the National Assembly on the 5-year socio-economic development plan 2021 - 2025 of the country. Inheriting the results achieved in 2024, with the attention, leadership and close and timely direction of the Government, headed by the Prime Minister, along with the efforts of the collective, the Ministry of Culture, Sports and Tourism has closely followed and synchronously and effectively implemented the Party's guidelines and policies, the State's laws and policies, the Resolution of the 13th National Congress of the Party, the Culture, Sports and Tourism sector has actively contributed to the socio-economic development of the country with the spirit of " Culture is the foundation - Sports is strength - Sustainable tourism development ", right from the beginning of the year, the Ministry of Culture, Sports and Tourism launched an emulation movement with the theme "Resolutely pursuing goals, unleashing resources, sustainable development " .
In the emulation movement to achieve excellent results at international sports competitions "For the flag and colors of the Fatherland", coaches and athletes all strive, practice hard, are determined and creative to achieve the best results at international sports events.
At the 31st SEA Games held in Vietnam and the 32nd SEA Games held in Cambodia, the Vietnamese Sports Delegation ranked first in the whole delegation. The campaign "All people exercise following the example of great Uncle Ho" continued to be promoted, creating a vibrant sports movement among the people. Traditional sports and folk games were restored, legalized and included in competitions at traditional festivals.

The diverse development of training forms, from spontaneous training to voluntary sports training; simple sports training forms that do not require much investment in grounds and equipment such as running, walking, aerobics, badminton, chess, martial arts, mini football, volleyball... are strongly developed in localities. The tourism industry launched the movement "For a green and clean tourism environment"; "Vietnam is a safe, friendly and quality destination", from which Vietnam's tourism development capacity index continuously increased.
Along with the emulation movements launched by the Ministry at the beginning of the year, there are also thematic emulation movements associated with important political events of the country of the Industry such as celebrating the 78th and 80th anniversary of the founding of the Cultural Industry; Celebrating the 70th anniversary of the Dien Bien Phu Victory (May 7, 1954 - May 7, 2024); 80th anniversary of the founding of the Vietnam People's Army (December 22, 1944 - December 22, 2024) and 35th anniversary of the National Defense Day; organizing a special emulation campaign to achieve achievements to celebrate the Patriotic Emulation Congress of the Ministry of Culture, Sports and Tourism in 2025 and Celebrating the 80th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025)...
In general, the emulation movements launched by the Ministry of Culture, Sports and Tourism have been deployed to the grassroots, creating a clear change in the political ideology, ethics and lifestyle of civil servants, public employees, athletes and coaches. The quality of cultural, sports and tourism activities nationwide has been significantly improved, and the good cultural values of the nation have been promoted. Many relics continue to be restored and embellished in association with tourism development. Many valuable cinematographic, fine art and performing arts works reflect all aspects of social life.
The above results were achieved thanks to the deep and comprehensive attention of the Party Central Committee, directly and regularly by the Politburo, the Secretariat, headed by the General Secretary; the attention, accompaniment, innovation in the content and methods of operation of the National Assembly; the drastic, wise and flexible direction of the Government Party Committee, the Government, and directly by the Prime Minister; the drastic leadership and direction of the Party Executive Committee, the Standing Committee, the Party Committee, the Ministry's leaders; the consensus and support of all classes of people, the business community, the community of people working in culture, arts, information, sports and tourism, and the cooperation and support of international friends, which have created great strength, unity and consensus in the cause of building and developing Vietnamese culture and people in the new period to meet the requirements of rapid and sustainable development of the country.
