Speaking at the opening of the congress, comrade Le Hai Hoa, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Chairman of the Provincial Youth Union Council emphasized: The 6th Provincial Youth Union Congress is an important political event. This is an opportunity to look back and evaluate the outstanding achievements of the Youth Union movement in the period of 2020 - 2025; commend and honor typical examples who have made great contributions to the overall development of the province. At the same time, it sets out directions, tasks and solutions to continue promoting the Youth Union movement in the coming period, with higher goals and greater determination, thereby arousing and promoting the strength of the great national unity bloc, creating motivation to successfully implement the goals and tasks according to the resolutions of the Party Congresses at all levels, building Cao Bang province to develop rapidly, sustainably and happily.

Over the past 5 years, the province has widely implemented emulation movements launched by the Prime Minister, creating a strong influence throughout the province, truly serving as the core for local emulation movements. Notable emulation movements are: "The whole country joins hands to build new rural areas", "The whole country joins hands for the poor - No one is left behind", "The whole country unites, joins hands, and emulates to prevent, fight and defeat the Covid-19 pandemic", "Join hands to eliminate temporary and dilapidated houses in the province in 2025", "Cadres, civil servants, and public employees compete to practice office culture"... Along with that, the province launched special emulation movements, regular emulation movements and specialized emulation movements in all fields. Typical examples include: The emulation movement "200 days and nights striving to achieve the economic growth target of 8% in 2025 in Cao Bang province"; “Farmers compete in production, good business, unite to help each other get rich and reduce poverty sustainably”, “Proactively prevent and combat natural disasters, build a safe community” for the period 2021 - 2025 and the emulation movement to accelerate the recovery of the consequences of storm No. 3 (Yagi), “Promoting administrative reform associated with digital transformation in Cao Bang province, period 2021 - 2025”, “All people protect national security”, “All people participate in protecting territorial sovereignty and national border security in the new situation” ... received practical and effective responses from all levels, sectors and people.

Emulation movements have contributed to the successful implementation of socio-economic tasks. The 2021 - 2025 period has achieved and exceeded 11/17 main targets of the socio-economic development plan; The average economic growth rate of the period has reached a good 4.46%. Party building and the political system have been focused on, the work of organizing administrative units and streamlining the apparatus has achieved many positive results. Cultural and social fields continue to develop, harmoniously combined with economic growth. Education and training have developed steadily and firmly. The material and spiritual life of the people has been improved and enhanced; political security, social order and safety have been stable; national defense has been strengthened; the management and operation effectiveness of Party committees and authorities at all levels has been enhanced. By June 2025, the whole province has 6 communes maintaining 19 criteria according to the set of new rural criteria for the period 2021 - 2025, 45 villages are recognized as meeting new rural standards, 7 villages are recognized as model new rural areas. The implementation of the support program to eliminate temporary and dilapidated houses has reached a rate of 99.73%.

The commendation work has been given attention and implemented with many innovations, ensuring accuracy, timeliness, publicity and transparency. The rate of commendation according to authority for direct workers, cadres, civil servants and public employees not holding leadership and management positions in 2024 accounted for 61.1%, an increase of 15.5% compared to 2021. The work of extraordinary commendation has been carried out promptly. In the period of 2021 - 2025, the whole province had 262 collectives and individuals commended at the State level; 8,650 collectives, individuals and households commended at the provincial level, 38,556 collectives, individuals and households received certificates of merit, 23 individuals were commended for their achievements in the resistance war.

At the congress, typical advanced collectives and individuals discussed and shared experiences and good practices in responding to the Youth Union movement; at the same time, exchange activities took place and honor typical examples.

Speaking at the congress, Comrade Quan Minh Cuong, Secretary of the Provincial Party Committee, congratulated and commended the outstanding achievements that collectives and individuals have strived to achieve in the emulation movement over the past 5 years. At the same time, he emphasized that all cadres, party members, civil servants, public employees, soldiers of the armed forces, the business community and the people need to continue to promote emulation, turning emulation into regular and continuous actions in labor, production, study and work. Party committees, authorities, agencies, units and localities, especially leaders, must set an example; strengthen the direction and organization of emulation movements, ensure practicality, closely follow the key tasks, breakthroughs, develop transport infrastructure, tourism associated with preserving culture imbued with national identity; promote border gate economy, mining industry, endemic agriculture associated with forest protection and development; Comprehensive digital transformation, building advanced and exemplary new rural areas.

The Provincial Party Secretary suggested that in the coming time, the emulation work needs to continue to be innovative, timely, fair, transparent, accurate, and more oriented towards direct workers. Promote the discovery, training, and replication of advanced models. Hopefully, the Party Committee, government, and people of all ethnic groups in the province will unite, be creative, strive to overcome difficulties, and compete to achieve many outstanding achievements to welcome the 20th Provincial Party Congress, towards the 14th National Congress of the Party and the 11th National Emulation Congress, contributing to the rapid and sustainable development of Cao Bang, becoming the province with the highest happiness index in the country, worthy of Uncle Ho's advice "Emulation is patriotism, patriotism means emulation".
