Strengthening food safety during the Mid-Autumn Festival

On September 4, 2025, the Provincial People's Committee issued Document 1843/UBND-VX on strengthening food safety during the Mid-Autumn Festival, requiring departments, branches, localities, relevant agencies and units to strengthen food safety work according to their functions and tasks.

Accordingly, the Department of Health, the Department of Industry and Trade, and the Department of Agriculture and Environment need to strengthen their responsibility in state management of food safety; issue plans and documents to direct the implementation of ensuring food safety during the Mid-Autumn Festival in 2025 in the areas under their management.

At this time, people's demand for confectionery, especially moon cakes, increases.

Proactively inspect and post-inspecte the compliance with food safety regulations of food production, processing and trading establishments in the area according to the management hierarchy. Timely trace the origin, recall products that do not ensure food safety, strictly handle violations, publicize the name of the establishment, address, and type of violating products on the mass media, and transfer to the police for strict handling according to the law if there are signs of criminality.

Strengthen propaganda and guidance for food production, processing and trading establishments to comply with food safety regulations. Coordinate with press and media agencies to propagate and guide people on how to choose, process, preserve and use moon cakes and safe food.

The Department of Health shall preside over and coordinate with the Department of Industry and Trade, the Department of Agriculture and Environment, and the Provincial Police to advise on the establishment of a provincial interdisciplinary inspection team to inspect compliance with food safety laws and regulations for food production, processing, trading, and import establishments in the province during the Mid-Autumn Festival and cultural and tourism festivals at the end of 2025, ensuring no overlap with local interdisciplinary inspection teams.

Direct medical examination and treatment facilities to prepare plans, standing forces, vehicles, supplies, and chemicals to be ready to provide emergency aid and treatment to patients in case of food poisoning; coordinate investigations, determine the cause of poisoning, and implement measures to prevent the risk of food poisoning and foodborne diseases.

The Department of Industry and Trade directs market management forces to coordinate with customs, police and border guards to strengthen market inspection and control; prevent the trading of fake, poor quality food, expired goods, violations of regulations on product labeling, food of unknown origin, or smuggled across the border.

Press and media agencies and grassroots information systems in the province closely coordinate with state management agencies on food safety to strengthen propaganda and dissemination of laws on food safety.

The Department of Education and Training directs educational institutions and schools to strengthen food safety in schools when entering the new school year and the Mid-Autumn Festival in 2025. Propaganda and guidance for teachers, catering staff, and parents of students to choose and use safe food, moon cakes, candies, fruits, etc., with clear origin and source.

The People's Committees of communes and wards shall proactively develop plans to ensure food safety during the 2025 Mid-Autumn Festival within their responsibilities and scope of management. Strengthen communication activities and education on food safety knowledge for food producers, processors, traders and local people; hang banners to propagate food safety during the 2025 Mid-Autumn Festival according to the instructions of the health sector.
