According to the report, Dak Lak's power development plan is divided into two phases with a total of 125 power generation projects, totaling 14,036.5 MW of capacity. The 2025-2030 phase includes the development of 91 renewable energy projects, comprising 12 hydropower projects, 42 wind power projects, 28 solar power projects, and 6 biomass power projects.
During the period 2031-2035, the plan includes 34 renewable energy projects with a total capacity of over 6,200 MW, comprising 5 hydropower projects, 15 wind power projects, and 14 solar power projects.
Regarding transmission grid infrastructure: Dak Lak is planned comprehensively with 9 500kV substation projects, 26 220kV substations, 69 110kV substations, 13 500kV transmission line projects; 40 220kV transmission line projects and 42 110kV transmission line projects.
The entire power generation and grid system is currently being updated and integrated into the revised Dak Lak Provincial Planning document for the period 2021-2030, with a vision to 2050. Currently, the Dak Lak Provincial People's Committee has approved the investment policy for 15 power generation projects with a total capacity of 892.5 MW.
However, the implementation of the revised Power Development Plan VIII, as stipulated in Resolution No. 253/2025/QH15 of the National Assembly , is facing obstacles because the central government has not yet issued detailed guidelines on the procedures for adjusting and updating the plan and approving investors for power grid projects.
In addition, Dak Lak has two power generation projects that are behind schedule compared to the investment plan: HBRE An Tho Wind Farm Phase 1 (200 MW) and Song Cau Green Wind Power Plant Phase 1 (49.9 MW), due to obstacles in financial arrangement procedures, land compensation and clearance, or incomplete adjustment documents.
In particular, land clearance for some transmission grid projects is facing difficulties because some residents have not agreed with the compensation rates. At the same time, 9 renewable energy projects that have commenced commercial operation (total capacity of 880.4 MW) are still facing issues related to capacity mobilization, temporary pricing, and electricity payment.
The People's Committee of Dak Lak province has requested the Ministry of Industry and Trade to consider, compile, and report to the Prime Minister on the following key issues: the synchronized implementation of projects such as the Krong Buk 500kV substation, the Song Cau 220kV substations, and the Dak Lak 1, 2, and 3 renewable energy plants... in order to promptly relieve the capacity constraints of renewable energy plants;
Promptly issue detailed guidelines on the procedures for adjusting and updating planning and the procedures for approving investors according to the new regulations of Resolution No. 253/2025/QH15. Simultaneously, provide guidance on adjusting the operational year for projects currently behind schedule to provide localities with a basis for implementation; provide guidance on power purchase agreement terms for projects that have already commenced commercial operation; and support the Cu Ne 1, Krong Buk 1, and Krong Buk 2 wind power projects to expedite the completion of procedures for obtaining electricity operation licenses and commercial operation (COD) recognition.
Dak Lak also proposed that the Ministry of Industry and Trade consider and allow the addition of potential renewable energy projects, offshore wind power, and LNG gas power projects to the National Power Development Plan in subsequent revisions.

Mr. Truong Cong Thai, Vice Chairman of the People's Committee of Dak Lak province, said: the province will focus all resources to accelerate the land clearance process, considering this a "bottleneck" that needs to be addressed immediately to promote public investment projects and non-budgetary investment projects.
Specifically: focus on resolving projects facing obstacles within the province's jurisdiction to expedite their operation, creating favorable conditions for investors who have already disbursed significant capital. Incorporate offshore wind power (over 2,000MW), oil refining and petrochemicals, and oil and gas storage systems into the provincial plan to develop this area into an energy and oil refining and petrochemicals center.
The People's Committee of Dak Lak province has instructed the Department of Industry and Trade to review and assign specific tasks to each official and leader, with the determination to successfully implement the special mechanisms outlined in the Central Government's Resolution.
Dak Lak will soon submit the provincial planning to the Provincial People's Council for approval and report directly to the Standing Committee of the Provincial Party Committee on the plan to address existing issues, in order to create a solid legal framework for strategic investors.
The close cooperation between the People's Committee of Dak Lak province and the Ministry of Industry and Trade to resolve difficulties for energy projects will create a breakthrough, ensuring electricity supply, increasing budget revenue, and promoting economic development.
