Dak Lak builds a solid digital transformation pillar to "take off" (Part 1)

Resolution No. 57-NQ/TW of the Politburo on “Breakthrough in science, technology, innovation and national digital transformation” has opened a strategic direction, deciding the position and future of the country in the new era. With the aspiration and determination to break through, Dak Lak aims to become a bright spot in realizing this resolution, building a modern and prosperous Dak Lak province. Determining that “technology is a tool, people are the center”, with the leading role of the leader, digital transformation in Dak Lak has been and is being implemented as a comprehensive and sustainable revolution.

The biggest impact of this process lies not only in technology but also in the change in “think big, act big” mindset, starting with the government.

According to the Party Central Committee member, Provincial Party Secretary Nguyen Dinh Trung, in the context of the strong industrial revolution 4.0 and AI, Dak Lak is clearly aware that without digital transformation (D&T) and innovation (I&T), it will fall behind or even be eliminated from the game. With great potential in agriculture , tourism and resources, the province has a "golden opportunity" to develop prosperously thanks to science and technology (S&T) and D&T. However, this opportunity will not come by itself, but must be created by the will, determination and drastic actions of the entire Party, government and people.

Determined to implement in-depth, comprehensive, substantive and effective digital transformation, Dak Lak province has made many important decisions. On July 10, 2025, Dak Lak province announced the Decision to establish and launch the Steering Committee to implement Resolution No. 57-NQ/TW of the Politburo , identifying that science and technology, innovation and digital transformation must become the main driving force, the "golden key" to enhance competitiveness, create new values ​​and promote sustainable development, and raise the economic level of the province.

To concretize the Central strategy into goals, tasks and solutions suitable to the local situation, on July 11, 2025, Dak Lak Provincial Party Committee issued Action Plan No. 01-KH/BCĐ to implement key tasks on science and technology development, innovation and digital transformation. The plan has transformed the guiding mindset into an action mindset with the motto "clear people, clear work, clear progress, clear results, clear responsibilities" and especially based on the local internal strength. The province has made strong decisions, promoting a course of action, including: allocating 3% or more of the annual budget for science and technology development, innovation and digital transformation; issuing a Resolution on specific mechanisms and policies to promote science and technology, innovation and digital transformation; The results of implementing digital transformation at the commune level will be used as one of the criteria for evaluating and classifying leaders and managers annually... At the same time, the goal is to cover 5G to 100% of commune and ward centers by 2030; train commune and ward leaders to be digital transformation officials and pioneer KOLs in the locality.

The above policies have been creating a solid foundation to promote GDP growth and smoothly operate the two-level local government apparatus in the province, opening a new chapter to modernize public administration activities, build digital government, develop the digital economy, digital society, etc.

Not just a distant slogan, digital transformation in Dak Lak is being realized through specific plans, applications and actions. From management and administration, economic development to popularizing digital knowledge, the province's three digital pillars are gradually taking shape, bringing about clear changes to the people.

On July 10, 2025, the province launched a set of digital applications serving two-level local governments. This is a fundamental starting step, not only clearly defining the goals but also designing the implementation mechanism for each commune and ward with the motto: "Think honestly, speak honestly, do honestly, achieve real results, and people enjoy real benefits". It is the specificity, transparency and aiming at practical results that have created a new momentum for the digital transformation program in the province.

The first changes came from the management work. Instead of piles of paper reports, the online monitoring Dashboard system has put the entire operation situation of the commune and ward on the visual screen. One click will give you a "green, red, yellow" heat map, helping provincial leaders know where the bright spots are and where there are still problems. The direction, therefore, is no longer just a form of inspection but becomes a timely companion.

In parallel, the two-tier reporting system is digitized, reducing manual processes, aiming to integrate artificial intelligence for analysis and forecasting. When the two systems are connected, a centralized data warehouse is formed, creating a foundation for more data-driven, transparent and efficient governance.

On that management foundation, Dak Lak's digital economy has begun to flourish with new initiatives. The project "Each commune and ward has a KOL - Bringing Dak Lak's products and landscapes to the digital space" is a clear proof. Instead of just relying on fairs or traders, grassroots leaders have now become the ones directly introducing local products on social networks. The first livestream session in Ea Knuec commune, with the participation of the commune Party Secretary and villagers, brought durian to the online platform and quickly reached 700,000 people, attracting 150,000 views. That success not only brought in revenue, but also opened up a new way to promote regional specialties, connecting OCOP products with a large market. The province is aiming to replicate this model in all 102 communes and wards, creating a network of official digital channels at the grassroots level so that local agricultural products have a sustainable position in the online space.

If digital government creates transparency, digital economy brings development momentum, then digital society is the root of change. Dak Lak has launched the 100-day "Digital Literacy for All" movement, focusing on popularizing digital knowledge for all people. Youth, teachers, technology enterprises and social organizations all participate, each industry and each field links the movement with professional tasks. Thanks to that, digital transformation is no longer a strange concept, but is put into practice: farmers learn how to livestream to sell agricultural products, students access online learning materials, village and hamlet officials use digital applications to handle work. Step by step, digital society gradually spreads through the movement of learning and experiencing technology, helping each person to enter the digital space with confidence.

It can be said that the three digital pillars in Dak Lak are not formed by slogans or widespread plans, but are built from measurable results.
