The Party Committee of the Intellectual Property Office creates breakthroughs through reform and digital transformation.

In the context of implementing Resolution 57-NQ/TW and the requirements for modernizing state management of intellectual property, the Party Committee of the Intellectual Property Office in 2025 led the unit to make significant progress: greatly increasing the volume of applications processed, accelerating the issuance of certificates, expanding online public services, and promoting digital transformation, thereby improving the quality of service to citizens, businesses, and the innovation ecosystem.

On January 10, 2026, the Party Committee of the Intellectual Property Office held a conference to summarize Party building work in 2025 and implement tasks for 2026.

The conference is taking place in a particularly significant context: 2025 marks the end of the term of the 13th National Congress of the Party, the entire science and technology sector is operating under a new organizational model, and preparations are underway for the 14th National Congress of the Party.

In his opening remarks at the Conference, Comrade Luu Hoang Long, Secretary of the Party Committee and Director of the Intellectual Property Office, emphasized that 2025 is a year with a very large workload and high pressure, while the organizational structure is undergoing many changes. Under the direct leadership of the Party Committee of the Ministry of Science and Technology , the Party Committee of the Intellectual Property Office has closely followed political tasks, comprehensively led all aspects of work, and achieved many outstanding results.

One of the most significant highlights is the fundamental resolution of the backlog of applications that had accumulated over many years, a problem previously considered the biggest "bottleneck" in the Office's operations. In 2025, the Intellectual Property Office processed 250,916 applications of all types, a 75.1% increase compared to 2024; and granted 83,383 protection certificates, a 55.4% increase. This is an unprecedented breakthrough in the unit's history, demonstrating a clear change in organizational and enforcement capacity and a decisive spirit of action throughout the entire system.

Alongside its professional duties, the Department has implemented a comprehensive approach to institutional reform, administrative procedure reform, and digital transformation. To date, 100% of the Department's administrative procedures are available online, with approximately 80% of applications submitted online, contributing to reduced compliance costs, increased transparency, and greater convenience for citizens and businesses.

In particular, the implementation of Resolution No. 57-NQ/TW of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation has yielded clear results. The number of patent applications from Vietnamese individuals and organizations increased by 36%, and the number of patents granted increased by 134.2%, far exceeding the average growth target of 16-18% per year set by the Resolution. This is vivid evidence of the increasingly prominent role of intellectual property in promoting endogenous innovation.

Director Luu Hoang Long affirmed that the achievements are the culmination of the spirit of unity, discipline, and persistent efforts of the entire Party Committee, officials, and staff of the Intellectual Property Office; and at the same time, requested the delegates attending the Conference to discuss frankly, look at the truth, and clearly define the direction, tasks, and solutions for 2026.

At the Conference, Comrade Nguyen Van Bay, Permanent Deputy Secretary of the Party Committee of the Intellectual Property Office, presented the Report summarizing the work in 2025 and the direction and tasks for 2026. In the context of simultaneously carrying out the task of state management of intellectual property and implementing the policy of restructuring local governments at two levels, the Intellectual Property Office has organized the simultaneous implementation of key tasks, maintaining the role of intellectual property as a tool to promote science, technology, innovation, and digital transformation.

In addition, the Intellectual Property Office continues to play a core role in building and perfecting the legal system on intellectual property, advising and submitting to the National Assembly for approval the Law amending and supplementing a number of articles of the Intellectual Property Law (effective from April 1, 2026); and at the same time participating in providing feedback on 54 draft legal documents, focusing on administrative procedure reform, decentralization and delegation of power, and digital transformation.

International integration and cooperation have expanded both in breadth and depth. The Intellectual Property Office (IPO) participates in negotiating and enforcing intellectual property commitments in new-generation FTAs; strengthening cooperation with WIPO and major partners such as the EU, Japan, South Korea, and the United States. In particular, the successful organization of the official visit to Vietnam by the Director General of WIPO in September 2025 contributed to enhancing Vietnam's position and prestige in the field of intellectual property internationally.

Comrade Tran Le Hong, Deputy Secretary and Chairman of the Party Committee's Inspection Committee of the Intellectual Property Office, delivered a speech at the conference.

The year 2025 also marks a significant milestone in administrative procedure reform and digital transformation at the Intellectual Property Office. For the first time, 100% of administrative procedure results will be digitally signed and issued electronically; a paperless processing system for industrial design applications will be piloted; and the IT system modernization project will be put into operation, creating a foundation for comprehensive digital transformation in the coming period.

Alongside the outstanding achievements, the Conference also frankly pointed out the difficulties and shortcomings, especially the shortage of specialized personnel, the lack of synchronized IT infrastructure, and the rapidly increasing workload while the requirements for appraisal quality are becoming increasingly high.

In his concluding remarks at the conference, Comrade Luu Hoang Long, Secretary of the Party Committee and Director of the Intellectual Property Office, emphasized that 2025 is a special milestone, marking the end of the 2020-2025 term with many outstanding achievements, while simultaneously opening a new phase of development with increasingly high demands on state management of intellectual property. The achievements have affirmed the leading role of the Party Committee of the Office, as well as the sense of responsibility, unity, and efforts of all cadres, Party members, civil servants, and employees.

Entering 2026, Party Committee Secretary Luu Hoang Long requested that the entire Party Committee and affiliated units continue to uphold discipline and order, promote the spirit of innovation, dare to think, dare to act, and dare to take responsibility; focus on perfecting institutions, accelerating digital transformation, improving the quality of application processing, strengthening the enforcement of intellectual property rights, developing and commercializing intellectual property assets, meeting the requirements of scientific and technological development, innovation, and deep international integration.

Building a clean and strong Party Committee within the Intellectual Property Office continues to be identified as a key task, closely linked to improving the effectiveness and efficiency of state management; thereby contributing to making the Intellectual Property Office an important pillar of the national innovation ecosystem in the new development phase.
