On the afternoon of November 7, in Hanoi, the Central Military Commission (CMC) Standing Committee held a conference to disseminate and implement the Politburo's Directive and the Central Military Commission's Standing Committee's Directive on Party congresses at all levels in the Army Party Committee towards the 14th National Party Congress. General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense chaired the conference.

The conference was held in a combination of in-person and online formats with 293 points of contact across the army. Attending the conference at the central point and points of contact at agencies and units across the army were delegates who were key officials of agencies and units from the grassroots level to the level directly under the Central Military Commission.
Speaking at the opening of the Conference, General Phan Van Giang emphasized: The Party Congresses at all levels for the 2025-2030 term in the Army Party Committee towards the 14th National Congress of the Party are a broad political activity in the entire Party; for the Army Party Committee and the entire Army, it is an important milestone in development, continuing to affirm the solidarity, unity, mettle, intelligence, and fine traditions of the Army over 80 years of building and fighting under the glorious flag of the Party.
According to General Phan Van Giang, the results of the Party Congresses at all levels in the entire army are a very important premise to ensure the success of the 12th Army Party Congress and the 14th National Party Congress.

General Phan Van Giang requested the functional agencies of the Central Military Commission, the Ministry of National Defense, the General Department of Politics (GDC), and the Central Military Commission's Inspection Commission to thoroughly grasp and fully implement the contents of the Directives and Instructions of the Central Committee, the Standing Committee of the Central Military Commission, and the GDC; focusing on new issues compared to the previous term, important and core issues of the documents for Party committees and organizations in the entire army to grasp and implement, especially issues of principle, regarding the requirements of the congress; building high solidarity and unity in Party committees, Party organizations, agencies and units.
At the Conference, Senior Lieutenant General Trinh Van Quyet, Secretary of the Party Central Committee, Standing Member of the Central Military Commission, Director of the General Department of Politics, on behalf of the Central Military Commission Standing Committee, disseminated the basic contents of Directive No. 35-CT/TW dated June 14, 2024 of the Politburo; Directive No. 2960-CT/QUTW dated July 18, 2024 of the Central Military Commission Standing Committee on Party congresses at all levels in the Military Party Committee towards the 14th National Congress of the Party and the Election Regulations in the Party. The leaders of the General Department of Politics provided specific guidance on the preparation and organization of Party congresses at all levels in the Military Party Committee.
Senior Lieutenant General Trinh Van Quyet requested: Party committees and organizations at all levels in the entire Party Committee of the Army must uphold their responsibilities, focus on leading and directing the implementation of preparations and organization of Party congresses at all levels, focusing on: Strictly and seriously organizing the dissemination, implementation and study of Directive 35 of the Politburo, Directive 2960 of the Standing Committee of the Central Military Commission and regulations and instructions from higher levels; researching and concretizing them in accordance with the characteristics and practices of the Party Committee, agencies and units. Doing a good job of information, propaganda and emulation towards the congress. Party committees, party organizations and each Party member in the Party Committee of the Army must identify the Party Congress as an opportunity to rectify the ranks, tighten discipline and order, enhance mettle, intelligence, creativity and responsibility, and promote the tradition and nature of "Uncle Ho's soldiers" in the new period.

Senior Lieutenant General Trinh Van Quyet said that the Political Report must be the central document of the Congress, the crystallization of the Party Committee's wisdom, enthusiasm, responsibility, creativity, solidarity, unity and vision in leading the implementation of key political tasks. At the same time, it must have inheritance and innovation, closely following the military and defense tasks and Party building work; thoroughly and thoroughly grasp the resolutions, directives, conclusions and regulations of the Central Committee on Party building and rectification, military and defense, and national defense in the new situation, especially the viewpoints, policies and goals mentioned in the draft Political Report of the Central Military Commission submitted to the 12th Military Party Congress.
At the same time, the Party Committee's review report must demonstrate a high level of combativeness, promote self-criticism and criticism, without favoritism or avoidance; the review content must closely follow the working regulations, the results of leadership and organization in implementing the Party Committee's resolutions and the responsibilities of the assigned collectives and individuals with a serious and objective attitude, correctly assessing the advantages, disadvantages, and limitations of leadership, direction, management, command, operation, and organization of implementation in conjunction with individual responsibilities in each position, function, and task assigned during the past term; proposing feasible solutions and corrections. The personnel work of the congress must be carried out closely before, during, and after the congress; the specific content has been mentioned in the Politburo's Directive and the Directive of the Central Military Commission's Standing Committee.
Senior Lieutenant General Trinh Van Quyet also requested that the organization of congresses at each level must ensure solemnity, meaning, practicality, safety, economy, avoid ostentation and formality, and follow the prescribed roadmap and time.
The Party Committee of Military Region 3 and the Party Committee of the Navy were selected by the Standing Committee of the Central Military Commission to organize the congresses first at all levels, requiring them to thoroughly grasp and do a good job of preparing in all aspects, closely following the instructions of the functional agencies of the Central Military Commission and the General Department of Politics, and organizing a truly representative and exemplary congress in terms of principles and procedures as a basis for drawing common experiences within the Party Committee of the Army.
Senior Lieutenant General Trinh Van Quyet emphasized that, along with the preparation and organization of the congress, Party committees at all levels need to focus on leading and directing the review and comprehensive completion of the targets identified in the Congress Resolution for the 2020-2025 term; in the immediate future, it is necessary to focus on completing the key tasks of 2024./.
