List of scrap materials permitted to be imported from abroad as raw materials for production.

Deputy Prime Minister Le Minh Khai signed Decision No. 13/2023/QD-TTg promulgating the List of scrap materials permitted to be imported from abroad as raw materials for production.

Scrap iron, steel, and cast iron

Specifically, scrap materials permitted to be imported from abroad as raw materials for production include: scrap iron, steel, and cast iron; scrap and waste plastic; scrap paper; scrap glass; and scrap non-ferrous metals.

This includes scrap iron, steel, and cast iron, comprising: Scrap and fragments of cast iron (HS code 7204 10 00); scrap and fragments of alloy steel: Stainless steel (HS code 7204 21 00); scrap and fragments of alloy steel: Other (HS code 7204 29 00); scrap and fragments of tin-plated iron or steel (HS code 7204 30 00); other scrap and fragments: Turning chips, planing chips, fragments, rolling scale, sawdust, filing chips, cutting chips and burrs, whether or not compressed into blocks or bundled into bales, cakes, or bundles (HS code 7204 41 00); other scrap and fragments: Other (HS code 7204 49 00).

Plastic waste and scraps include: From ethylene polymers: Foamed, non-rigid forms (HS code 3915 10 10); from ethylene polymers: Other types (HS code 3915 10 90); from styrene polymers: Other types: Styrene polymer (PS), Acrylonitrile Butadiene Styrene (ABS); High Impact Polystyrene (HIPS); Expanded Polystyrene (EPS) (HS code 3915 20 90);...

Paper waste: Kraft paper or kraft cardboard or corrugated paper or cardboard, unbleached (HS code 4707 10 00); other paper or cardboard made primarily of chemically bleached pulp, not fully dyed (HS code 4707 20 00); paper or cardboard made primarily of mechanically obtained pulp (e.g., newsprint, magazines and similar publications) (HS code 4707 30 00).

Organizations and individuals directly importing scrap materials for production purposes are only permitted to import scrap materials for their own facilities within the designed production capacity to manufacture products and goods.

Regarding transitional provisions, waste paper with HS code 4707 90 00, which was permitted to be imported from abroad under a component environmental permit (Certificate of eligibility for environmental protection in the import of waste materials for production) issued by the competent authority before June 1, 2023, may continue to be imported until the expiration of the component environmental permit.

Plastic scrap and waste with HS code 3915 90 00, which are permitted to be imported from abroad under a component environmental permit or environmental permit issued by a competent authority before June 1, 2023, may continue to be imported until the expiration of the component environmental permit or environmental permit under the corresponding HS codes specified in the List of Scrap Materials Permitted for Import from Abroad as Raw Materials for Production, issued together with this Decision.

Scrap materials that are permitted to be imported from abroad under a component environmental permit or an environmental permit issued by a competent authority before June 1, 2023, and have different names (but the HS code remains unchanged) compared to this Decision, may continue to be imported until the expiration of the environmental permit or component environmental permit.

This decision takes effect from June 1, 2023 and replaces Decision No. 28/2020/QD-TTg dated September 24, 2020 of the Prime Minister promulgating the List of scrap materials permitted to be imported from abroad as raw materials for production.

From June 1, 2023, the import of fine slag (slag sand) from the iron or steel smelting industry (HS code 2618 00 00) as a raw material for cement production is governed by the regulations of the law on construction materials.
