(Dan Tri) - With 113 hours of continuous operation and more than 70 activities in both the US and Brazil, Prime Minister Pham Minh Chinh has shown Vietnam's strong commitment to attracting the world's leading investors.
A "very different" mindset and a desire to "put the past behind and look to the future" are things that Prime Minister Pham Minh Chinh mentioned many times during his visit to the US.
This is the first working trip by a key Vietnamese leader after the two countries upgraded their Comprehensive Strategic Partnership, contributing to the implementation of agreements agreed upon by General Secretary Nguyen Phu Trong and US President Joe Biden during Mr. Biden's State visit to Vietnam.
The Prime Minister hopes that American businesses will open their hearts and come to see Vietnam's development, and increase investment to bring development and prosperity to both countries. That is the best way to heal wounds, put the past behind, and look to the future together, according to the Prime Minister.
Perhaps that is why "economic diplomacy" is a highlight in the journey to the world's number 1 economic power of the head of the Vietnamese Government.
With three stops in San Francisco, Washington DC and New York, Prime Minister Pham Minh Chinh had a packed schedule, with nearly 20 activities a day, lasting continuously from 7:30 a.m. to 10:30 p.m.
Besides attending the United Nations General Assembly and conducting a number of bilateral activities, the head of the Vietnamese Government spent a lot of time meeting with leading US businesses and corporations and visiting and learning about their working models.
Silicon Valley is the destination chosen by the Prime Minister to visit during his 2-day trip to San Francisco. This is where many of America's leading technology companies gather.
Coming to Nvidia - a multinational technology company and a leading provider of servers and artificial intelligence in Vietnam, Prime Minister Pham Minh Chinh, right after talking with Mr. Jensen Huang, co-founder and Chairman of Nvidia, shared his desire for cooperation.
He suggested that Nvidia continue to expand investment, provide advice and policy advice, support human resource training, improve technological and management capacity, and help Vietnam participate more deeply in the supply chain.
Nvidia's chairman also shared his desire to strengthen cooperation with Vietnam in semiconductors, information technology and artificial intelligence. He believes that Vietnam will become a production base for the group in Southeast Asia.
Meta Platforms, a company doing business as Meta, formerly known as Facebook, is the world's most valuable multinational technology corporation and also believes that the Vietnamese market is very large and has potential.
The Prime Minister hopes that Meta will continue to provide Vietnam with more technological solutions and technology transfer; cooperate financially to develop science and technology, innovation, and promote digital transformation.
Visiting and working with Synopsys, an electronic design automation (EDA) company providing tools and services for the semiconductor design and manufacturing industry, the Prime Minister asked Synopsys to help build an Innovation Center in Vietnam, with management and financial technology solutions to help Vietnam develop quickly and sustainably; contributing to training high-quality chip and technology human resources for Vietnam.
Also here, the delegation met many Vietnamese people who are excellent technology engineers of Synopsys. Knowing that the Prime Minister and the Vietnamese delegation were coming, many Vietnamese employees of this leading technology corporation came to welcome them. They shared their desire to contribute.
Even though they have been away from home and working in the US for a long time, these technology engineers still want to have the opportunity to cooperate with domestic enterprises to contribute to building their homeland.
"Let's cooperate together, win together, benefit together in the spirit of harmonious interests and shared risks," the Prime Minister emphasized that Vietnam always welcomes businesses to invest.
"Come to Vietnam to do business, bring development and wealth to both countries. That is the best way to heal wounds, put the past behind, and look to the future." The Prime Minister's message made a strong impression on many large American businesses.
In the auditorium where the Vietnam - US Business Forum on cooperation in technology and innovation took place, many businesses from both countries were present to listen to the messages and commitments from the head of the Vietnamese Government.
The Prime Minister asked US businesses to realize the country's support for a "strong, independent, self-reliant and prosperous" Vietnam. In particular, businesses need to focus on the fields of trade and services; science and technology, innovation, especially digital technology and energy conversion, circular economy, and sharing economy.
"There is no other way to heal the wounds of war and respect differences than to promote political and diplomatic relations, promote trade and investment, create jobs and livelihoods for the people," said the head of the Vietnamese Government.
Cooperation, victory and mutual benefit are what the head of the Vietnamese Government desires, and have also received great support from the business community.
Economic and investment cooperation, according to Vietnamese Ambassador to the US Nguyen Quoc Dung, is an important highlight during Prime Minister Pham Minh Chinh's visit and working session in the US.
The Ambassador said that wherever the Prime Minister goes in the US, he prioritizes economic and investment promotion activities.
In San Francisco, the Prime Minister attended the Vietnam-US Business Forum to promote technology cooperation and innovation; visited major US technology companies such as Nvidia, Synopsys and Meta; and met with prominent Vietnamese entrepreneurs.
In Washington DC, the Prime Minister chaired a discussion organized by the US Semiconductor Industry Association, with the participation of leaders of leading US semiconductor companies along with ministries, sectors and Vietnamese enterprises. The Prime Minister also met with US economic management ministers such as the Secretary of the Treasury, the Secretary of Commerce and the US Trade Representative.
In New York, the Prime Minister spent time discussing policies with about 100 businesses co-organized by three major US associations. In addition, he attended a roundtable discussion with financial investment funds; worked with the New York Stock Exchange and NASDAQ; attended a policy discussion with US economic experts; met with the Vietnam Innovation Network in the US; and received leaders of leading US corporations such as Boeing, Apple, Google, etc.
Speaking to Dan Tri reporter, Vietnamese Ambassador to the US Nguyen Quoc Dung commented that the establishment of the Comprehensive Strategic Partnership between the two countries for peace, cooperation and sustainable development, with economic, scientific and technological cooperation as a key focus, has attracted attention and strong response from all sectors, especially from US investors and technology businesses.
"The working trip to the US by Prime Minister Pham Minh Chinh and leaders of many ministries, sectors, localities and large enterprises of Vietnam, taking place just a few days after the above event, has brought about a very positive effect," Ambassador Nguyen Quoc Dung commented.
He said that the Prime Minister's meetings and working sessions with the three economic ministers, with leading US investors and businesses, aimed to realize and initiate the implementation of agreements between the two countries' senior leaders; making the US side better understand Vietnam's policies, potentials and needs.
This move also initially orients specific cooperation activities between the two sides.
"The visit demonstrates the spirit of getting involved early, as the Prime Minister shared, not letting plans remain plans and ideas remain on paper," Mr. Dung said, adding that the determination and drastic actions of the head of the Vietnamese Government have made a strong impression and inspiration to American leaders and businesses.
According to the Ambassador, many US technology businesses appreciate Vietnam's potential and are willing to help train human resources and transfer technology to Vietnam.
From the business side, Mr. Dang Tran Phuong, Deputy General Director of FPT Software (a member company of FPT Corporation) believes that the upgrading of Vietnam - US Comprehensive Strategic Relations will be a strong and positive turning point for the political, economic and cultural relations between the two countries to reach a new height, especially in the fields of technology and training of high-quality human resources.
"We also hope that the governments of the two countries will create favorable conditions for businesses, especially large businesses such as Boeing, Qualcomm, Intel, Ford, Nvidia... to invest in Vietnam," Mr. Phuong shared.
Also during the working trip, Prime Minister Pham Minh Chinh had many meetings, exchanges, and discussions with leaders of large enterprises, giant technology corporations, and leading investment funds in the US.
Many cooperation agreements in the fields of infrastructure, digital transformation, green transformation, and high technology were signed and exchanged from these meetings.
Notably, US corporations in the semiconductor sector affirmed their strong determination for the Vietnamese market, assessing the potential for cooperation between Vietnamese and US partners in the semiconductor industry as extremely large and meaningful for the relationship between the two countries in the new era.
Looking at the recent working trip to the US and Brazil of the head of the Vietnamese Government, Minister of Planning and Investment Nguyen Chi Dung assessed that there will be many new opportunities for Vietnam.
Mr. Dung affirmed that Vietnam's policy is not only to passively respond, follow, and follow, but to proactively create, seize opportunities, overcome challenges to seize new opportunities, and decide its own future.
Emphasizing the importance of investment and trade, the Minister of Planning and Investment said that the talks and seminars in the US this time were innovated in the direction of not expanding the scale but focusing on the industries, fields and partners that Vietnam desires. For example, in the field of science, technology and innovation, a separate topic was designed and the Prime Minister had many meetings with businesses in this field.
In addition, the Prime Minister also had meetings with leading US businesses, financial institutions and banks related to the financial center in Ho Chi Minh City. "It is a new, more practical, more effective and more focused approach," said Mr. Dung.
Accompanying the Prime Minister in business meetings, Minister Nguyen Chi Dung shared that American businesses have never been as excited as this time. "Leading US corporations highly appreciate the investment environment, the role of Vietnam, and the way we have overcome difficulties to stabilize and develop. They are committed and wish to expand existing investments in Vietnam as well as new investments in areas of need between the two countries," said Mr. Dung.
Assessing that there will be a new wave of investment in areas such as science and technology, innovation, semiconductor chips, energy, education and training, etc., Minister Nguyen Chi Dung expects this to be a positive investment wave because the world's leading American businesses all have financial, technological, and market potential.
During the Prime Minister's working trip to Brazil, Minister Dung emphasized that one of the main contents is to promote economy - trade - investment.
According to him, Brazil is the leading economy in South America, with a large economic scale and a market of more than 200 million people, a very large area and rich potential, but investment cooperation between the two sides is limited. Therefore, in the meeting with Brazilian businesses, the Prime Minister affirmed that the room and potential for cooperation between Vietnam and Brazil is still very large, opening up many opportunities for both sides.
That is why the head of the Government confidently set the target of raising two-way trade turnover to 10 billion USD by 2025 and 15-20 billion USD by 2030. "This is a challenge but completely achievable," according to Mr. Dung.
Minister of Industry and Trade Nguyen Hong Dien also said that the schedule of activities with over 70 working sessions and bilateral contacts of Prime Minister Pham Minh Chinh in the US and Brazil not only strongly promotes political and diplomatic relations, but also attracts investment and economic cooperation.
According to Mr. Dien, the meetings between the Head of Government and leaders of countries and international partners have discussed and agreed on many important policies and solutions in the field of trade such as preventing disruptions in the supply of raw materials and essential goods; strengthening cooperation between countries to facilitate trade, aiming to increase two-way trade turnover and balance the trade balance.
Having once stated that economic diplomacy is an important pillar in foreign affairs, Foreign Minister Bui Thanh Son said that economic cooperation has become the central content in all high-level and all-level foreign affairs activities.
In 62 high-level foreign affairs activities in 2022, leaders of the Party, State, Government, and National Assembly all directed and directly promoted economic contents.
The orientation emphasized by Minister Bui Thanh Son is to promote foreign affairs activities of the leaders of the Party, State, Government, and National Assembly, in which the top priority is to promote effective and substantive economic cooperation; promote diversification of export markets, products, and supply chains.
In addition, Vietnam aims to attract high-quality investment and resources for green transformation and sustainable development; and promote the removal of bottlenecks in economic relations with key partners.
Assessing economic diplomacy, Major General, Professor, Dr. Nguyen Hong Quan, former Deputy Director of the Institute of Defense Strategy (Ministry of Defense), also stated that by making the economy one of the key tasks of foreign affairs, Vietnam has expanded opportunities to continue to integrate its economy more deeply with the world, thereby promoting its identity and increasing its "soft power" in the context of many changes in the world.
Along with economic diplomacy, political diplomacy has also been one of Vietnam's highlights in recent times, serving as a strong foundation for promoting commitments on economic and trade cooperation. General Secretary Nguyen Phu Trong's official visit to China in late October - early November 2022 is considered a particularly important event for Vietnam and China.
In the context of the complicated and unpredictable developments in the world and the region, Foreign Minister Bui Thanh Son said that the official visit to China by General Secretary Nguyen Phu Trong is significant in strengthening and deepening the comprehensive strategic cooperative partnership between Vietnam and China in the new period. This also helps consolidate political trust, create a solid political foundation and promote substantive cooperation in all fields between the two countries.
During the visit, the two sides issued a 13-point Joint Statement, including strategic contents guiding the development of bilateral relations in all fields.
The two sides also reached consensus on many substantive cooperation contents, such as promoting the connection between the "Two Corridors, One Belt" framework and the "Belt and Road" initiative, promoting the process of opening the market for some agricultural, forestry and fishery products of Vietnam, and opening Vietnamese trade offices in China.
Prime Minister Pham Minh Chinh's official visit to China at the invitation of his counterpart Li Qiang in late June further concretized the results and agreements reached after General Secretary Nguyen Phu Trong's visit to China.
According to Permanent Deputy Minister of Foreign Affairs Nguyen Minh Vu, the important content of the visit is to focus on finding specific measures to promote economic and trade cooperation, especially the exchange of goods between the two countries' borders, as well as finding ways to resolve remaining large infrastructure projects.
During this visit, the Prime Minister also attended the World Economic Forum (WEF) in Tianjin, with the participation of many government leaders and more than 1,000 businesses around the world.
"The fact that Vietnam is one of four key government leaders invited to attend this conference shows the importance of WEF as well as the international business community to the position and role of Vietnam's economy, as well as the determination to reform and open up Vietnam's economy," according to the Deputy Minister of Foreign Affairs.
In the context of Vietnam being a developing, transitioning and highly open economy, Prime Minister Pham Minh Chinh called on the business community as well as governments of countries to strengthen cooperation, open commodity markets for trade and investment, actively support businesses and unlock resources for economic recovery.
At the end of July, President Vo Van Thuong also paid an official visit to Austria, a state visit to Italy and a visit to the Vatican.
The working trip took place in the context of the rapidly evolving and complicated world and regional situation, but achieved many important results, creating momentum to promote bilateral cooperation to become increasingly deep, effective, stable and sustainable.
According to Foreign Minister Bui Thanh Son, this is a clear demonstration of Vietnam's independent, self-reliant, multilateral and diversified foreign policy, demonstrating Vietnam's consistent policy of always attaching importance to developing the traditional friendship and multi-faceted cooperation with Austria, the strategic partnership with Italy as well as relations with the Vatican.
At the end of April, National Assembly Chairman Vuong Dinh Hue paid an official visit to Cuba, Argentina and Uruguay. With nearly 80 activities in the three countries by the National Assembly Chairman and nearly 40 activities by ministries, departments, branches and localities, nearly 30 cooperation agreements at both central and local levels were signed.
The visit achieved substantial results in the pillars of the relationship: Political diplomacy, inter-parliamentary cooperation; economy, trade, investment..., opening up new opportunities to enhance effective, substantive, mutually beneficial cooperation with partners.
