If only…
Reporter: Sir, the story of old officials "returning to their hometown" is not uncommon. Are these the precedents that we call "resignation culture" today?
National Assembly Member Le Thanh Van: The culture of resignation has existed since the ancient feudal regime. Resignation at this time is associated with the integrity of people in general, especially officials.
When officials were young, when they went to school, they considered studying as learning the words of saints and sages. The word saint and sage is sacred, guiding people to know what is good and what is evil. Morality always has specific criteria, including self-esteem. Within that self-respect is personal integrity. Therefore, the resignation of officials in the past mainly stemmed from internal factors. When they see their honor and reputation being damaged, whether from outside influences or from themselves, they will resign. There are also people who retire because of their health or taking care of their family.
Reporter: So, according to you, what makes the act of "resignation" not become the behavioral culture of officials and civil servants when they do not have enough prestige and capacity to complete their tasks?
National Assembly Member Le Thanh Van: Mr. Le Huy Ngo, Minister of Agriculture and Rural Development, resigned after the case of La Thi Kim Oanh (formerly Director of the Agricultural Marketing and Trading Company under the Ministry), because he felt responsible. responsibility demonstrated through their management capacity. That is a rare case.
Currently, there are many cases of blatant violations but people try to cover up and deny their guilt. There are people who appear in court and are charged with crimes with very specific evidence but still deny it, let alone resign. If only they had self-respect and integrity, they would have resigned before being prosecuted. It is a cognitive process that largely depends on their qualifications and understanding through education, training, and self-respect. As for those who only care about fame and fortune, they do not have self-respect, self-esteem, and integrity, so they fall into the cycle of labor.
Reporter: In fact, the situation of leading cadres committing serious violations that require Party discipline (reprimands, warnings) is still happening. How can regulations on resignation become a value in Vietnamese social life, sir?
National Assembly Member Le Thanh Van: It is worth mentioning that recently, after the Politburo issued Conclusion No. 20-TB/TW, dated September 8, 9 on the policy of work arrangement for officials belonging to the Politburo and the Secretariat's management. After being disciplined, if they do not voluntarily resign, the organization will consider disciplinary action.
Conclusion No. 20 not only awakens the self-esteem, self-respect and integrity of violating party officials and members, but is also a form of deterrence so that those who do not voluntarily correct themselves will then be punished. Resigning now will preserve the remaining reputation. Thus, it can be seen that Conclusion 20 is both tough and flexible, paving the way for a culture of resignation, awakening the minimum self-esteem and integrity, forcing him to choose, otherwise he will be subject to appropriate punishment. than. However, Conclusion 20 is only limited to senior officials and officials of the Politburo and the Management Secretariat. This can be the beginning to expand to include officials of the entire political system within the State apparatus.
Along with the process of perfecting policy mechanisms, the National Assembly has promptly institutionalized the Party's leadership documents, amended the Law on Civil Servants, amended the Law on Anti-Corruption, and issued a Resolution on the statute of limitations applicable to civil servants. Officials are disciplined in a more serious way, for example, a 5-year reprimand (previously one year); Disciplinary warning is valid for 10 years (previously 2 years).
Clearly, these are comprehensive measures from policies and staff work mechanisms to disciplinary measures, laying the foundation for officials' voluntary resignation. It is hoped that the cadres of the Politburo and the Management Secretariat will act first, followed by cadres at other levels, according to hierarchy, to voluntarily resign if they do not want to be punished with stronger measures.
Promoting a culture of resignation internally is necessary, however, to improve the effectiveness and efficiency of the ruling Party and the management capacity of the State apparatus, it is necessary to review the regulations. currently on personnel work in general and personnel selection in particular.
Reporter: How do you evaluate the viewpoint of tightening the implementation of processes and regulations on the appointment of officials in the direction of attaching responsibilities to the person nominating the officer and the head of the party committee requesting appointment? In case a cadre commits a violation, will the nominator and the head of the Party Committee who proposed to appoint that cadre also be considered and handled, so that the "resignation culture" becomes a reality and is not a matter for discussion?
National Assembly Member Le Thanh Van: In the past, selecting key personnel for the apparatus was mainly through examinations, that is, examinations. Only examinations could select talented people. Talent selection is extremely strict. Besides, there are other methods such as recommendations and nominations because not everyone has the means to travel to attend exams.
Of course, both the path of examination and recommendation must have joint responsibilities from discovery, recommendation and appointment.
Currently, we do not have strict sanctions for those involved in the process of detecting and recommending meritocracy, so the situation of running for power still exists. Without strict punishment, the public power of The people gave the apparatus the private power of those in positions of power to appoint friends. This will be much more dangerous than corruption, it can destroy trust, and losing trust means losing everything.
As I mentioned, people have two things, one is the element of self, which means absorbing what has been learned, having been reviewed through the acquired knowledge, seeing that it is correct and one must distinguish. be reasonable.
As for those who do not have the ability to perceive, they must use interactive visualization to force them to realize that these are cruel examples of deterrence and warning. For these subjects, the ability to self-awareness is weak, forced to have a mirror mind so that they can see without fear and not dare to do the wrong things.
Reporter: Sincerely thank you for the exchange!
