Concluding the conference, Prime Minister Pham Minh Chinh emphasized the importance of building a national database and connecting it with the databases of ministries, sectors, localities, and agencies, thereby developing Vietnam's artificial intelligence. The Prime Minister stressed the spirit of cooperation to increase benefits for each agency, unit, and locality, and especially to increase benefits for the people, harmonizing the interests of the people, businesses, and the state. The Prime Minister stated that to achieve double-digit economic growth, to have an efficient and effective administrative apparatus, and to enable the country to catch up, progress, and surpass others, to develop rapidly and sustainably, and to become a developed, high-income country, there is no other way than to make breakthroughs in science and technology development, innovation, and green transformation in the digital age.

In that spirit, the Prime Minister emphasized the need to accelerate three strategic digital breakthroughs: digital institutions, digital infrastructure, and digital human resources. Science, technology, innovation, administrative reform, digital transformation, and Project 06 (Development of data applications on population, identification and electronic authentication to serve national digital transformation in the period 2022-2025, with a vision to 2030) must be closely linked to the implementation of the revolution in streamlining the administrative apparatus; strongly reforming leadership, direction, and management methods, as well as working styles and practices towards a scientific, professional, and modern direction with the motto "streamlined apparatus - connected data - smart governance".
Directing specific tasks, the Prime Minister requested the acceleration of telecommunications infrastructure development, the expansion of broadband 5G coverage, Starlink satellite internet, and the planning of power and green energy infrastructure for data centers. Ministries and agencies were urged to expedite the review and classification of data, and to develop a roadmap for completing and immediately putting into use databases, especially the 12 key databases.
The Prime Minister also requested the urgent deployment of the VNeID platform to become a national digital tool serving citizens and businesses. Simultaneously, he called for public disclosure through mass media about the comprehensive standardization of administrative procedures, the thorough exploitation of data from national databases to replace paper documents, and the consistent application of data fields to replace paper documents in administrative procedures. The Prime Minister stated that the Government is committed to always creating, supporting, and removing all bottlenecks in institutions, infrastructure, and human resources so that science, technology, innovation, digital transformation, and administrative reform truly become new drivers of growth.
Sending wishes for a "new year, new thinking, new technology, new victories," the Prime Minister called on the technology business community to uphold the national spirit, dare to think big, do big, and be pioneers in mastering core technologies, bringing Vietnamese intelligence to the world stage; and for each citizen to proactively become civilized "digital citizens," actively learning and improving digital skills to master the future and work together to build a strong, prosperous, and happy Vietnam.
Information presented at the conference indicated that, regarding the interconnection and exploitation of the National Population Database, five databases (145 million pieces of information) have been connected. In the near future, level 2 VNeID will be issued to foreigners to digitize 37 procedures at overseas representative offices. The National Population Database has proven effective (cleaning 57.9 million land data records, 107 million civil registration data records, over 100 million insurance data records, and 35.08 million driver's license records...). The proportion of the digital economy in GDP is estimated to reach 18.72% in 2025; the value of cashless payments will reach a record 25 times the GDP.
At the conference, Vice Chairman of the Ho Chi Minh City People's Committee Nguyen Manh Cuong affirmed that the consolidation of the digital systems of the three regions of Ho Chi Minh City, Ba Ria - Vung Tau, and Binh Duong meets the requirements for providing seamless public services to citizens. The city has officially launched 10 essential digital platforms to ensure good service for citizens and effective leadership at all levels; and standardized data with over 14.8 million demographic records to ensure accuracy, completeness, cleanliness, and relevance.
