Responding to climate change is a necessity.

In his concluding remarks, Prime Minister Pham Minh Chinh analyzed the current situation, stating that climate change is becoming increasingly extreme, its developments are becoming more complex, its consequences are becoming greater, and overcoming them requires significant effort and resources.

"Responding to climate change is an urgent task that no country can do alone. Contributing to climate change response, green development, and energy transition is something that cannot be ignored, cannot be avoided, and must be done effectively," he emphasized.

Reviewing the achievements, the Prime Minister summarized them into "four positive points." The first he emphasized was the unified and strengthened understanding and action.

The entire political system has joined forces to respond to climate change, aiming for safety against natural disasters, reducing greenhouse gas emissions, and bringing net emissions to "zero" as committed.

In addition, the Party's policies have been promptly institutionalized.

The commitments made at COP26 were quickly incorporated and concretized into legal documents, policies, strategies, and plans for synchronized implementation from the central to local levels.

A typical example is the implementation of a program to cultivate 1 million hectares of high-quality, low-emission rice.

The Government, the Prime Minister, and ministries and agencies, within their authority, issue strategies, plans, and projects for the development of specific sectors and fields, creating a policy framework that is an important basis for the rapid and timely implementation of Vietnam's commitments at COP26 and for achieving a just energy transition.

Thirdly, international cooperation has been strengthened, attracting the attention, commitment, and implementation of specific projects from international partners.

Many global corporations and businesses with strong economic potential, advanced technology, and low-greenhouse gas emission technologies have come to Vietnam to explore investment opportunities in various sectors.

"National strategies and those of businesses and investors must align in order to create momentum for development," the Prime Minister said.

Ultimately, there has been a significant shift in awareness and actions, with increased self-discipline and responsibility among citizens in protecting the environment, reducing emissions, and responding to climate change.

However, despite the achievements, the implementation and participation in responding to climate change and energy transition are still uneven; while most are doing well, some are not.

Working groups to support the implementation of JETP have been established, but they have been slow to carry out their assigned responsibilities and tasks.

Policies and regulations related to the tasks and solutions for implementing commitments made at COP26, and energy transition, are generally limited compared to development requirements.

The Prime Minister stated that digital transformation, green transformation, energy transformation, and greenhouse gas emission reduction are inevitable and irreversible trends.

Therefore, greater efforts and stronger determination are needed to better address climate change, including green development, clean energy transition, and fulfilling COP26 commitments.

At the same time, it is crucial to mobilize all resources, the entire society, and all the people involved, including connecting with and attracting resources from the international community, green finance flows, technology transfer, knowledge, and experience from other countries, international organizations, and investors.

Assigning general tasks, the Prime Minister noted the task of forming and developing the clean energy industry, including the development of supporting industries and equipment for the production of renewable energy, biomass energy, green hydrogen, green ammonia, etc.

Turning to specific tasks, notably, the Prime Minister assigned the Ministry of Agriculture and Rural Development to effectively implement the Project on Sustainable Development of 1 million hectares of high-quality, low-emission rice cultivation associated with green growth in the Mekong Delta by 2030; and to promote cooperation, prepare, negotiate, sign, and implement agreements on the purchase and sale of reduced emissions from forests…

The Ministry of Transport is tasked with leading and coordinating with other ministries, sectors, and localities to accelerate the implementation of the Action Program for Green Energy Transition and Reduction of Carbon and Methane Emissions in the Transport Sector.

The Ministry of Planning and Investment is tasked with implementing measures to realize green growth objectives linked to socio-economic development and mobilizing resources for green growth.

The Ministry of Science and Technology continues to prioritize resources for the implementation of science and technology tasks under national science and technology programs related to climate change response.
