According to estimates by the Provincial Police, after the reorganization of commune-level administrative units and the merger of Tuyen Quang and Ha Giang provinces, over 4,000 agencies, organizations, and units will need to carry out procedures for issuing new or replacing seals. This is a very large volume of work that needs to be completed in a short time. To reduce pressure and create convenience, save costs and time for agencies, the Provincial Police has arranged two document reception points at the headquarters of the Police Department for Administrative Management of Social Order (located in Group 9, An Tuong Ward) and at the headquarters of the People's Committee of Ha Giang 1 Ward.
Lieutenant Colonel Trieu Thanh Luan, Deputy Head of the Administrative Police Department for Social Order, Provincial Police, said: “Anticipating a high demand for seal replacement, the unit proactively planned and mobilized capable officers to work with the highest sense of responsibility. The unit has increased overtime work, including evenings and holidays, to meet deadlines and avoid disrupting administrative operations.”
In addition to receiving applications in person, the police force also assigned officers to assist with online registration, printing, and guidance on filling out forms to shorten processing time. On average, the two reception points process more than 100 applications per day. The processing time and delivery of the seal is 3 working days after receiving a valid application. Ms. Nguyen Thi Thu Hang, Principal of Hoa Mi Kindergarten in Vi Xuyen commune, said: Due to administrative mergers, the school did not yet have a new seal, so it could not pay salaries to staff and teachers. She submitted the application for a new seal through the online public service portal early, and the process was easy and quick. On July 23rd, she brought her old seal to submit and received the new seal at the issuance point at the headquarters of Ha Giang 1 Ward People's Committee. The process only took 3 days as promised, and she was very satisfied.
In reality, the entire province only has 5 qualified seal engraving facilities (the former Ha Giang City had 2 and the former Tuyen Quang City had 3). Therefore, processing is sometimes delayed due to waiting for the engraving facilities to complete and transport the seals to the issuing authority. In addition, some applications are missing components, contain incorrect information, or are submitted simultaneously, causing localized system overload.
From July 1st to the present, the Tuyen Quang Provincial Police have received and processed over 2,900 applications, of which more than 1,200 seals have been completed and handed over. To meet the deadline, the Provincial Police continue to maintain sufficient personnel, provide detailed guidance, and offer maximum support to agencies and units. The police force also advises organizations and individuals to submit applications through the online public service portal, carefully review regulations, and prepare complete and valid documents to avoid errors, making the processing faster and more convenient.
The efforts of the Tuyen Quang Provincial Police force in expediting the issuance of seals have made a significant contribution to stabilizing the organization and operation of the government apparatus after restructuring, and have effectively served the needs of citizens and businesses in resolving administrative procedures.
