The Prime Minister requested ministries, branches and localities to speed up the implementation of policies and regimes for cadres, civil servants, public employees, workers and armed forces in the process of restructuring the apparatus.
Prime Minister Pham Minh Chinh signed Official Dispatch No. 93/CD-TTg dated June 21, 2025 requesting ministries, branches and localities to speed up the implementation of policies and regimes for cadres, civil servants, public employees, workers and armed forces in the process of restructuring the apparatus of the political system.
The dispatch stated that recently, many ministries, branches and localities have actively implemented the reorganization of the political system according to resolutions and conclusions of the Central Committee, the National Assembly , the Government and the direction of the Prime Minister. However, in some places, there is still a situation of slow budget allocation and confusion in organizing the implementation of policies and regimes for cadres, civil servants, public employees, workers and armed forces in the process of restructuring the apparatus of the political system according to the provisions of Decree No. 178/2024/ND-CP on policies and regimes for cadres, civil servants, public employees, workers and armed forces in the implementation of restructuring the apparatus of the political system and Decree No. 67/2025/ND-CP of the Government on amending and supplementing a number of articles of Decree No. 178/2024/ND-CP, affecting the progress and efficiency of work, as well as the rights and interests of cadres, civil servants, public employees, workers and armed forces.
In order to promptly overcome the above shortcomings and limitations, accelerate the progress of implementing policies and regimes, ensure the correct goals and requirements on restructuring and streamlining the apparatus, improve the effectiveness and efficiency of the political system, especially the restructuring of administrative units at all levels and the construction of a 2-level local government organization model, the Prime Minister requests Ministers, Heads of ministerial-level agencies, Government agencies and Chairmen of People's Committees of provinces and centrally run cities to focus on directing resolutely, seriously and effectively the implementation of policies and regimes in accordance with the provisions of Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP; Review and approve subjects with legitimate aspirations that meet the conditions according to Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP to promptly, quickly, and fully handle the legitimate rights of beneficiaries, and absolutely not set additional conditions beyond the above regulations.
Relevant parties shall proactively balance and arrange sufficient funds from the assigned budget and savings (if any) of the agency, unit and budget level to promptly pay policies and regimes for beneficiaries; take full responsibility before the Government and the Prime Minister for resolving policies and regimes for payment to cadres, civil servants, public employees and workers who quit their jobs due to organizational restructuring, ensuring timeliness and compliance with regulations; in cases where a decision has been made to quit their jobs, the resolution and payment must be completed no later than June 30, 2025.
Any competent agency, unit or individual that fails to properly resolve the plan or allows negative incidents to occur will be handled according to Party regulations and State laws; in case of financial difficulties, promptly report to the Ministry of Finance for synthesis and submission to competent authorities for consideration and handling.
Agencies and units review and cut unnecessary steps in the approval and budget allocation process; promote decentralization and delegation of authority to all levels, especially grassroots agencies and units, in determining subjects, making budget estimates and allocating funds in accordance with regulations and implementing without waiting for approval from superiors for each case; strengthen inspection and supervision of implementation at affiliated agencies and units; promptly rectify slow implementation places, strictly handle cases of delay without justifiable reasons or intentional non-implementation.
Ensure sufficient resources to pay for policies and regimes
The Prime Minister requested the Ministry of Home Affairs to proactively monitor, urge, and grasp the actual situation; synthesize difficulties, obstacles, and reflections and recommendations (if any) of ministries, branches, and localities in the process of organizing the implementation of policies and regimes prescribed in Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP, promptly guide, remove or report to the Prime Minister for direction and handling.
The Ministry of Finance shall preside over the synthesis and report to competent authorities to supplement the central budget expenditure estimates for ministries and central agencies; provide targeted supplements from the central budget for localities lacking resources, ensuring sufficient resources to pay for policies and regimes; closely coordinate with the Ministry of Home Affairs and relevant agencies to agree on solutions to remove obstacles, ensuring progress and quality of implementation.
The Prime Minister assigned Deputy Prime Minister Ho Duc Phoc to directly direct the Ministry of Finance in allocating funding sources to implement policies and regimes prescribed in Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP of the Government.
The Government Office, according to its assigned functions and tasks, shall monitor and urge the implementation of this Official Dispatch and report to competent authorities on issues beyond its authority./.
