Establish 3 Strategic Innovation and Technology Expert Networks

This is a very special event, taking place at a time when our entire Party, people and army are looking forward to celebrating the 80th anniversary of the National Day of the Socialist Republic of Vietnam (1945 - 2025).

Deputy Prime Minister Nguyen Chi Dung, Deputy Minister of Science and Technology Hoang Minh and delegates visited the exhibition booths at the Ceremony to announce the establishment of three Strategic Technology Innovation and Expert Networks.

Speaking at the ceremony, Deputy Prime Minister Nguyen Chi Dung emphasized that Vietnam is entering a new stage of development with the aspiration to become a developed, powerful, and prosperous country by 2045.

To achieve that goal, we cannot fall behind or be slow, but must proactively seize the great opportunities brought about by the Fourth Industrial Revolution.

The Deputy Prime Minister affirmed that with their intelligence, enthusiasm and global connections, the 3 Innovation Networks and strategic technology experts will accompany the Government, ministries, sectors and enterprises in planning strategies, formulating policies, promoting research, development and application of new technologies, thereby contributing to solving major challenges, turning the country's "difficult problems" into "great opportunities" for the future. The Government is committed to accompanying and creating the most favorable conditions for the Networks to operate effectively, making practical contributions to the cause of national development.

The three networks announced this time are component networks of the Vietnam Innovation Network, sponsored by the Ministry of Finance and NIC since 2018. The network was built to concretize the policy of employing and attracting talents, absorbing the quintessence of human technology, and at the same time maximizing the intellectual resources of Vietnam, especially the team of Vietnamese intellectuals and experts abroad.

To date, NIC has sponsored the establishment of 10 Vietnamese Innovation and Expert Networks in 22 countries and territories, with more than 2,000 members who are leading experts, chief engineers, and chief architects in many important industrial fields. In addition, NIC has sponsored 5 innovation networks specializing in strategic technology, becoming a bridge between research institutes, universities, and businesses, contributing to solving major problems of the country.

Globally, quantum technology, cyber security, aerospace and UAVs are emerging as strategic pillars, shaping the global economy, security and defense, with a market size of hundreds of billions of USD in the next decade. Vietnam has a golden opportunity to deeply participate in the global value chain in these fields, based on its young human resources and large market demand.

VNQuantum aims to make Vietnam a bright spot on the global quantum technology map. The network focuses on three pillars: Research and training of high-quality human resources; application of quantum technology in finance, healthcare, security, and defense; and international cooperation to acquire advanced knowledge. VNQuantum will be the core of the national quantum technology development strategy, while opening up thousands of high-quality jobs.

ViSecurity aims to master security technology and develop "Make in Vietnam" solutions to protect the country's critical digital infrastructure. The network will connect businesses, research institutes, and domestic and foreign experts, contributing to building an innovative ecosystem in cybersecurity, aiming to make Vietnam a regional cybersecurity technology center.

Vietnam UAV has the mission of transforming Vietnam from a consumer market to a manufacturing and innovative country in the field of aviation and aerospace. The four key strategies include: Completing the legal framework; increasing investment in R&D; developing high-quality human resources; and attracting cooperation from the world's leading technology corporations.

The launch of the three Strategic Innovation and Technology Expert Networks is considered the beginning of a new chapter in Vietnam’s journey to master technology. This is a strategic step to create a solid launching pad, unleash potential and connect the most elite minds, creating the core driving force for a knowledge-based, self-reliant and prosperous economy.

Within the framework of the event, NIC and the networks signed many important cooperation agreements. Specifically: NIC sponsored three new networks; Sovico Group accompanied NIC to support the development of the Vietnam Innovation Network by 2025; and the VNQuantum, ViSecurity, and Vietnam UAV networks established cooperative relationships with many domestic and foreign partners to promote research, development, and application of strategic technologies.
