Approval of the draft Audit Report on the implementation of investment incentive policies in economic zones and industrial parks

BAC NINH - On the afternoon of August 25, Mr. Ngo Tan Phuong, Vice Chairman of the People's Committee of Bac Ninh province chaired a working session to approve the draft Minutes of the audit of the implementation of investment incentive policies in economic zones and industrial parks in the period of 2022 - 2024 conducted by the State Audit Team under the State Audit Sector II (State Audit) from June 3 to July 22, 2025 in the province.

Attending the meeting were comrades: Nguyen Thanh Ha, Deputy Chief Auditor of State Audit Sector II; Hoang Quang Khanh, Head of the Audit Team and members of the Audit Team; representatives of leaders of a number of relevant departments, branches and sectors.

At the meeting, the representative of the Audit Team informed the content of the draft Audit Minutes. Accordingly, the established and operational industrial parks have attracted more than 29.35 billion USD in investment capital (29,353.18 million USD), adding important resources for development investment, contributing to promoting the economic growth of the province.

In addition, environmental protection is given attention. Production facilities are concentrated in industrial zones, so wastewater and solid waste treatment are more strictly controlled than units outside industrial zones.

Industrial parks contribute to job creation, labor restructuring and contribute more than 37,360 thousand (37,361.61) billion VND to the state budget in the period of 2022-2024. The province has attracted large corporations such as: Samsung, Foxconn, Cannon, Amkor, Goertek, Hana Micron, Micro Commercial Components, ITM Semiconductor, Victory Giant Technology... to invest, making Bac Ninh one of the important centers of the semiconductor industry in Vietnam and in the distant future can reach the regional level.

The activities of industrial parks have contributed over 80% of the total industrial production value of the whole province (of which the production value of the electronic, computer and optical product manufacturing industry in 2024 accounted for 79.1% of the total industrial production value), contributing to improving competitiveness, accelerating the industrialization, modernization, restructuring the economy and promoting the economic integration process of the province.

However, industrial parks in the area still have some shortcomings and limitations such as being mainly multi-industry and multi-field, and have not yet built green and ecological industrial parks. Incentive policies are still scattered and not focused. The implementation of industrial park planning is not yet synchronous in terms of technical infrastructure. Construction of infrastructure outside industrial parks still has some unsynchronized points. Domestic enterprises participating in the production and supply chains of foreign investment enterprises (FDI) is not many. Construction progress of some secondary investors in industrial parks is still slow. Green space in industrial parks is still low...

At the working session, representatives of the Provincial Industrial Parks Management Board and a number of relevant departments and branches expressed their opinions to clarify a number of contents stated in the draft Audit Report.

Speaking at the meeting, comrade Ngo Tan Phuong affirmed that Bac Ninh's current development has great contributions from industrial parks in the area. He requested the Provincial Industrial Parks Management Board and departments and branches to absorb and overcome the shortcomings and limitations pointed out by the Audit Team; proactively advise the Provincial People's Committee to issue relevant documents according to the Audit Team's recommendations. In the immediate future, the Provincial Industrial Parks Management Board will advise the Provincial People's Committee to issue a coordination regulation with relevant departments and branches.

He suggested that, based on the assigned functions and tasks, relevant departments, branches and sectors should soon have a plan to immediately overcome the shortcomings and limitations pointed out by the Audit Team; at the same time, report the results of the remediation to the Provincial People's Committee and the Audit Team. For unclear contents, a written explanation should be sent to the Audit Team and the Provincial People's Committee to synthesize a joint report.

Departments, branches, and the Provincial Industrial Parks Management Board should promptly review and report to the Provincial People's Committee on matters requiring decentralization and authorization to departments and branches for more effective implementation, avoiding overlap and vacancy in areas.
