From “passive” to “active”
On a weekend afternoon, the Hop Thinh Commune Public Administration Service Center had many people coming to carry out administrative procedures. Many people only needed a few steps on their phones to complete the online application. When coming to do the procedure to change the land use right certificate, Ms. Hoang Thi Nga (born in 1965), Thai Tho village, Hop Thinh commune, was instructed to get an automatic registration number and install a personal digital signature on the VNeID application. Then, she went to counter number 9 - the counter receiving procedures on land, environment, agriculture and construction to carry out the necessary procedures. Here, she was guided through the online application submission process, from declaring, attaching documents to monitoring the processing progress.

Mr. Nguyen Van Binh (born in 1986), residing in Hong Tien village, confidently performed the steps in the process. Because he had proactively registered and submitted his application on the National Public Service Portal right at home, when he came to do the procedure, Mr. Binh only needed to sign the confirmation and wait for the results immediately. "The first time I came to the Commune Public Administration Service Center to perform administrative procedures, I was "guided by the hand" by the staff, so I firmly grasped and confidently performed the requirements for handling administrative procedures online on the National Public Service Portal," Mr. Binh said.
| According to statistics, from July 1 to now, the province's administrative procedure settlement information system has received more than 297,200 records, of which more than 255,100 records were received online, reaching a rate of 85.8%; the rate of early and on-time settlement at the provincial level reached 98.9%, and at the commune level reached 99.5%. | 
In fact, while in the past, most people went to administrative agencies mainly to submit documents directly, now many people know how to look up, download forms, submit and track results via the electronic system. It is noted that in Hap Linh ward, although the number of documents generated each day is not much (about 40 - 50 documents/day), due to people's limited access to technology, in the first days of operating the 2-level local government, the rate of online document submission was low. To overcome this situation, officers from the Ward Public Administration Service Center went to each residential group and each family to propagate and guide people to submit documents online. Thanks to that, up to now, the rate of online document submission of the ward has reached nearly 100%; the Ward Public Administration Service Center was awarded a Certificate of Merit by the Chairman of the Provincial People's Committee. In Vo Cuong ward, to help people access online services, the ward's professional agency selected, built and installed 40 clips, each 3-5 minutes long, instructing on the steps to submit and process online applications on the search screen located at the Public Administration Service Center. Mr. Nguyen Van Tuan, residing in Dao Xa residential group, Vo Cuong ward, said: "Through the instructional clip, I accessed the business registration information system on the National Public Service Portal, chose to register to establish a new business household and followed the instructions. The procedures were carried out quickly and accurately."
Towards modern public administration
To improve the quality of receiving and handling administrative procedures, increase the rate of online application submission, after operating the 2-level local government, the Provincial People's Committee issued a Plan to control administrative procedures and implement the one-stop, one-stop mechanism in the last 6 months of the year; a plan to simplify administrative procedures related to production and business activities, period 2025 - 2026... At the same time, it issued a policy of collecting 0 VND fees for 42 administrative procedures performed online; completed the connection of the province's IOC system with the National Population Database to serve data exploitation and sharing. According to statistics, from July 1 to now, the province's administrative procedure information system has received more than 297.2 thousand applications, of which more than 255.1 thousand applications were received online, reaching a rate of 85.8%.

Comrade Nguyen Van Son, Deputy Director of Hop Thinh Commune Public Administration Service Center shared: "To increase the rate of online application submission, the Commune People's Committee established 68 community digital technology groups and 40 electronic youth unions to support people, especially the elderly and those who are not familiar with technology."
However, through assessment, the implementation of online public services at the commune level still faces many difficulties, currently the rate of online application submission at the commune level is only 76.1%. In some rural areas, the network infrastructure is not stable, the internet connection is weak; many elderly people or people with little access to technology are still afraid of electronic operations... To overcome the limitations, along with the requirement that departments, branches and localities ensure that 100% of eligible applications are received online and digitized from the input, the Provincial People's Committee is interested in upgrading the information technology infrastructure, transmission lines, and data connections to serve the reception and processing of applications via the electronic environment. Based on the procedures under their management, departments, agencies and localities review, clearly announce, fully post and update data on the Provincial Administrative Procedure Information System; strictly manage the progress of processing dossiers, do not let dossiers expire, if there is a delay, report clearly explaining the cause and remedial measures. From October 20, the Provincial People's Committee has deployed digital signature of business registration dossier processing results to shorten the time, ensure transparency and efficiency.
Comrade Nguyen Ngoc Nam, Deputy Chief of the Provincial People's Committee Office, Director of the Provincial Public Administration Service Center said: "In the future, we will research and promote the application of artificial intelligence in the flow, monitoring, and reminding of the progress of document processing, gradually forming a smart e-government model."
