
In Dien Bien province, the organization of the Congress of the Vietnam Fatherland Front and the Congress of socio-political organizations is of great significance in consolidating the great unity of the peoples, arousing the will of self-reliance and development aspirations. In order to concretize Directive No. 48-CT/TW, the Standing Committee of the Dien Bien Provincial Party Committee issued Directive No. 50-CT/TU dated August 4, 2025 on leading the Congress of the Vietnam Fatherland Front and socio-political organizations at all levels in Dien Bien province, term 2025 - 2030.
The Congress of the Vietnam Fatherland Front and socio-political organizations at all levels of the province was held in the context that Dien Bien had just completed the reorganization of the administrative apparatus according to the two-level model (province and commune), after implementing the consolidation and merger of administrative units. This is a step to concretize the Party's major policy on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient in the spirit of Resolution No. 18-NQ/TW dated October 25, 2017 of the 6th Central Conference of the 12th tenure, while thoroughly grasping and implementing Conclusion No. 126-KL/TW dated February 14, 2025 and Conclusion No. 127-KL/TW dated February 28, 2025 of the Politburo and the Secretariat of the Party Central Committee.
The organization of the Congress of the Vietnam Fatherland Front and socio-political organizations at all levels in Dien Bien took place in parallel with the process of rearranging administrative units, creating favorable conditions for comprehensively assessing the activities of the political system at the grassroots level, thereby perfecting the organization, consolidating the apparatus, selecting a team of key cadres with qualities, capacity, prestige and trusted by the Party Committee to assign tasks. As General Secretary To Lam emphasized at the National Conference to disseminate, deploy and summarize the implementation of Resolution No. 18-NQ/TW dated December 1, 2024, "The new apparatus must be better than the old one and put into operation immediately; not to interrupt work, not to leave gaps in time, not to leave vacant areas and fields; not to affect the normal activities of society and people... ".
Practice in Dien Bien shows that after completing the arrangement of administrative units, the province's organizational apparatus was improved, streamlined, and more unified; functions and tasks were clearly defined, reducing overlaps and increasing coordination and management efficiency. Personnel preparation for the Congress of the Fatherland Front and socio-political organizations was carried out synchronously, in line with the requirements of the new apparatus, ensuring the selection of key cadres with sufficient qualities, capacity, and prestige, trusted by the Party Committee to be assigned tasks.
By the end of September 2025, all 45/45 Vietnam Fatherland Front Committees at the commune level had completed the organization of the Congress of Delegates for the 2025-2030 term, ensuring completion before September 30, 2025, achieving 100% of the progress according to the plan. The results achieved: 44/45 Chairmen of the Vietnam Fatherland Front Committees at the commune level elected at the Congress all participated in the Party Committee, of which 39 comrades participated in the Party Committee Standing Committee.
At the provincial level, the 14th Congress of the Vietnam Fatherland Front of Dien Bien province, term 2025 - 2030, is in the process of active preparation and implementation, expected to take place on November 13-14, 2025. The Standing Committee of the Vietnam Fatherland Front Provincial Committee has completed the draft Political Report and Review Report, organized to collect opinions widely among the people and member organizations.
At the same time, socio-political organizations in the province have also simultaneously organized congresses at the commune and grassroots levels. The Dien Bien Provincial Labor Federation has directed trade unions at all levels to organize grassroots congresses in the context of the new two-level administrative apparatus, focusing on perfecting the organization after merging administrative units. The Women's Union at all levels has synchronously deployed preparations for the 2025-2030 term congress. The Women's Congress at the commune level and equivalent has had 46/48 units completing the Congress (as of October 27, 2025). The Ho Chi Minh Communist Youth Union Congress at the grassroots level has completed 134/134 units; the Youth Union Congress at the commune and ward levels has had 42/45 units completing the Congress (as of October 27, 2025). The Veterans Association at all levels in the province has had 40/46 commune-level and equivalent units completing the Congress (as of October 26, 2025). The Commune-level Farmers' Congress has had 35/45 units completing the Congress (as of October 27, 2025).
These results show that the organization of commune-level congresses of socio-political organizations in the province basically ensures the progress, plan and requirements of the province. The initial success in implementing grassroots and commune-level congresses of socio-political organizations in Dien Bien is of special significance. It is not only the preparation of organization and human resources, but also a vivid expression of the spirit of solidarity, mettle and aspiration to rise of socio-political organizations at the commune level in the context of the province continuing to reorganize the two-level administrative apparatus.
In addition to the remarkable results, the process of organizing the Congress of the Vietnam Fatherland Front and socio-political organizations at the commune level for the 2025-2030 term in Dien Bien province still has a number of difficulties and problems that need to be viewed objectively and comprehensively. The arrangement and merger of administrative units has expanded the scope of activities of the Vietnam Fatherland Front and grassroots socio-political organizations, increased the size of members and union members, but the payroll and specialized staff have been streamlined, leading to a larger workload; In some places, the review and coordination of personnel is still slow; there are cases of a lack of young cadres, female cadres, and ethnic minority cadres who meet the planning requirements; the content of some political reports is still formalistic, not close to the reality of the grassroots; the budget for organizing the Congress in many newly merged communes is still limited.
To ensure the success of the Congress of the Vietnam Fatherland Front and socio-political organizations at the provincial level for the 2025-2030 term, Dien Bien province has identified the need to focus on implementing a number of key tasks and solutions: continue to thoroughly grasp Directive No. 48-CT/TW and Directive No. 50-CT/TU; carefully prepare the system of Congress documents; carefully and closely prepare personnel work; strengthen propaganda and orientation of public opinion; promote the role of member organizations in preparing and organizing the Congress of the Vietnam Fatherland Front and socio-political organizations.
The results achieved in organizing the Congress of the Vietnam Fatherland Front and socio-political organizations at the commune level for the 2025-2030 term in Dien Bien province are vivid evidence of the comprehensive and close leadership of local Party committees and authorities, the close and synchronous coordination of the entire political system, and the high sense of responsibility of the staff, civil servants, public employees, union members and association members of the whole province. This is a solid premise for Dien Bien province to successfully organize the 14th Provincial Congress of the Vietnam Fatherland Front and the Provincial Congress of socio-political organizations for the 2025-2030 term, contributing to the successful implementation of the Resolution of the 15th Provincial Party Congress, building Dien Bien homeland to be increasingly developed, civilized and prosperous.
