
Doctor (grade III) - Code: V.08.01.03
1. Mission:
a) Medical examination and treatment:
- Perform medical examination and treatment duties of a medical practitioner in accordance with the assigned scope of professional activities;
- Emergency treatment at medical examination and treatment facilities and emergency care outside hospitals according to the provisions of law;
- Participate in professional consultation;
- Manage and improve the quality of medical examination and treatment: detect and report technical errors, participate in monitoring, checking and evaluating the quality of medical examination and treatment within the assigned scope of expertise.
b) Information, communication, health education :
- Identify needs and content of health education and guidance;
- Conduct health consultation, communication and education; evaluate health consultation, communication and education activities;
- Propose health management measures within the assigned scope.
c) Advise patients or their families to choose appropriate medical services;
d) Operate, use and report incidents of medical equipment serving diagnosis, intervention, treatment and emergency within the assigned scope;
d) Participate in medical examination, forensic examination, forensic psychiatric examination or related fields as prescribed by law;
e) Participate in providing professional and technical guidance and implementing disease prevention and control when assigned;
g) Training and scientific research:
- Participate in compiling professional documents; participate in developing regulations and technical procedures in assigned fields; solutions to improve the quality of medical examination and treatment;
- Participate in training and development in assigned fields appropriate to the level and scope of expertise for officials and learners;
- Preside over and participate in scientific research at ministerial, provincial and grassroots levels.
2. Standards on training and development levels:
a) Graduated from medical group (except preventive medicine); doctor of Dentistry;
b) Have a certificate of training according to the professional title standards of a doctor or have a license (certificate) to practice medical examination and treatment;
c) In case of graduating with a bachelor's degree in medicine from a foreign educational institution recognized by the Ministry of Education and Training as a university degree, a license (certificate) to practice medicine or a medical practice certificate must be granted or recognized as equivalent to a doctor's degree.
3. Standards on professional competence and expertise:
a) Understand the Party's viewpoints, policies and guidelines, the State's policies and laws on the work of protecting, caring for and improving people's health; grasp the orientation for professional and technical development;
b) Have skills in diagnosis, treatment, monitoring and emergency care;
c) Carry out health education and consultation work for the people;
d) Have communication and collaboration skills with service subjects and colleagues;
d) Have basic information technology skills and be able to use foreign languages (or ethnic minority languages for officials working in ethnic minority areas) as required by the job position.
Circular 41/2025/TT-BYT takes effect from December 18, 2025.
Regarding transitional provisions, the Circular clearly states that civil servants who have been appointed to the positions of doctor, preventive medicine doctor, or physician in accordance with the provisions of law before December 18, 2025, will be determined to meet the regulations on professional standards and expertise of the positions of doctor, preventive medicine doctor, or physician corresponding to the appointed professional title without having to complete them according to the provisions of this Circular.
