This is the 7th consecutive week that Bac Ninh has led the country, affirming the province's strong, substantial and sustainable efforts in administrative reform and digital transformation. Compared to the previous week, Bac Ninh increased by 0.35 points (from 91.73 to 92.08 points) - the highest increase in the top 5 nationwide. Bac Ninh is also the only locality to surpass the 92-point mark and has the fastest growth rate in the leading group.

Among the 6 component indices, “Publicity and Transparency” increased the most (+0.18 points), reflecting efforts to publicize information on administrative procedures and public services on the Public Service Portal; “Online payment” reached 9.88/10 points, accounting for 98.8% of the maximum score; “Satisfaction level” of people and businesses remained stable at 17.86/18 points (99.2% of the maximum score).
In the department and sector ranking, the Department of Ethnic Minorities and Religions rose to the top with 94.53 points, surpassing the Provincial People's Committee Office (94.00 points, 3rd place) and the Provincial Industrial Park Management Board (94.28 points, 2nd place).
The "excellent" group has 3 units with over 94 points; the "good" group (90 - 94 points) includes 7 units (Department of Health , Department of Science and Technology, Department of Construction, Department of Justice, Department of Culture, Sports and Tourism, Department of Industry and Trade); the "needs improvement" group (under 90 points) has 3 units, of which the Department of Finance decreased by 1.75 points due to problems with data synchronization on the national system.
At the commune and ward level, Hop Thinh commune holds the number 1 position with 93.94 points, just 0.02 points higher than Bac Giang ward (93.92 points). The top 10 leading units all scored over 92.6 points, reflecting consistent service quality and high competition. The bottom group (from Cam Ly commune to Dai Lai commune) scored from 88.21 to 90.55 points; only Cam Ly commune and Phu Lang commune had a positive increase in points thanks to improved progress in processing and digitizing records.
In the coming time, the Provincial People's Committee requests units to continue promoting the achieved results, especially the two indexes of Publicity, Transparency and Online Payment, and at the same time focus on improving the Online Public Service index (currently only reaching 70.4% of the maximum score). At the same time, completely fix the technical errors for 7 units that were incorrectly calculated on the National Public Service Portal, ensuring fair, accurate and transparent assessment results.
This week's results continue to affirm Bac Ninh province's pioneering position in administrative reform, digital transformation and improving service quality for people and businesses, towards building a modern, effective and people-friendly e-government.
