Bac Ninh is one of 11 northern localities required to proactively respond to floods and landslides.

On August 25, the Ministry of Agriculture and Environment issued a document to the People's Committees of the following provinces and cities: Lao Cai, Thai Nguyen, Lang Son, Son La, Phu Tho, Bac Ninh, Quang Ninh, Hanoi, Hai Phong, Hung Yen, Ninh Binh on proactively responding to heavy rains, floods, inundation, flash floods, and landslides.

Heavy rain due to the impact of storm No. 5, many main roads in Thai Binh city (old) were partially flooded.

According to the bulletin of the National Center for Hydro-Meteorological Forecasting, from the evening of August 25 to the morning of August 27, the midlands and deltas of the North, Son La, and Lao Cai will have moderate to heavy rain, with rainfall ranging from 100-200mm, and locally very heavy rain of over 300mm; warning of the risk of flooding in low-lying areas, urban and industrial areas; the possibility of floods and flash floods on small rivers and streams, and landslides on steep slopes.

Implementing the direction of the Secretariat in Official Dispatch No. 70-CV-TW dated August 23, 2025 and the direction of the Prime Minister, to proactively respond to heavy rain, risks of floods, inundation, flash floods, and landslides, the Ministry of Agriculture and Environment requests the People's Committees of provinces and cities to closely monitor forecasts and warnings of heavy rain, risks of floods, inundation, flash floods, and landslides and provide timely and complete information to local authorities and people for proactive prevention.

Provinces and cities deploy shock troops to inspect and review residential areas along rivers, streams, low-lying areas, and areas at risk of floods, flash floods, and landslides. Organize forces to guard, control, support, and guide traffic safety for people and vehicles, especially at culverts, spillways, deep flooded areas, fast-flowing water areas, and areas where landslides have occurred or are at risk of landslides.

Localities are ready with forces, materials and means for rescue when required; handle incidents, ensure smooth traffic on main traffic routes when heavy rain occurs. At the same time, organize serious on-duty teams, regularly report to the Ministry of Agriculture and Environment (through the Department of Dyke Management and Disaster Prevention and Control).
