Bac Ninh: Rewarding 25 typical ethnic minority areas in 2025

2025 is the first year of implementing the two-level local government model after the merger, with many challenges for grassroots mass mobilization work. However, thanks to the synchronous participation of the political system and the core role of prestigious people, mass mobilization activities in mountainous communes and ethnic minority areas continue to achieve many positive results, contributing to maintaining stability, promoting socio-economic development and strengthening the great solidarity of ethnic groups.

The province currently has more than 312 thousand ethnic minorities, accounting for 8.6% of the population; living in more than 30 communes and wards in the midlands and mountainous areas. Infrastructure and living conditions of ethnic minorities continue to improve. 100% of households have access to electricity. 99.5% of villages have cultural houses.

The Core People's Mobilization Group in the Ethnic Minority Area has 75 members, 73 of whom are prestigious. Over the past time, the group has maintained its regular activities and become more and more effective. Through the application of information technology, especially the Zalo group "Core People's Mobilization Group in the Ethnic Minority Area", members have sent more than 1,122 reflections and reports on the situation of the people, in which many cases were promptly handled right at the grassroots level. Many important information were sent to the Party Committee and authorities via Zalo channel such as: Difficulties in site clearance; water source pollution; forestry land disputes; damage caused by storms; slow progress of irrigation works; land donation for road construction but not yet received support... The cases were compiled and coordinated to be resolved quickly, creating high consensus among the people.

At the conference, delegates contributed many opinions reflecting the situation of ethnic minorities in the localities. A representative of Cong Lau village (Bien Son commune) shared experiences in propagating the policy of merging and operating the 2-level government model. The village has 100% Nung people living there, the intellectual level of the people is still limited, but thanks to good mass mobilization work, 100% of voters agreed to the merger; The 7-member Community Mass Mobilization Team operates effectively, promptly resolving arising issues related to security, order, culture and life.

Emphasizing the role of prestigious people in promoting economic development, Mr. Chu Van Pai, Hop Thanh village (Son Hai commune) shared his experience in mobilizing people to change crop varieties, develop large-scale livestock farming, and apply science and technology to increase productivity and sustainably reduce poverty. Models of mass mobilization associated with agricultural and forestry production, cultural preservation, security and order maintenance, etc. were highlighted as bright spots spreading throughout the community.

In addition, presentations from Bao Dai, Truong Son, Yen The, Sa Ly, Son Dong communes... deeply analyzed the specific difficulties of ethnic minority areas such as large areas, difficult transportation, many households lack smartphones for interaction; natural disasters, landslides; large income gaps; risk of cultural identity fading. However, from practice, many creative ways of mass mobilization still appear such as teaching ethnic languages and scripts, restoring Then and Sloonghao singing; mobilizing community resources to build cultural houses; mobilizing land donations, opening roads; organizing youth clubs to maintain security and order...

Speaking at the conference, comrade Nguyen Dinh Loi emphasized that in every stage, mass mobilization work always plays a strategic role, a strong bridge between the Party and the people, especially in ethnic minority areas. Mass mobilization work must be one step ahead, demonstrating flexibility, perseverance and penetrating deeply into the lives of each household. He suggested that all levels, sectors and localities in the coming time continue to innovate mass mobilization methods, associated with digital transformation; promote the role of prestigious people; strengthen community supervision; maintain regular interactions, honestly reflect the thoughts and aspirations of the people. At the same time, it is necessary to promote the implementation of national target programs for ethnic minority areas to improve the material and spiritual life of the people, and preserve traditional cultural identity.

He requested all levels and sectors to continue to focus on developing people's infrastructure, effectively implementing transportation projects, especially the system of bridges and roads connecting communes and villages, to facilitate people's trade and production. At the same time, it is necessary to pay more attention to social security, promote policies to support poor households and households lacking capital for production, support the building and development of highland product brands, and care for people's health, considering this a key task in the goal of sustainable poverty reduction and improving the quality of life of the people.

Regarding propaganda work, he suggested that the propaganda sector innovate its content and methods in the direction of being close to the people, grasping the situation to each family and each target group, while strengthening supervision of the implementation of the Party and State's policies and guidelines, especially economic development programs in ethnic minority areas. In addition, it is necessary to pay attention to building a team of prestigious and capable mass mobilization cadres who are truly the fulcrum of the people, creating a clear change from awareness to action, so that cadres and party members are both servants and role models in the community.

He also suggested focusing on investing in facilities, upgrading information infrastructure, and applying digital technology in receiving and handling people's feedback to improve the effectiveness of two-way interaction between the government and the grassroots. According to him, the synchronous implementation of the above contents will help better promote the role of the core Mass Mobilization Team, promote sustainable poverty reduction, economic development, cultural preservation and build great national unity in mountainous areas and ethnic minority areas of the province.

Recognizing the contributions of prestigious people, on this occasion, the Provincial Party Committee's Propaganda and Mass Mobilization Commission awarded 25 individuals with outstanding achievements in mass mobilization work in ethnic minority areas in 2025.
