Kep Commune: Exploiting advantages, building a modern logistics service center

According to some experts, Kep commune currently possesses the advantages to become an important logistics service center of the region and the whole country. That is, it has a particularly favorable location, playing the role of an important trade gateway such as: The Bac Giang - Lang Son expressway passes through with the intersection at Km 108 + 500 connecting with National Highway 37, National Highway 1 and a system of provincial roads that are invested in synchronous and modern construction. Kep commune has National Highway 1 running along the North and South of the commune, along with National Highway 37 connecting the West of the commune. These are vital traffic routes, connecting the provinces and cities of Hanoi, Hai Phong, Quang Ninh with Lang Son province and international border gates (Dong Dang, Huu Nghi).

Located on the international railway line Hanoi - Kep - Dong Dang - Bang Tuong (China), Kep Station has been approved as an international transit station that acts as a cargo transit center serving the import and export of goods from industrial zones and clusters in Bac Ninh province and neighboring provinces and cities. Transporting goods through Kep Station has helped reduce costs and increase the speed of import and export, especially goods to and from China and Europe. This model facilitates the development of customs, warehousing, packaging and on-site distribution services. According to Bac Giang Customs, the import and export turnover of goods through the station since the beginning of the year has reached more than 25.7 million USD.

In addition to infrastructure, the active and decisive participation of Bac Ninh provincial authorities at all levels is also an important foundation for the formation of a modern logistics center. After implementing the 2-level local government model, Bac Ninh province has made its mark by always holding the leading position on the Index of Directive, Operation and Assessment of Service Quality for People and Enterprises in the Implementation of Administrative Procedures and Public Services in the Electronic Environment. In particular, the "green channel" is a mechanism to prioritize administrative procedure processing to speed up the progress of key projects. Bac Ninh province leads the country in attracting investment, especially foreign direct investment, thanks to its attractive investment environment and synchronous infrastructure. Favorable factors include a strong supporting industrial ecosystem, high-quality human resources and active and decisive support from Bac Ninh provincial authorities at all levels, creating an attractive and competitive environment to attract investment. In 2025, the industrial production value is estimated to reach 2.5 million billion VND; total import-export turnover is 182 billion USD; of which, export is 94 billion USD, import is 88 billion USD.

Exploiting advantages and potentials, Kep commune has planned a logistics area associated with Kep Station as an international transit station with a scale of about 40 hectares, in which the expansion of the station and cargo port is very necessary and consistent with the policy and orientation of socio-economic development of the province. Kep commune has approved a detailed plan of 1/500 for Huong Son dry port, which is an ICD dry port and a warehouse serving logistics activities with a scale of 43 hectares right at the intersection of Bac Giang - Lang Son highway at Km 108 + 500. This port is about 2 km from Kep Station with the goal of creating space for modern warehouse services, distribution centers, cold storage, meeting the needs of large-scale storage and handling of goods.

According to comrade Pham Cong Toan, Secretary of the Kep Commune Party Committee, the province's strong industrial development and the planning of industrial zones and clusters in the commune as well as neighboring areas create a huge "demand" for logistics services. Specifically, Kep Commune is carrying out compensation and site clearance for 2 industrial clusters with a total area of about 140 hectares, proposing new planning for Quang Thinh Industrial Park, Kep 1 Industrial Cluster, Kep 2 Industrial Cluster with a scale of about 350 hectares, especially VSIP Lang Son Industrial Park with an area of 600 hectares near Kep Station; Industrial Parks: Tan Hung, Nghia Hung, Tan Thanh, My Thai, My Thai - Xuan Huong... within a radius of about 10 km, creating a large supply chain, ensuring a stable, continuous and diverse source of input and output goods, leading to the need for modern professional transportation, warehousing and customs services.

With the current population and area, Kep commune has a good foundation for economic restructuring: Abundant human resources, 5 old communes of Lang Giang district have about 250 thousand people, of which Kep commune has a population of 43 thousand people, which is a great advantage, with a local labor force that can be trained to serve logistics services and operate warehouse and intermodal terminal infrastructure. Investment in logistics development will promote Kep commune to transform from an agricultural, rural commune to a new service-industrial center of Bac Ninh province, contributing to increasing income and improving people's lives.

Thanks to the advantage of synchronous transport infrastructure, Kep Station is recognized as an international transit station, with the planning of a concentrated logistics area and the demand for raw materials and input goods for large industries from neighboring industrial parks and clusters, Kep commune is converging all the conditions for development. The drastic participation of the government and abundant local human resources further motivate this locality to become an important logistics goods distribution center, not only serving Bac Ninh province but also being a transit point for goods from the northern provinces and cities to China, Europe and vice versa.
