Deploying guidelines on a number of special mechanisms and policies to create breakthroughs in law making and enforcement

BAC NINH - Vice Chairman of the Provincial People's Committee Pham Van Thinh has just signed and issued Document No. 5477/UBND-NC on the implementation of Decree No. 289/2025/ND-CP of the Government in Bac Ninh province.

Accordingly, in order to implement Decree No. 289/2025/ND-CP guiding the implementation of Resolution No. 197/2025/QH15 of the National Assembly on a number of special mechanisms and policies to create breakthroughs in the development and organization of law enforcement, ensuring consistency, efficiency and timeliness, the Chairman of the Provincial People's Committee requested departments, branches and localities to organize propaganda, dissemination and implementation of the contents of Decree No. 289/2025/ND-CP to the departments, affiliated units and the entire team of cadres, civil servants, public employees and workers under their management. Deploy and implement the contents as prescribed in the Decree in accordance with the assigned functions and tasks.

Actively propagate and thoroughly implement Decree No. 289/2025/ND-CP to all cadres, civil servants, public employees and workers under management.

In which, the work of law making is a budget expenditure task of which level is guaranteed by the budget of that level. Every year, at the same time as the state budget estimate is prepared, agencies and units prepare the budget estimate for law making work and send it to the Department of Finance (for provincial level) and the Economic Department (for commune level), the Economic Infrastructure Department (for ward level) to synthesize and submit to the competent authority to arrange funding according to regulations.

The Office of the National Assembly Delegation and the Provincial People's Council and the Department of Justice are responsible for reviewing and making a list of people participating in law-making work, reporting to the Chairman of the Provincial People's Council and the Chairman of the Provincial People's Committee for approval as a basis for proposing funding for 2025 and the following years.

The Chairman of the Provincial People's Committee assigned the Department of Justice to be responsible for providing guidance on tasks and activities in law-making and law enforcement that apply special mechanisms and policies stipulated in the Decree; organizing specialized training sessions on law-making. At the same time, preside over and coordinate with relevant agencies and units to advise on a number of special mechanisms and policies to create breakthroughs in law-making and law enforcement in Decree No. 289/2025/ND-CP in the province; monitor and urge the implementation of Decree No. 289/2025/ND-CP and synthesize, propose and report to the Ministry of Justice and the Chairman of the Provincial People's Committee according to regulations.
