Project to create momentum
The southern Van Phong area has a strategic location with a deep-water port, a national transportation system connecting to the North-South expressway and the North-South railway, and a planned land area of over 4,200 hectares for industrial and port development, including over 1,762 hectares for industrial parks. However, the current state of technical and social infrastructure is inadequate and weak, making the development of industrial parks difficult. Furthermore, the shortage of high-quality labor prevents this area from making a significant contribution to the goals of Resolution No. 01 of the Provincial Party Committee on double-digit economic growth for the period 2025-2030.

Furthermore, demographic data, age distribution, and labor skill levels indicate that, with a current population of approximately 104,000 people, the local labor supply in the southern Van Phong area remains low. Therefore, the development of southern Van Phong will be linked to a large influx of migrant workers, leading to a significant increase in the population due to migration. Consequently, investing in integrated technical and social infrastructure is not only a requirement to support production but also a prerequisite for ensuring sustainable development in the southern Van Phong area.
Mr. Tran Minh Chien, Head of the Provincial Economic Zone and Industrial Park Management Board, affirmed that without timely solutions, southern Van Phong in particular and the Van Phong Economic Zone in general will miss opportunities from the special mechanism under Resolution No. 55 of the National Assembly on piloting some special mechanisms and policies for the development of Khanh Hoa province (effective until the end of 2027), leading to a loss of competitive advantage with neighboring economic zones. Issues such as environmental pollution from industry, housing shortages for workers, and difficulties in transitioning local residents from agriculture to industry will also be challenging problems. The issuance of this plan is extremely urgent to address these core issues, ensuring sustainable development and balancing the interests of the three parties: the State, businesses, and the people; while simultaneously leveraging national policies to shorten investment time, reduce logistics costs, and improve labor productivity. The project will also propose comprehensive, synchronized, and feasible solutions to improve infrastructure capacity in the southern area of the Van Phong Economic Zone.
Synchronized development
According to the leaders of the Provincial Economic Zone and Industrial Park Management Board, the project will be built on 7 main planning zones (from zone 13 to zone 19) in the Van Phong Economic Zone Planning. With over 1,762 hectares of industrial park land, closely linked to the deep-water port system and national transportation network, this area is truly expected to yield great results for the project.
BOX: Comrade TRAN HOA NAM - Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee: To make South Van Phong a dynamic industrial center, there must be specific development goals. In the next 10 years, it is necessary to determine the order of implementation of projects and the number of industrial parks; reassess the current state of necessary conditions for industrial development such as electricity, water, waste treatment, labor issues, social infrastructure... From there, propose effective implementation solutions. He also reminded the Provincial Economic Zone and Industrial Park Management Board to integrate investment project lists in this area in the coming time; and to determine a plan to implement Resolution No. 01 of the Provincial Party Committee, contributing to making Khanh Hoa province a centrally-governed city. After the plan is completed, the Provincial Economic Zone and Industrial Park Management Board will advise the Provincial People's Committee to submit it to the Standing Committee of the Provincial Party Committee for consideration.
The project also studies the expanded demand for the use of technical infrastructure, transportation, seaports, and logistics in the southern Van Phong area, specifically for the Ninh Xuan 1 and Ninh Xuan 2 Industrial Parks, located more than 10km from the Van Phong Economic Zone. The project is based on in-depth analysis of current documents from zoning plans and survey questionnaires from major industrial park investors, including: Hoan Cau Van Phong Joint Stock Company, Viglacera Yen My Industrial Park Development Joint Stock Company, Sonadezi Khanh Hoa Joint Stock Company, Ninh Khanh Land Development Joint Stock Company, and the Becamex - VSIP Joint Venture (Ninh Xuan 1 and Ninh Xuan 2 Industrial Parks outside the Van Phong Economic Zone). Through this, the project identifies current issues, urgent needs, and specific solutions to transform this area into a dynamic industrial center of the province, creating momentum for the province's economic growth and contributing to the achievement of national and local strategic goals for the development of the marine economy, industry, and logistics. The total investment for the entire program to develop technical and social infrastructure in the southern Van Phong area for the period 2026-2036 is projected to be 48,808 billion VND. Of this, 7,078 billion VND will come from the state budget, and 41,730 billion VND will come from non-budgetary sources, businesses, and social contributions.
Mr. Chau Ngo Anh Nhan, Director of the Department of Finance, stated that for the Van Phong Economic Zone to develop more strongly and achieve concentrated industrial development, a specific plan is absolutely necessary. However, when the plan is implemented, the development of the southern Van Phong area needs to be considered within the overall context of the Van Phong Economic Zone, as well as its impact on neighboring areas, in order to create synchronized development and complement each other's strengths.
Representatives from the Department of Industry and Trade, the Department of Agriculture and Environment, Dong Ninh Hoa commune, and Van Hung commune stated that when developing the southern Van Phong area into a dynamic industrial center of the province, the project must address wastewater treatment, the construction of a cemetery, and vocational training in line with investment attraction strategies. In particular, consideration should be given to building a sufficiently large resettlement area to provide land for relocated residents when the industrial park develops. Furthermore, plans for utilizing domestic water resources once the industrial parks become operational also need to be considered.
