The Vietnam Road Administration proposes adding three new expressways.

The Vietnam Road Administration has just proposed to the Ministry of Construction to adjust the National Road Network Planning for the period 2021-2030, with a vision to 2050, including a proposal to add three new expressways to strengthen regional connectivity and expand strategic transport corridors.

According to the Vietnam Road Administration, the need to adjust the planning stems from major changes in socio -economic development orientation, GDP growth targets, and the process of administrative unit restructuring according to new policies of the Central Government and the National Assembly. These factors are predicted to lead to a sharp increase in transportation and logistics demand in the coming period.

Three new expressways added.

Three additional expressways have been proposed: the Lang Son-Thai Nguyen-Tuyen Quang-Yen Bai-Son La expressway, with a proposed length of approximately 378km; the Phan Thiet-Bao Loc-Gia Nghia expressway, with a length of approximately 141km; and the Cao Bang -Tuyen Quang-Lao Cai-Son La expressway, with a length of approximately 335km. All three expressways will be developed to a 4-lane scale.

The Lang Son - Thai Nguyen - Tuyen Quang - Yen Bai - Son La route is approximately 378km long and has 4 lanes. According to the planning orientation, this will be the northern expressway ring road along the East-West axis, connecting many economic centers, industrial zones, and international border gates such as Tan Thanh (Lang Son) and Chieng Khuong (Son La). The route is expected to create an additional cross-border transport corridor, promoting the development of logistics, trade, and urbanization in the northern midland and mountainous regions.

The second route is the Cao Bang - Tuyen Quang - Lao Cai - Son La expressway, approximately 335 km long, also planned with 4 lanes.

Specifically, the proposed new plan suggests adjusting the route connecting the Hanoi-Lao Cai expressway with Ha Giang along National Highway 279, from Bac Quang to Bao Ha. According to the Vietnam Road Administration, this route will contribute to the formation of an economic axis linking the provinces of Dien Bien, Son La, Lao Cai, Tuyen Quang, Thai Nguyen, and Lang Son.

Beyond its economic and logistical significance, the expressway is also considered crucial for ensuring national defense and security, and enhancing disaster response capabilities in the northern mountainous region.

The third proposed route is the Phan Thiet - Bao Loc - Gia Nghia expressway, approximately 141 km long and with 4 lanes. This route will serve as an East-West economic corridor, strengthening connectivity between the Southern Central Highlands and the South Central Coast and the Southern key economic region. Simultaneously, it will facilitate access to major seaports in Binh Thuan and Ba Ria - Vung Tau, as well as the Phan Thiet and Long Thanh airports.

At the same time, this expressway will contribute to improving the capacity to transport goods from the Central Highlands to seaports, especially bauxite, alumina, and export agricultural products, thereby reducing logistics costs and shortening transportation time.

Adjusting the investment schedule for many existing routes.

Besides adding new routes, the Vietnam Road Administration also proposed adjusting the planning and investment schedule for many existing expressway projects.

Specifically, the Ho Chi Minh City - Tien Giang - Ben Tre - Tra Vinh - Soc Trang - Ca Mau route is proposed to be extended to connect with the Ca Mau - Dat Mui route. After adjustments, the entire route is expected to be approximately 260 km long and is planned for investment after 2030.

Regarding the Bao Ha - Lai Chau route, this agency recommends accelerating the investment progress to before 2030 in order to increase connectivity between the Northwest region and the Noi Bai - Lao Cai expressway.

Conversely, the Bac Ninh - Ha Long section of the Noi Bai - Bac Ninh - Ha Long route is proposed to have its implementation delayed until after 2030 because the area is simultaneously implementing several other large infrastructure projects such as the connection route between Gia Binh airport and Hanoi and the Hanoi - Quang Ninh high-speed railway line.

In addition, the Vietnam Road Administration also proposed adding the Viet Tri - Hoa Binh expressway, approximately 55 km long with 4 lanes, and expected to be invested in before 2030, in order to strengthen connectivity in the northern midland and mountainous regions.

Several ongoing expressways are also proposed for expansion to meet future traffic demands. Specifically, the Ninh Binh - Hai Phong expressway is proposed to be upgraded from 4 to 6 lanes; while the Ho Chi Minh City - Chon Thanh and Ho Chi Minh City - Moc Bai expressways are proposed to be expanded from 6 to 8 lanes.
