
Specifically, the drafting agency proposes establishing a central food safety management agency under the Ministry of Health . At the local level, a Food Safety Department would be established by merging the functions, tasks, personnel, and related facilities from units under the Department of Health, the Department of Agriculture and Environment, and the Department of Industry and Trade. At the commune level, a food safety team would be organized as a public service unit under the People's Committee, performing tasks of inspection, supervision, handling violations, and coordinating with units such as the Department of Culture and Social Affairs, the Department of Economy, and the Health Station to implement its work. According to the proposal, the Provincial People's Committee would be responsible for state management of food safety in its area. This reorganization into a single point of contact aims to overcome the current fragmentation of resources.
