The Ministry of Construction said that currently, regulations on the management and use of road safety corridors, road construction safety and measures to ensure fire prevention and fighting (PCCC) of road infrastructure have been fully regulated by the State in the 2024 Road Law, the Law on Road Traffic Order and Safety, the Law on Fire Prevention, Fighting and Rescue and guiding documents under the Law.
However, the management and use of road safety corridors in some localities in recent times still have some shortcomings leading to risks of traffic safety and road safety; for example, the fire under Vinh Tuy bridge ( Hanoi ) that occurred on August 30, causing many vehicles to burn and potentially affecting the structure of Vinh Tuy bridge.
To strengthen the management and use of road traffic safety corridors, protect road infrastructure, and ensure safety for people and vehicles in accordance with State regulations, the Minister of Construction requests the Chairmen of the People's Committees of provinces and centrally-run cities to direct the review of all management and use of road safety corridors under their management.
In particular, the temporary use of roads and sidewalks for other purposes in localities; ensuring that roads and sidewalks are not used for purposes contrary to the provisions of Decree 165/2024 of the Government.
On the other hand, promptly handle cases of encroachment, occupation, and illegal use of road safety corridors and road land in violation of the law. Take full responsibility if they exist in the management and use of road safety corridors and road land, threatening the safety of road works in the area; allowing fires to occur related to road infrastructure such as the incident that occurred under Vinh Tuy bridge recently.

At the same time, localities are required to check fire safety conditions related to the use of traffic infrastructure in general and road infrastructure in particular, ensuring compliance with Decree 105/2025 of the Government on fire prevention and fighting management.
The Ministry of Construction emphasized: "Report the review results to the Ministry of Construction before September 25 for synthesis and reporting to the Prime Minister."
Localities are also responsible for directing traffic infrastructure management units to coordinate with the Traffic Police, the Social Order Administrative Police and the Fire Police to strengthen road patrols, control, detect and handle cases of using traffic infrastructure in violation of fire prevention regulations, including the use of overpasses as illegal parking lots.
Make a plan to immediately relocate parking lots out of the protected area of road infrastructure (if any) before October 30, prioritize investment in building parking lots that meet standards according to approved planning, meeting the needs of static traffic in urban areas.
The Ministry of Construction assigned the State Appraisal Department of Construction Quality to coordinate with specialized agencies of Hanoi City in organizing inspection and assessing the impact of the fire on the quality and operation of Vinh Tuy Bridge. At the same time, propose solutions (if necessary), report to the Ministry of Construction as a basis for coordination with the Hanoi People's Committee, and report to the Prime Minister on the implementation results before September 15.
The Department of Construction Infrastructure shall preside over and coordinate with the Department of Science, Technology, Environment and Construction Materials, and the Vietnam Road Administration, based on their assigned functions and tasks, to urgently organize, guide, and coordinate with relevant local agencies to review all management and use of road safety corridors and measures to ensure fire prevention and fighting for road infrastructure in accordance with the law. The Ministry of Construction also requests that the results of this review be reported to the Ministry before September 25.
