Panorama of Vietnam's private economy is a model initiated by the Private Economic Development Research Board (Board IV), gathering the largest, most prestigious and most standardized private enterprise sector.
The objective of this model is to mobilize the combined strength of the private sector to promote private economic development to become the most important driving force of the Vietnamese economy. The model aims at a "public-private partnership" mechanism, which means working together and sharing responsibilities between the private sector and state agencies, contributing to the implementation of the resolutions on private economic development of the Politburo and the Government.
Under the direction of the Prime Minister, Committee IV was assigned to deploy the model, playing the role of a special public-private bridge, aiming to change the mindset from "everyone does it their own way" to the spirit of "public-private co-creation". The highlight of the model is to promote new actions, ensuring the implementation of Resolution No. 68-NQ/TW on private economic development brings about real results. Activities will be deployed at 3 levels: national, local and grassroots to mobilize the participation of businesses of all sizes and in all fields.
In addition, the Prime Minister assigned Committee IV to establish the Private Economic Development Fund to support pioneering enterprises; at the same time, encourage localities to listen, facilitate and support production and business activities. The model also promotes the spirit of dedication to the country, strengthens enforcement supervision, promotes public-private cooperation and direct advice to remove difficulties for enterprises.
According to Ms. Pham Thi Ngoc Thuy, Director of Office IV, the difference of the Private Economic Panorama model is the gathering of the largest, most prestigious and most standardized private enterprise sector.
This model will operate continuously, lasting over the years, not for group interests but for the responsibility of designing and implementing comprehensive solutions for the development of the economy and of each industry and field. The goal and mission of the program is to promote the development of the private economic sector, contribute to the growth target, and build an independent, self-reliant, and sustainable economy.
The model will accompany businesses to solve national problems, build internal strength based on science and technology, innovation, digital transformation and global orientation. Along with that, it will provide an overview of the global and domestic context, the economic context, and business development to effectively play the role of a public-private bridge.
Ms. Pham Thi Ngoc Thuy said that the program has two main structures. Firstly, the committees and working groups operate regularly all year round, promoting substantial contributions from businesses and industries, and at the same time directly reflecting difficulties and obstacles in mechanisms and policies to propose solutions.
Second, the Panorama Program. This is a high-level public-private dialogue forum, held annually to review the overall development of the private economy, discuss strategic issues and establish breakthrough models for the economy.
In particular, the program will also carry out the important task assigned by the Prime Minister: to discover and honor advanced models. Specifically, national enterprises, national entrepreneurs and creative localities - groups and individuals who demonstrate a dynamic, creative spirit and effective public-private linkage.
An important highlight is that the program will discover and honor ethnic entrepreneurs, nation-building enterprises, creative localities, and encourage examples of innovation and effective public-private linkage.
Ms. Pham Thi Ngoc Thuy said that enterprises now have many channels to access capital and resources in traditional models. However, the Prime Minister has also assigned Committee IV to research and deploy the Private Economic Development Fund; at the same time, connect with new funding sources. This will help programs and projects on the public-private axis have effective resources to implement in the coming period.
Mr. Mai Huu Tin, Deputy Head of Department IV, Chairman of the Board of Directors of U&I Investment Joint Stock Company, commented that Resolution 68-NQ/TW is like a 'fire starter' to awaken the spirit of dedication of Vietnamese entrepreneurs. The current challenge is not only in policy, but also in the response of the business community, which must take strong and specific actions to realize the aspiration to develop the country.
Mr. Truong Gia Binh, Head of Committee IV, emphasized that before Resolution 68-NQ/TW, many businesses were still familiar with the mechanism of asking and giving, and were worried about the risk of loss. These barriers almost did not exist elsewhere, so removing them was obvious. But just removing difficulties is not enough, more importantly, we need to work together to build the country.
According to Mr. Binh, a country that wants to grow strongly needs businesses of international stature. This responsibility belongs not only to the business community, but also to the State with the spirit of “Government accompanies, businesses commit” – public-private partnership for national development.
In particular, this time the program not only relies on the domestic business community but also mobilizes Vietnamese intelligence and talent globally. Many overseas Vietnamese have contributed to creating world-class technological inventions and are ready to return and contribute to the Fatherland.
"On October 10, when the Vietnam Private Economic Panorama Program is officially launched, this will be a historic milestone, which can be seen as a modern-day "Binh Than Conference" - a place where intelligence, will and aspiration to build the country converge," Mr. Truong Gia Binh affirmed.
After the Panorama of Vietnam's Private Economy, the 4 Committees and working groups under the model continue their annual and consistent policy and solution design activities to work with the Government, ministries, branches and localities to implement "Public-private nation building: Strong and prosperous" as the set goal.
In the model of "Vietnam Private Economic Panorama", annual activities are structured to include: Panorama Executive Council; major committees and working groups representing industry/sector groups to specify the scale and expectations of private economic development as assigned by the Prime Minister.
Mr. Phan Duc Hieu, member of the National Assembly's Economic and Budget Committee, said that the "public-private national building" initiative is spreading the entrepreneurial spirit into the public sector, contributing to promoting positive changes. "Instead of just criticizing, businesses should proactively propose specific policies, especially in the context that the National Assembly is about to amend and supplement 48 laws related to business activities of enterprises," Mr. Hieu emphasized.
Mr. Truong Gia Binh, Head of Department IV said: “We will promote the mechanism of working together and sharing responsibility between the private sector and State agencies in economic development. This will be a place where the intelligence, resources, profound voices and great solutions of the private business community from large to small converge, contributing to realizing the goal of developing the private economy into the most important driving force of the economy”.
