Upon arriving in Dinh Hoa commune, my first impression was of the peaceful rural atmosphere, the open and airy environment, and the friendly and gentle people. The roads leading to the hamlets and villages are paved with asphalt or concrete, lined with trees and streetlights, ensuring they are bright, green, clean, and beautiful. The hamlet's cultural center, sports area, and playground have been comprehensively invested in.
The commune has 30 hamlets, 257 self-governing residential groups, with 11,575 households and 56,675 inhabitants; it is an area with a large ethnic minority population, accounting for 51.67% of the population, mainly Khmer people. Each family contributes to building a cultured family, a cultured hamlet, and a cultured residential area. People actively participate in cultural, artistic, and sports movements, and unite to help each other develop the economy and build happy families. Annually, 96% of families in the commune achieve the title of cultured family, and 100% of hamlets maintain the title of culturally exemplary hamlet. The political security, order, and social safety situation in the area is stable.
According to Mr. Ngo Thanh Hung, Chairman of the People's Committee of Dinh Hoa Commune, the Party Committee and People's Committee of the commune closely follow the resolutions, directives, and guidelines of higher levels on culture, especially the movement for national unity in building a cultured life, to develop implementation plans that are appropriate to the local situation. During the implementation process, the commune links the movement with the construction of new rural areas, constantly innovating the content and form of propaganda to raise people's awareness of the role and importance of culture and the movement. As a result, the movement is increasingly widespread, comprehensively impacting all aspects of life and making a significant contribution to the transformation of the rural area. The active and voluntary participation of the majority of people in the area has formed a civilized and modern lifestyle in families and communities, contributing to building a healthy cultural environment and promoting the traditional cultural values of the nation.
Cultural development, human resource building, cultural environment, social ethical standards, and the building of culturally exemplary families have been widely promoted. Traditional cultural values, customs, and good practices are preserved and promoted. A highlight that makes Dinh Hoa commune a shining example in building grassroots cultural life is the attention and involvement of the local Party committee, government, associations, and organizations, as well as the enthusiastic support of the people. Building culturally exemplary families is a central and continuous task in the process of implementing the nationwide movement for solidarity in building a culturally exemplary life.
The commune actively promotes and widely disseminates the criteria for recognizing culturally exemplary families among the people; incorporating the target of building culturally exemplary families into the regulations of hamlets and residential areas for people to seriously implement. At the same time, it links the criteria for building culturally exemplary families with the content of movements such as: "Building a prosperous, equal, progressive, and happy family," "Families with 5 no's and 3 clean's," and implementing civilized lifestyles in weddings, funerals, and festivals. Ms. Danh My Ngoc, residing in Hoa Hon hamlet, Dinh Hoa commune, shared: "The criteria for evaluating culturally exemplary families are easy to understand and close to life, so we wholeheartedly support and participate with the government and local authorities in building a progressive cultural lifestyle. The movement of all people uniting to build a cultural life contributes to strengthening community bonds and building national unity."
In addition, Dinh Hoa commune encourages residential areas to establish cultural, artistic, and sports clubs and teams. Every year, the commune organizes cultural, artistic, and sports exchange competitions at the commune level for the people to participate in. The commune focuses on improving the system of cultural and sports facilities from the commune to the hamlet level, and on the socialization of physical education and sports, resulting in increased investment in infrastructure and sports fields. The physical education and sports movement among the people is increasingly developing, with 25% of the population regularly participating in health training. The system of playgrounds, training grounds, and cultural and sports facilities is well managed and utilized effectively, meeting the needs of local people for meetings, entertainment, and activities.
The nationwide movement for solidarity in building a cultured way of life, linked with the construction of new rural areas, has strongly fostered the spirit of unity among the people in shifting the structure of crops and livestock, helping each other develop family economies , achieving sustainable poverty reduction, building a cultured and civilized lifestyle, and promoting socio-economic development. The lives of the people have improved significantly, with an average per capita income of over 72 million VND/year, and the multidimensional poverty rate in the commune has decreased to 2.49%.
