

The Dien Bien Phu cable car complex project, combining cultural and historical tourism , has a total investment of over 2,000 billion VND (Illustrative image).
According to Decision No. 938/QD-UBND of the People's Committee of Dien Bien province, the investment policy and investor for the Dien Bien Phu cable car and cultural-historical tourism complex project have been approved. The project has a total investment capital of approximately 2,076 billion VND, of which the enterprise's capital contribution is 312 billion VND, equivalent to 15% of the total capital; the remainder will be mobilized from other sources.
The selected investor is Fansipan Sa Pa Cable Car Tourism Service Co., Ltd. This is a subsidiary of Sun Group, which currently operates the Fansipan Sa Pa cultural tourism complex, cable car services, entertainment facilities, and hotels, also known as Sun World Fansipan Legend in Lao Cai.
The project aims to exploit the potential of the natural landscape, geographical location, and unique historical value of the Dien Bien Phu area; to create a distinctive, high-quality tourism product, and to increase the competitiveness of local tourism. Besides economic factors, the project also aims to preserve, honor, and promote the value of the Dien Bien Phu Victory National Special Monument through exhibition spaces, experiential activities, and historical education.
According to the decision, the cable car complex will contribute to connecting historical sites in the area, improving accessibility for tourists, especially in areas with complex terrain. The synchronized infrastructure system will create conditions for the development of a cultural and historical tourism complex combined with commercial and entertainment services, thereby making Dien Bien Phu a typical tourist destination in the northern midland and mountainous region.
The project covers approximately 35.35 hectares of land, located in the communes of Muong Phang and Pu Nhi. This includes 15.51 hectares for the cable car departure station, 5.89 hectares for the arrival station, 9.71 hectares for the cable car corridor, and 4.24 hectares for transportation infrastructure. Approximately 6.6 hectares of land, comprising transportation land, buffer zones, public green spaces, and water bodies, will be handed over to the local authorities after construction, representing 18.67% of the total project area. The remaining land will be used to construct facilities for operation and business, with a designed capacity of approximately 15,000 passengers per day.
According to the plan, the timeframe for achieving the project's main operational objectives is 5 years from the date the State allocates or leases the land. The construction and commissioning schedule is also defined within 5 years. The project has an operating period of 70 years, calculated from the date of the decision to allocate, lease, or change the land use purpose.
