Investigation of the economic situation

On the morning of July 1st, at the Tu Ly commune cultural center in Da Bac district, Hoa Binh province, the General Statistics Office, in coordination with the Committee for Ethnic Minorities Affairs, organized the launching ceremony for the 2024 Ethnic Minority Survey.

Attendees included: Comrade Hau A Lenh, Minister and Chairman of the Committee for Ethnic Minorities; Nguyen Phi Long, Secretary of the Hoa Binh Provincial Party Committee; Deputy Minister of Planning and Investment Tran Quoc Phuong; Director General of the General Statistics Office Nguyen Thi Huong; Dinh Cong Su, Vice Chairman of the Hoa Binh Provincial People's Committee; Mr. Matt Jackson, Head of the United Nations Population Fund in Vietnam; and a large number of delegates including investigators, grassroots supervisors; and representatives from press and media agencies…

Previously, on January 5, 2015, the Prime Minister issued Decision No. 02/QD-TTg approving the Project on Surveying and Collecting Information on the Socio -Economic Situation of 53 Ethnic Minority Groups. Accordingly, the General Statistics Office, in coordination with the Committee for Ethnic Minorities Affairs, conducted two surveys in 2015 and 2019. In 2024, the General Statistics Office will continue to conduct the third survey.

On July 14, 2023, the Director General of the General Statistics Office (Ministry of Planning and Investment) signed Decision No. 628/QD-TCTK on the promulgation of the Plan for Surveying and Collecting Information on the Socio-Economic Situation of 53 Ethnic Minority Groups in 2024.

The 2024 Ethnic Minority Survey aims to investigate and collect information on the socio-economic situation of 53 ethnic minority groups, including: information on population, housing conditions of ethnic minority households, and socio-economic conditions to reflect the socio-economic reality of the 53 ethnic minority groups. This information will be used to compile statistical indicators for the National Statistical Indicator System and the Statistical Indicator System on Ethnic Affairs, serving the development and planning of socio-economic development policies for ethnic minority regions in the 2026-2030 period. Simultaneously, it will serve as a basis for updating the statistical information and data system on ethnic minorities in Vietnam.

Speaking at the launching ceremony, Comrade Hau A Lenh emphasized the very important significance of this survey. The survey will provide reliable data and evidence to help central agencies and localities in ethnic minority areas accurately assess the results of implementing ethnic policies up to 2024 and projected to 2025; evaluate the five-year implementation of the overall plan for socio-economic development in ethnic minority and mountainous areas for the period 2021-2030; assess the results of implementing national target programs and ethnic affairs work for the period 2021-2025; and prepare for the development of national target programs and development plans for the next period 2026-2030. This serves as a basis for Party committees and organizations at all levels to prepare reports and documents for the Party Congresses at all levels for the 2025-2030 term and the 14th National Congress of the Party.

According to the Chairman of the Committee for Ethnic Minorities, the information gathering phase in the field is extremely important. Collecting information that fully and accurately reflects the reality of population and housing will help the Party and the State develop correct plans and strategies, building a foundation for the rapid and sustainable development of the country and ethnic minority regions.

“I hope this investigation will continue to provide quality information and data for the Party, the National Assembly , the Government, ministries, departments, and localities to build and formulate strategies and policies for ethnic minorities in the future; gradually overcome and resolve difficulties while more strongly promoting the potential and strengths of ethnic minority communities and ethnic minority and mountainous regions; and strengthen and consolidate the great national unity increasingly firmly,” Comrade Hau A Lenh expressed.

Also at the launching ceremony, Deputy Minister of Planning and Investment Tran Quoc Phuong shared that the successful organization of the launching ceremony for the survey and collection of information on the socio-economic situation of 53 ethnic minority groups in Hoa Binh in 2024 is very important in disseminating information so that ethnic minority households in the province understand the purpose and significance of the survey; thereby actively cooperating with statistical surveyors to provide complete, accurate, and timely information. At the same time, the launching ceremony also helps leaders at all levels and the entire political system in the province understand the importance of the survey, thereby directing its effective implementation in the locality.

On this occasion, Comrade Dinh Cong Su, Vice Chairman of the People's Committee of Hoa Binh province, pledged: "The Party Committee, Government, and people of all ethnic groups in Hoa Binh province express their strong agreement and determination with the goals and plans for conducting surveys and collecting information on the socio-economic situation of 53 ethnic minority groups nationwide in 2024."

According to Comrade Dinh Cong Su, Hoa Binh province clearly recognizes the role and significance of the survey for the locality. Given the wide scope, rich content, and challenging nature of the survey within the province, the province has been directing the Provincial Statistics Department and the Provincial Ethnic Affairs Committee to closely coordinate with relevant departments, agencies, and localities to effectively conduct the survey and collect information on the socio-economic situation of ethnic minorities in 2024.

Mr. Matt Jackson, Head of the United Nations Population Fund (UNFPA) in Vietnam, affirmed: UNFPA Vietnam is proud to be a partner supporting the Vietnamese Government in enhancing its capacity to collect and analyze data, and build a data system to serve the planning and monitoring of progress in implementing evidence-based policy plans. “UNFPA is pleased to witness the outstanding efforts of the Vietnamese Government in data collection. We are committed to continuing to provide technical support to the General Statistics Office and other ministries and agencies to build and optimize the use of quality data to promote social equity and sustainable development in Vietnam,” said Mr. Matt Jackson.

This survey was conducted in 54 provinces and centrally-administered cities, including 51 provinces with communes in ethnic minority and mountainous areas, and 3 provinces and cities with communes/wards/towns with a large ethnic minority population: Ho Chi Minh City, Long An, and Ha Tinh.

The results of the survey will be handed over to the Committee for Ethnic Minorities in April 2025 and published sometime between May and July 2025.
