Reshaping the education system in depth.

Dong Nai officially became a city on April 30, 2026, simultaneously setting many new requirements for governance methods and development orientations. In particular, the foundations of governance and development are closely related to the field of education and training.

City Party Committee member and Director of the Department of Education and Training, Truong Thi Kim Hue, stated: “The orientation to build Dong Nai into a driving force for national development is a major policy. The education sector deeply understands its role and is therefore implementing comprehensive solutions to improve the overall quality of education, meeting the requirements for human resources to serve the goal of rapid and sustainable development of the city.”

General education is the foundation.

Dong Nai City currently has over 1,130 educational institutions from preschool to high school, 4 universities, 3 university branches, and 10 colleges with more than 1 million students. Dong Nai's educational scale is among the largest in the country. In recent years, the city has consistently focused on investing in standardizing its school system according to national criteria. By early 2026, the percentage of schools from preschool to high school meeting national standards in the city will be 70.66%, striving to reach over 80% by 2030.

According to the leaders of the Department of Education and Training, the sector continues to advise the City People's Committee on solutions to improve the quality of education and human resources. Specifically, the city closely follows Resolution No. 71-NQ/TW, dated August 22, 2025, of the Politburo on breakthroughs in education and training development, setting the goal of solidifying school buildings, completely eliminating temporary classrooms, and building a school network that effectively meets learning needs by 2030. Besides modernizing infrastructure, the city also focuses on investing in information technology equipment, creating a foundation for digital transformation in management, teaching, and learning.

Dong Nai needs to continue restructuring public vocational training institutions towards a streamlined, efficient, and effective model. This includes clearly identifying and investing heavily in core training sectors that the city is actively promoting. The city should act as a bridge connecting high-tech businesses with training institutions to share training opportunities and supply human resources for the rapid and in-depth development of high-tech and core technology sectors.

In central areas, the focus is on addressing student overcrowding in wards with a high concentration of workers, such as Trang Dai, Long Binh, and Phuoc Tan. Planning and construction of new schools in these areas are carefully considered to ensure long-term needs are met. For border areas, in accordance with the Politburo's Conclusion Notice No. 81-TB/TW dated August 18, 2025, the Department of Education and Training has coordinated and advised on the issuance of a Project for Investment in School Construction for 8 border communes with a total budget of 1 trillion VND in the 2025-2027 period. In 2025 alone, the city has allocated over 100 billion VND to commence construction on essential projects.

To reduce pressure on the state budget, Dong Nai continues to promote the socialization of education. Of the more than 1,130 educational institutions in the city, 243 are private (accounting for 18%, among the highest in the country). The private school system has developed diversely, meeting the needs and economic conditions of many different groups. Deputy Director of the Department of Education and Training, Do Dang Bao Linh, stated: “Many private educational institutions in the city are implementing international programs, notably: SNA North American High School, Asia Bilingual Primary, Secondary and High School, and Pacific Primary, Secondary and High School (all located in Tran Bien ward)...”

Keeping pace with high-tech training

Dong Nai is implementing many key projects, attracting investment capital into high-tech fields such as: semiconductor microchips, chip manufacturing, automotive and aircraft components, logistics, etc. To meet new requirements, training institutions in the city need to develop synchronously in both scale and quality. Dr. Dinh Cong Khai, Deputy Director of the University of Economics Ho Chi Minh City, believes that Dong Nai's training institutions need comprehensive reform to ensure a high-quality workforce for the city, especially in high-tech sectors.

Currently, Dong Nai has established a system of training institutions ranging from vocational schools to universities. However, most of these institutions still face difficulties in meeting the demand for human resources, especially in the fields of scientific research, technology transfer, and training in core technology sectors. The ability of training institutions to supply human resources for modern technology projects in the city remains limited. Many businesses report that they still have to retrain employees after recruitment, which is time-consuming and costly, significantly impacting investment efficiency.

According to Associate Professor Dr. Lam Thanh Hien, Rector of Lac Hong University, higher education institutions in Dong Nai are clearly recognizing the opportunity to provide high-quality human resources, especially as the city accelerates infrastructure development and shifts its focus to attracting investment in modern technology. However, deep involvement in this field requires significant resources and the city's support in terms of land policies and capital to create a foundation for development. In meetings with city leaders, representatives from universities suggested that the city should soon establish a fund for investing in the development of high-quality human resources, prioritizing institutions training in core technology fields.

Recently, Dong Nai University received approval from the city for a policy to support the university in attracting lecturers with doctoral degrees or higher, with a maximum support of 450 million VND per person. This policy, once implemented, has created great motivation and confidence among intellectuals, as it reflects not only the material value but also the genuine care and appreciation for talent.

Regarding vocational education, Nguyen Khanh Cuong, Principal of Lilama 2 International College of Technology, stated: The school is striving to build a training center for aviation engineering based on mechanical, electrical, and electronic engineering standards from the US, Germany, and the UK. This goal is gradually becoming a reality as Long Thanh International Airport is about to become operational. The school has collaborated with the Vietnam Airports Corporation (ACV) and Vietjet Airlines to train ground service personnel, aircraft maintenance and repair staff. Simultaneously, the school is also promoting the opening of a program in unmanned aerial vehicle (UAV) manufacturing for industrial production.
